QUESTION AND ANSWER (AMD 0006)

Questions and Answers (AMD 0006)

1. Question: Document HC102820R0018 - 6.2.2.1 states "Perimeter panels must have edge stringers installed for rated load capacities to apply." There are a few ways to do this on a cut perimeter tile. Would it be possible to get a detailed drawing of the architect's preferred method?

Answer: Manufacturer’s standard details meeting 6.2.2.1 and Appendix B Rigid Grid Access Flooring,

3.3.2 “Floor Panel shall be continuously supported along all edges” will be acceptable.

2. Question: In terms of the cleanup when the existing floor is removed, some of the pedestal base adhesive typically remains on the floor. Prior to installing the new pedestals bases, what is the expectation in terms of the amount of adhesive that can remain on the floor?

Answer: It is anticipated that new pedestal will be located in the same location as the existing pedestals, therefore existing adhesive must be removed as required for the new adhesive. Otherwise the old adhesive shall be scrapped clean with a straight flat razor blade.

2. Contract or Task Order Title. DISA Data Center Columbus Raised Access Floor Upgrade and SRG (Signal

Reference Grid). This project focuses on Computer Room 113, associated Closet 118, Secure Area 113A, Computer

Room 125 and associated Closet 117.

3. Background. Defense Information Systems Agency (DISA) Computing Centers provide routine and mission-critical computer processing resources and support to numerous Government agencies, 24 hours per day, and seven

(7) days a week. DISA’s operational goal is to provide high availability and redundancy to all supported programs and workloads at a Tier III redundant datacenter, in compliance with DoD Core Data Center requirements.

DISA’s Columbus computing center needs repairs and upgrades to the raised access floor in Computer Room 113, associated Closet 118, Secure Area 113A, Computer Room 125 and associated Closet 117. The existing raised access floor system in these rooms have reached the end of their useful life. These rooms also lack an under-floor

Signal Reference Grid system (SRG). DOD standards and requirements for a Tier III data center require concrete core raised access floor panels for fire protection and higher floor load capacity – as well as an under-floor SRG system.

4. Objectives. This project will upgrade the Raised Access Floor in Rooms 113, 113A, 117, 118 and 125 – in order to comply with DISA standards, and assure required infrastructure (stronger floor system and operational SRG) to properly support the DISA mission. All access existing floor panels shall be removed and disposed of and replaced with new concrete core panels, and the entire floor panel support system (pedestals, stanchions, stringers, etc.) shall be replaced, in order to obtain an access flooring system with a structural load rating capable of supporting 2500 pounds. A new SRG shall be installed as part of the new floor installation process.

5. Scope.

5.1. Task 1: Develop detailed project schedule, investigate existing conditions, prepare and submit shop drawings for approval by the government. Prepare and submit product data.

5.2. Task 2: Raised Access Floor Upgrade: Remove and dispose of the existing access flooring system completely. Replace all access floor panels with new concrete core panels. Replace the access flooring structure (pedestals brackets, stringers, etc.). All existing systems attached to the existing pedestals (VESDA components, conduits, leak detections, grounding, and other existing items) – these items must be removed and reattached to the new pedestals. Existing IT racks shall remain in place and operational throughout the upgrade process. Lifting of existing IT racks shall be required for the removal and installation of the raised access floor panels. Clean the structural concrete sub-floor during floor upgrade, fill any holes encountered or created, and re-pair/touch-up the existing concrete floor sealer.

5.3. Task 3: Conduct field survey of existing grounding and SRG systems in the facility – document with current

“As-Built” documents. Provide installation documents for a new SRG in the areas covered by this

PWS, for Government review and approval. Install a new Signal Reference Grid system (SRG) under the raised access floor system and connect it to pertinent equipment (IT racks, cable tray, floor system). Provide As-Built documents at end of project.

The Government may require surge support during the base or any option period, and surge modifications will be within the scope of the contract and provide increased support for the defined task areas of this PWS. Surge support over the life of the contract will not exceed 05% of the contractor’s total proposed cost/price for the base and all option periods, excluding any six-month extension of services pursuant to FAR 52.217-8.

6. Performance Requirements.

6.1 Task 1: Develop detailed project schedule, investigate existing conditions, prepare and submit shop drawings and product data for approval by the government. Prepare and submit an installation layout plan and detailed step by step methods of procedures (MOP) for replacement of the rigid grid access flooring while maintaining the existing computer equipment fully new operational as identified in this PWS and on the Installation

Concept Drawings (Appendix A).

6.1.1 Project schedule shall be developed and provided to the Government, using Microsoft Project or similar program. Schedule shall use ‘critical path’ method and identify all milestones; the schedule shall include start date, submittal dates, key milestone dates, ASI dates and completion dates as a minimum. The project schedule shall incorporate a phasing plan and Methods of Procedures, to maintain the existing operational mission.

6.1.2 The Contractor shall submit a plan of operations. The Contractor’s Plan shall include, but not limited to:

Quality Control Plan, protection of existing systems to remain, phasing of work, storage of materials, building access, location of dumpsters, contractors’ trailer (if required), and phasing of the project execution. The project schedule shall be reviewed at monthly progress meetings.

6.1.3 Investigate existing conditions. The contractor and subcontractors shall perform site visits and review the as-built plans as necessary to gather information on existing conditions and have a complete understanding of existing conditions and required work. Note any gas piping, including regulations (OSHA, NFPA, etc.)

relating to working around the gas system. The contractor shall investigate and verify all existing conditions, including, but not limited to working conditions, cable lengths, access, and other items/systems as required. DISA’s existing record drawings are available to the contractor, but these record drawings should not be viewed as complete and accurate. The contractor shall field verify all existing conditions.

6.1.4 Prepare and submit detailed shop drawings, material submittals and product data for the Rigid Grid Access

Floor Installation (see section 6.2 below). Some walls are supported on the raised access floor system. In some areas, the new raised access floor system will meet an existing floor system (either raised access floor, or other conditions). At these areas submit proposed details for these conditions. Show dimensioned floor tile/pedestal layout for entire area where upgrade occurs.

6.1.5 Prepare and submit detailed installation plans and material submittals for SRG (see section 6.3 below).

6.1.6 Contractor shall NOT order any materials until the associated submittal(s) has been approved by the

Government. The Government may consider the possibility of placing early orders for long-lead items.

6.1.7 The contactor shall take precautions to ensure no computing equipment will be taken offline (power or IT communication loss) during the upgrade/installation of the raised access floor panels and components. The contractor must ensure before raised access floor panel upgrade that they can move the IT rack(s) and keep the IT equipment operational while replacing the raised access flooring underneath the piece of equipment.

Racks are connected with power cables and IT cabling under the raised access floor.

6.1.8 The contractor shall prepare and submit proposed installation plan. The installation plan shall include installation phases and a complete layout of the replacement flooring.

6.1.9 The contractor shall prepare and submit proposed Method of Procedures (MOP) for lifting of existing IT racks. The MOP shall include detailed step by step process for lifting of the existing IT racks.

6.2 Task 2: Raised Access Floor Upgrade.

6.2.1 Contractor shall remove and dispose of the existing access floor system completely and replace the

Raised Access Floor panels and entire support structure in Rooms 113, 113A and 125, as shown on the

Installation Concept Drawings (Appendix A), approximately 41,900 SF. Proposed work shall include all stringers, pedestals, and associated plates and connections. Some existing systems are attached to the existing pedestals (grid grounding system, VESDA components, conduits, cabling and other items) – these items must be removed and reattached to the new pedestals. Existing IT racks and other equipment shall remain in place and operational throughout the upgrade process. Lifting of existing IT racks and other equipment shall be required for the removal and installation of the raised access floor panels.

Clean the structural concrete sub-floor during floor upgrade, fill any holes encountered or created, and repair/touch-up the existing concrete floor sealer.

6.2.1.1 Access Panels shall be new manufactured with concrete core (Concore, or approved equal) rated to support 2500 pounds applied to any 1 square inch surface on the panel. Panel size shall be 24” X 24” and meet the requirements of Rigid Grid Access Flooring (Appendix B).

6.2.1.2 Panel laminate shall be High Pressure Laminate (HPL) surfacing conforming requirements of Rigid Grid

Access Flooring (Appendix B).

6.2.1.3 The contractor is responsible to verify the number of existing floor panels. The contractor shall replace floor panels “like for like” (solid for solid and perforated for perforated). The Government estimates there are approximately 10,900 total panels and 10,310 are solid panels and 590 are perforated panels.

Contractor is responsible to verify panel type and numbers.

6.2.1.4 Provide spare floor panels and structure as required by Rigid Grid Access Flooring (Appendix B).

6.2.1.5 For proposal purposes (to determine the quantity of racks to be lifted), Contractor shall count the number of racks shown on the attached Installation Concept Drawings (Appendix A) and add 10% to the count

(to allow for the dynamic nature of the facility). The bid price shall also include lifting/moving all other miscellaneous floor-mounted items (i.e.: safes, electrical boxes, furniture, rectifiers, and similar items).

As part of the bid, Contractor shall provide a cost per rack for the rack lifting operations. This Contractor provided cost shall be used if any cost changes (quantity of racks to be lifted) are encountered – as the number of racks may grow or shrink by 10 percent before the work is performed.

6.2.1.6 Floor panel cut-outs for IT and power cabling shall be on edges of panels. Cutting shall be done outside the Data Center environment to avoid dust and debris near the IT equipment, coordinate with Site POCs.

6.2.1.7 Brushed grommets shall be installed at all cutouts in access floor panels. Grommets shall be flush mounted type similar to Koldlok 1010, Koldlok 3030 or approved equal. Grommets must be 2-piece units to allow for grommet to be installed at existing IT/power cabling. The Koldlok 1010 can be field modified (cut in half) to meet this requirement.

The contractor shall allow for one (1) grommet per existing IT rack, and two (2) grommets per PDU, plus an additional 10% for rack changes. Provide an additional 50 split grommets as spare parts.

6.2.1.8 The raised access floor shall be removed and replaced in incremental sections so as not to disrupt the temperature-controlled climate in the data center room. If required to maintain cooling for IT racks, the contractor shall provide temporary air-dams to reduce air leakage around the area of work.

6.2.1.9 The Contractor shall develop a Phasing plan, which shall allow continual operation of IT racks and limit the number of open floor panels, to maintain cooling to the racks.

6.2.1.10 The finished raised access floor shall be level to meet the tolerance criteria as stated in the Rigid Grid

Access Flooring (Appendix B). Laser-leveling device shall be used to ensure floor is level.

6.2.1.11 The contractor shall remove and dispose of the existing wall base, repair wall damage caused by the removal of the existing wall base and install new wall base to match existing.

6.2.2 Replace the existing access flooring structure to support the required load capacity of concrete core solid floor tiles with a tile design load of 2500 pounds per square inch. The existing pedestals and stringers do not conform to a concrete core solid floor tile system with a tile design load of 2500 pounds per square inch, as determined through a separate engineering study. The current understructure consists of 2 foot long single span stringers at the pedestals, not the required 4 foot long basket-weave configuration. The existing pedestals utilize a top plate that does not meet the structural requirements for use with concrete core solid tiles.

6.2.2.1 Perimeter panels must have edge stringers installed for rated load capacities to apply.

6.2.2.2 If removal of existing floor panels requires cutting, cutting shall be done with HEPA vacuum running along the cutting edge.

6.2.3 Clean the under the access floor and structural concrete floor during upgrade of the access flooring system.

6.2.3.1 Pick up all loose debris and other items under access floor.

6.2.3.2 Vacuum the under access floor space. Vacuums shall be equipped with HEPA filtration systems, removing all dust and dirt from the sub floor area. Vacuums shall be capable of capturing particles as minute as 0.3 microns at a 99.97% efficiency rating. The contractor shall use equipment that meets or exceeds the established standards for cleaning data centers and will provide dust and contamination removal in accordance with Federal Standard 209e.

6.2.3.3 All vacuums shall be fitted with GFCI protectors and will never be plugged in under the raised access floor or to power strips inside the IT racks. Only designated power outlets will be utilized when performing decontamination functions.

6.2.3.4 Filters shall be cleaned or replaced at the end of each working day. Vacuums shall be inspected/started outside the building each morning, before use, to insure the integrity and cleanliness of the filtration system.

6.2.3.5 Mop and whip down the under access floor space with damp mop and/or cloths. Rinse mop and cloths frequently. Do not use excesses water, mop/cloth shall not be dripping water.

6.2.4 Protect the existing VESDA System, grounding grid, cable tray and any other systems encountered under the raised access floor, these systems must remain operational during this project. Systems shall be removed and reinstalled/attached as required.

6.2.5 Leak detection cable system shall remain in-place and operational around the CRAH units. Care shall be taken to prevent damage to the under floor leak detection system. Verify/demonstrate that each sensor is operational at the end of the Project.
