Adjectival Rating Description
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 2 – Past Performance
• M.2.3 Past Performance Factor Recency:
• Effort must be ongoing or must have been performed during the past three
(3) years from the date of issuance of this solicitation, or for ongoing efforts, must have been in place at least nine months prior to the proposal due date.
Past performance information that fails this condition will not be evaluated.
Relevancy:
• Related to Test and Evaluation (T&E) of information technology system(s) with a value of performance not less than $500K annually
• Related to providing interoperability, cybersecurity, or operationally focused
T&E support;
• Related to developing T&E strategies based on the use of architectural artifacts, science based test design approaches, or other systematic methods to ensure T&E rigor; and
• Related to the firm’s experience applying instrumentation and automation to support test data collection, management, and analysis.
Performance Quality Assessment:
• How well the contractor performed on the contracts

Cost/Price Evaluation
• The offeror’s price proposal will be evaluated based on the total evaluated price for Task Order 0001 (FFP), CPFF Pricing Scenario, and FFP Pricing Scenario. The Cost/Price team will calculate a total proposed price for:

• Cost Plus Fixed Fee (CPFF) Pricing Scenario / Task Orders
• Firm-Fixed-Price (FFP) Pricing Scenario / Task Orders

Small Business
• The Government will review the offeror’s Small Business Subcontracting Plan/Small Business Participation Proposal, and it will be evaluated, on an acceptable/unacceptable basis, by the Contracting Officer, the Small and Disadvantaged Business Utilization Specialist, and Small Business Administration for compliance with FAR Part 19.704, DFARS 215.304, and DISA subcontracting goals.

Organizational and Consultant Conflict of Interest (OCCI) Mitigation Plan
• The Government’s review of the offeror’s OCCI Mitigation plan will consider:
the degree to which the offeror addressed OCI concerns, the offeror’s approach for mitigating OCI issues, the adequacy of its OCI training and oversight programs, the adequacy of its procedures, and whether or not the offeror’s OCI plan and/or mitigation strategy complies with all regulatory and statutory requirements, including FAR Subpart 9.5.
• The above elements and the OCI plan will be evaluated on an acceptable/unacceptable basis. An acceptable plan is one that addresses items a-e above
