6.5 Other Requirements

6.5.1 Other Direct Costs (ODCs) – The Contractor may be required to purchase incidental tools, supplies, or materials to complete projects. Authorization for ODC purchases must be approved by the COR/ACOR in advance using the Purchase Authorization Request form. Typical ODCs include items such as hardware tools, software tools, and project specific materials and supplies. The Contractor must provide a breakout of the ODCs for each billing period. ODC expenses shall be reimbursed on a cost basis. See Attachment 2 – Purchase Authorization Request.

6.5.2 Travel – The contractor is required to travel to complete certain work projects. The Contractor shall manage travel arrangements. The Contractor shall submit a Travel Authorization Request (TAR) no later than 15 days prior to the planned travel date. The TAR shall be reviewed and approved by the COR/ACOR prior to the Contractor incurring allowable travel expenses. Authorized travel shall be billed against the reimbursable line of the contract in accordance with the Federal Acquisition Regulation Part 31. Travel receipts for all expenses including lodging, airfare, and rental cars must be provided with the invoice. Travel shall be reimbursed on a cost basis and limited to the Government travel rates. See Attachment 3 – Travel Authorization Request.

6.5.3 Off-Peak Work Hours – DISA MPE occasionally requires services during off-peak hours and/or on weekends in excess of 40 hours per week in order to complete time-sensitive and special projects. Off-peak and weekend work will be requested by the Contractor and approved by the COR/ACOR at least 48 hours in advance.

6.5.4 Phase-In / Phase-Out Transition Plan – The Contractor shall create a detailed transition plan to address both “phase-in” and “phase-out” of the contract. The “phase-in”, not to exceed 15 days, shall describe the Contractor’s strategy to ensure seamless continuity of current projects from the current contract to this contract. The “phase-out” strategy shall assist the Government in the transition of services from this contract to any follow-on Contractor and will be updated annually. The Contractor must agree to coordinate service transition with any follow-on Contractor to prevent service disruption during the transition. It is anticipated there will be a follow-on contract in place by the end of the period of performance of this contract and the transition period shall begin at the end of the final contract period. The existing contract will provide coverage for all the services described herein until one of the following occurs: the existing contract ends or is no longer required by the Government. The Contractor shall propose an exit strategy based upon these criteria, or provide an alternative plan.
