2. Contract Title. The Defense Information Systems Agency (DISA) Engineering and Data Center Management Division (MPE) – Computer Aided Drafting (CAD) and Engineering Support Services.
3. Background. DISA is a provider of Information Technology (IT) services supporting the Army, Navy, Marines, Air Force, Defense Finance and Accounting Service (DFAS), Defense Logistics Agency (DLA) and other Department of Defense (DoD) agencies. The DISA Engineering and DECC Management Division (MPE) Facilities Team manages and directs the facility engineering, maintenance programs, and raised floor infrastructure for DoD data centers within the continental United States (CONUS) and outside of the continental United States (OCONUS). Due to customer IT workloads and on-going DoD consolidation efforts, the current locations and volume of data centers may grow and/or contract throughout the performance of this contract. The facilities team establishes and maintains facility standards for the safe, reliable operations of those centers which are compiled from national codes, military handbooks, and industry best practices. In addition, the team establishes requirements to meet these standards while developing fiscally responsible solutions to meet or sustain site standards.
At times these locations require engineering/environmental support which exceeds the current resources available within MPE. The engineering/environmental support are typically location specific, time sensitive, and of limited duration. Engineering support (mechanical, electrical, civil, and structural) is required to evaluate existing conditions and proposed systems. The environmental support is required to validate existing site conditions, evaluate reports, and provide recommended processes and training to personnel.
4. Objectives: DISA MPE Facilities Engineering team is responsible for providing highly reliable, available, and maintainable facilities, infrastructure, and property to support DISA and its customers’ data processing missions. These objectives shall be met with strict adherence to federal, state, local, and DISA facility standards and codes. All work shall be completed in the most economically feasible and energy efficient manner possible. This contract will provide support services for the Government facility engineering staff in achieving this objective.
The objectives of this PWS is to provide base support for CAD services, engineering support, and Technical Requirements (TR) services for mechanical, electrical, and environmental engineering services.
