QUESTION AND ANSWER (AMD 0004)

QUESTIONS AND ANSWERS:

1. QUESTION: A request for another site visit has been approved.

ANSWER: The site visit is scheduled for 0900, 12 JUNE 2020. Sources are to email their VAR requests from the original site visit Amendment (Amendment 00001).

2. QUESTION: Two Post Racks – In Room #113 (row A-D: Zone 15&16) there are two areas of two post open racks that are bolted to a power strut assembly below the access floor. In order to replace the access floor, the two-post rack covers need to be removed so that the floor and racks can be uncoupled. Will DISA remove the steel covers on the two post racks to that the work can be accomplished?

ANSWER: The removal of covers will be completed by the Government.

3. QUESTION: Construction Wall Type Below Access Floor: We noted during the walk through that there is a wall below the access floor at the glass store front walls in Room 113 and 125. The store front walls are built atop the access floor as noted in the drawings. Does the wall assembly below the access floor have a rating? 1-hour construction? Does this rating need to be retained?

ANSWER: Wall partitions below the access floor are not fire rated.

4. QUESTION: Fire Damper: We noted fire dampers in the wall construction below the access floor. How are these dampers controlled and can they be placed in bypass in order for the access floor replacement to proceed?

ANSWER: If required, DISA’s BAS system will be able to place fire dampers in by-pass.

5. QUESTION: Fire Suppression and VESDA system bypass: The clean agent fire suppression system and VESDA system should be placed in “Bypass” daily while the replacement of the access floor and SRG system is installed. Will DISA personnel operate the clean agent fire suppression and VESDA panels to place them in bypass?

ANSWER: Yes, DISA’s maintenance contractor will place VESDA system in by-pass.

6. QUESTION: Protection- Rigid Grid specifications require protection following the completion of the installation. This is unrealistic in a live data center and actually can cause safety tripping hazards if plastic or paper is to be protecting the floor for the 5-6-month duration. Should protection be excluded?

HC102820R0018

ANSWER: Appendix B, section 3.4.2 requires protection of traffic areas of the raised floor system. Traffic areas include the travel routes in and out of the data center and within the area of work. The protection is required for new raised floor panels. The contractor is responsible to develop and maintain the protection system in a safe manner. Past projects have successfully used Masonite panels.

7. QUESTION: What does DISA want the contractor to do with the removed access flooring? Turn over to DISA? Provide proof of disposal and or recycling?

ANSWER: PWS shall be updated. Contractor is required to dispose of the existing access flooring.

8. QUESTION: Cove Base – The existing cove base may be damaged or destroyed during the replacement of the access floor. Should replacing the cove base with new base, to match existing in the facility, be considered?

ANSWER: PWS shall be updated. Yes, contractor should include replacing the existing wall base and patch existing wall if damaged during removal of the existing base.

9. QUESTION: Is the new replacement floor to be the same elevation as the existing?

ANSWER: Yes, the proposed floor elevation shall match the existing elevation.

10. QUESTION: Will there be space available for office use in the DISA building or will the GC need to have onsite project trailers and is that allowed. With that, is electrical hook up available for the work site trailer?

ANSWER: No office space will be available in the building. Contractor may have project trailer on site and electrical hookup is available for the trailer. The Contractor is responsible for the electrical connection. Connection must meet electrical code and be installed by licensed electrician.

11. QUESTION: What will be the work hours, can the crew work longer days and will Saturday work be allowed?

ANSWER: Escorts can support 8 hours/day x 5 days a week or 10 hours/day x 4 days a weeks.

Escorts are limited to 40 hours per week. Escorts are not available on Saturdays, Sundays or Federal Holidays.
