• MISSION:
‒ Provide federated and agile testbed operations support to DISA’s 80+ programs and JITC’s Divisions

JT3A Services & Capabilities
• The JITC Laboratory Testbed at Fort Meade, MD is a 110-thousand square foot facility featuring two main Lab spaces, special rooms, and analysis centers.
• Operations: The Operations team provides a variety of services to assist customers in establishing and maintaining a presence within the Lab. The Operations team provides:
BasicOPS: cabling, moves, builds, and grounding
IA: DIACAP and RMF guidance; ACAS scanning and reporting; Network Security Support; assistance with research and development requirements to meet and maintain security standards
DNCC: The Distributed Network Control Center (DNCC) provides network management for multiple networks. This includes management of routing, firewalls as well as intrusion detection and intrusion prevention system. The DNCC provides IP space management, and VPN management and support.

• System Administration (SA): The system administration team provides management of the NIPRNet and SIPRNet enclaves which support that connectivity within the Lab environment. This includes domain controllers, DMZs, DNS, Active Directory, and file servers.
• COMSEC: Provides government and contractor support in the acquisition, accounting, and maintenance of all COMSEC equipment within the facility as a service to hosted programs/projects.

The Information Assurance Branch (JT3D) provides accreditation and certification support to all customers at the Fort Meade and Fort Huachuca locations. This includes:

• Network Security Support
• Assistance with research and development requirements to meet and maintain security standards

Overview
• The DCGS Enterprise is a technological construct, comprised of different Programs of Record (PoRs) that connect in a federation to share Intelligence, Surveillance and Reconnaissance (ISR) products.
• Office of the Under Secretary of Defense for Intelligence (OUSD[I]) funds JITC to chair the DCGS Test and Evaluation Focus Team with the mission to:
Assess the enterprise to evaluate the maturity and compliance of federated intelligence PoRs to mandated standards and DoD policy in support to a variety of stakeholders;
Provision and sustain a test network for the community of interest (COI); and Advise and coordinate with other COI test organizations in support of enterprise evaluations.

Test and Evaluation Focus Team (T&E FT)
• JITC chairs the 21 member T&E FT organization, coordinating, organizing, and participating in COI assessment events to collect data for analysis and reporting that will characterize the growth and maturity of the enterprise.
• The T&E FT employs simulation and stimulation tools during test events and activities to assist and create efficiencies with data collection activities to support enterprise evaluations.
• Previous assessment areas:
Web services, data conformance to specifications, data propagation throughout the enterprise, Identity and Access Management (IdAM) capabilities, and other enterprise test methodologies.

• The T&E FT provisions an operationally-realistic, persistent Virtual Private Network capability, with network services and network operations support to numerous geographically disparate locations.

GNTF UC Test Mission
• The primary mission of the GNTF is to conduct and support Information Assurance (IA) and Interoperability (IO) testing for certification of Unified Capabilities (UC) voice, video, and data products that will be fielded on or connected to the Department of Defense Information Network (DoDIN).
• The Unified Capabilities (UC) products are tested to their respective requirements defined in the Department of Defense (DoD) Unified Capabilities Requirements (UCR) document.
• The DoD Chief Information Officer (CIO) is the owner of the UCR.
• The DISA, JITC, and others, e.g., vendors develop the requirements that are reviewed/approved by the DoD CIO.
• All testing is sponsored DoD components or DISA personnel and is conducted by one of the Distributed Test Labs within DoD; JITC FHU, JITC FGGM, AF TSSAP, Navy SPAWAR, or Army TIC.

• Sustains the systems and services necessary to facilitate the testing of the tactical edge.

• Provides the Army, Marine Corps, and Air Force tactical systems and interfaces necessary to emulate Joint Test Facility (JTF) component unique systems and DISN to include Standardized Tactical Entry Point (STEP) /Teleport/DISN-TE capabilities, and facilitates interface to strategic systems and services.

What is an IBS TDL?
• IBS is a theater-tailored Intelligence dissemination architecture with global connectivity using a standardized format and is designed to be fully interoperable with current and future tactical and strategic systems

• Provides Standards Conformance and Interoperability Certification test on Integrated Broadcast Service (IBS) tactical data link (TDL) consumer and producer systems.
• Join test events with Service development and operational test organizations.
• Early involvement allows Interoperability planning during all phases of developer and Service testing
• Distributed Testing from Ft. Huachuca – IBS Network test over JWICS and SIPRNet (IBS-NS) – Live Broadcast over IBS Common Interactive Broadcast (CIB) supporting DT, OT, OUE, and platform user events.
• Distributed Testing requires an Intelligence System Analyst to script realistic messages for inclusion over the operational broadcasts (IBS-NS and CIB) and System Administration.
