JITC TEC – CPFF Scenario Proposal Preparation Instructions
CLIN Structure
General Pricing Instructions
The Offeror shall provide unsanitized pricing for the base period and all following periods within the provided Pricing Templates to ensure completeness and the accurate calculation of Total Evaluated Price. See the Pricing Template Instructions below for specific pricing instructions.
• For all labor pricing under the JITC TEC contract, the Offeror must use the defined JITC TEC labor categories and descriptions.
• Pricing for all future cost-type contract actions (including, but not limited to proposal and billing of future task orders, modifications) will be restricted to the labor categories established in the Schedule of Rates—tab ‘CPFF Sch of Rates’.
• The Government will establish burdened labor rate ceilings for each of the labor categories requested based upon the burdened Government and Contractor Site labor rates proposed on the ‘CPFF Sch of Rates’ tab. The schedule of CPFF labor rates proposed in the JITC TEC - CPFF Pricing Template will serve as not-to-exceed ceiling rates for all future cost-type contract actions (including, but not limited to proposal and billing of future task orders, modifications), and be considered the negotiated ceiling rates.
The Government will not be obligated to pay any additional amount above the individual CPFF labor rate ceilings established should final cost rates incurred during contract performance exceed the negotiated ceiling rates. In the event the rates incurred are less than the negotiated ceiling rates—during contract performance or an reconciliation of final rates— the negotiated/awarded rates shall be reduced to conform to the lower rates.
For proposal and billing purposes prior to establishment of final direct and indirect cost rates, the awardee will be responsible for utilizing their current approved/reviewed direct and indirect rate information (i.e. actual employee salary data, Forward Pricing Rate Agreement / Recommendation / Proposal (FPRA, FPRR, FPRP), DCAA/DCMA audit/review or other statement of current rates) at the time of each proposal or billing submission, up to—but not to exceed—the negotiated rate ceilings set as a product of the basic contract award.
• Fixed-fee proposed for the JITC TEC – CPFF Pricing Scenario, will be used to establish the contract’s maximum fee authorized for all cost-plus-fixed-fee task orders. The proposed fixed-fee shall not exceed statutory limitations imposed by 10 U.S.C. 2306(d), 41 U.S.C.
3905 and further defined in FAR 15.404-4(c)(4)(i)(c). After award, fee applied to subsequent task order(s) will be evaluated further to determine if the proposed fee is commensurate with the level of risk assumed.
JITC TEC – CPFF Pricing Scenario Template Instructions
1. On tabs ‘CPFF Labor Rate Build (Govt)’ and ‘CPFF Labor Rate Build (Cont)’, provide detailed rate build-up (less fixed fee) for the Government and Contractor Site CPFF rates respectively proposed for the corresponding JITC TEC labor categories to be utilized during proposal and execution of the CPFF actions/tasks under the JITC TEC contract. (Note: The format provided is intended to be an example of the type of rate information required. The Offeror may revise as necessary.)
2. Link the resulting burdened rates (less fixed fee) detailed in Step 1, to the corresponding labor categories found on the ‘CPFF Sch of
Rates’.

3. Once Steps 1 and 2 are complete, the Offeror shall proceed to tabs ‘Base Yr’ through ‘OY4’, entering their proposed fixed fee percentage in cell C57 complete the pricing template.
4. Once complete with the pricing tasks described above, ensure you review and provide a response to each questions contained in the "Price Proposal Checklist" on the 'Checklist' tab of this workbook. Provide a final signature and date to affirm that all aspects of the checklist are complete and contained in your price proposal prior to submission.
5. Based on the Offeror completed JITC TEC – CPFF Pricing Scenario Template, the Government will apply Government estimated and possessed labor hours for all periods to each Offeror’s proposed CPFF ceiling labor rates in order to calculate a total CPFF Scenario price. The CPFF pricing scenario will represent the total proposed price to include the 12-month base period, three 12-month option periods, one 6-month option period, and the 6 month option to extend IAW FAR 52.217-8. The estimated labor hours used for evaluation purposes will not be provided to the offerors until award.
6. The Government-calculated total proposed price for the CPFF Pricing Scenario will be added to the Offeror-proposed pricing for Task
Order 1 (Attachment 7) and the FFP Pricing Scenario (Attachment 9), as represented in the TO1 FFP Pricing Template to arrive at the Offeror’s total evaluated price for the JITC TEC solicitation.
