Federal Acquisition Regulations (FAR) Part 6 Justification, Supporting Procurements under FAR Part 12, FAR Subpart 13.501, and FAR Part 15

Purchase Request Number:

Contract Number: To be determined (TBD) Task/Delivery Order Number: TBD Procurement Title: Defense Enterprise Computing Center (DECC) Pacific (PAC) Security System Maintenance Services Contracting Office: Defense Information Technology Contracting Organization (DITCO) Estimated Value:

Statutory Authority: FAR 6.302-1/ Defense FAR Supplement (DFARS) 206.302-1

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

Justification for OTFAOC Number:

Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C.2304(c)(1).

JUSTIFICATION

1. REQUIRING AGENCY AND CONTRACTING OFFICE:

a. Requiring activity:

Defense Information services Agency (DISA) Enterprise Services Directorate (ESD) DECC PAC Pearl Harbor, HI

b. Contracting activity:

DISA DITCO – PL8324

2300 East Dr.

Building 3600 Scott AFB, Illinois 62225-5406

2. NATURE/DESCRIPTION OF ACTION(S):

a. The nature of this action is to procure brand name Hirsch Security Management Systems services to include preventative, emergency, and brand name or equal realignment at the DISA ESD DECC PAC located at Pearl Harbor, HI, 96860. This procurement requires the contractor to provide ongoing sustainment, repair, and modification services consisting primarily of hardware and software modifications and preventive maintenance for the Government owned Hirsch integrated security system already located at DECC PAC. The installed system will be modified as needed over the period of performance (PoP) of the contract in order to continue to provide a fully functional system that meets all current security and operational requirements.

b. The recommendation is for a mixed contract type of firm-fixed price (FFP) with a time and material (T&M) contract line item number (CLIN) for emergency maintenance. CLINs 0001 (preventative maintenance), 0002 (emergency maintenance), and 0003 (non-emergency unscheduled service calls) will be fully funded up front while CLIN 0004 (realignment, additions and modifications to existing equipment) will be funded as additional work is required and issued through technical requirements incorporated into the contract through a formal modification. The PoP for this effort is 1 base year with four 1-year option periods for a total contract life of 5 years. The applicable North American Industry Classification System code is 561621.

3. DESCRIPTION OF SUPPLIES/SERVICES:

a. The make and manufacture of the current integrated security system is the Hirsch Velocity Security Management System. This security system was installed in 2009. This is a brand name justification for the portion of this acquisition that will require Hirsch parts, software, and Hirsch certified representatives, for the existing system only. The current system is proprietary to Hirsch and therefore the preventive maintenance and emergency maintenance work must be completed by a Hirsch Certified representative. The certified Hirsch representative will be required to repair the access control (ACS), intrusion detection (IDS), and closed-circuit television (CCTV) equipment in addition to being required to install new equipment if the government decides to do so. Any piece of equipment or component that is replaced must be reinstalled with a brand name or equal part compatible with the already installed Hirsch system.

b. The current Hirsch system is compiled of Hirsch equipment and software and is part of the standards-based, integrated security system deployment within the DISA enterprise. In order for the existing warranties to remain intact and get the best value out of the already installed Hirsch equipment, only Hirsch licensed technicians shall work on the equipment or software. An overview of the work to be provided under this contract follows. The Contractor shall:

(1) Document the system layout and connectivity, and provide complete Configuration Management of the system(s) through the life of the contract.

(2) Provide routine (preventative) and emergency maintenance services to the integrated security system(s) and remaining legacy systems.

(3) Provide services to repair, modify, add, or change components to the system(s) as required during the lifetime of the contract.

c. Associated equipment and hardware such as electronic door strikes, magnetic locks, panic/crash bars, door hardware (including hinges, handle sets, lock sets, power openers, and latch guard plates), X-09 (and similar) high-security locksets, strobe lights & switches, legacy emergency backup batteries, controller units and enclosures, and control & power wiring for the system is also present and included in the scope of this agreement. The contractor will be responsible for maintenance and repair of these additional components. Doors in the facility that do not have security devices on them are excluded from the scope.

d. The contractor is responsible for surveying the existing building and security systems to confirm the number, location, and type of installed equipment and the support requirements for each. All new conductors (power and data) are required to be installed into conduit (not free-run). Where existing (legacy) equipment is used, retrofit of existing conductors into conduit is not required until that legacy equipment is replaced. Where legacy equipment is replaced, conductors shall be replaced and installed into conduit (not free-run).

4. IDENTIFICATION OF STATUTORY AUTHORITY:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1/DFARS 206.302-1).

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:

a. The current security system at DECC PAC is Hirsch. Hirsch software is proprietary and is part of the standards-based, integrated security system deployment within the DISA enterprise. The current system is capable of meeting or exceeding current and envisioned security requirements established by the United States Government, including Federal Information Processing Standard Publication-201, Personal Identity Verification-2 and Homeland Security Presidential Directive-12. The intent of this program is to continue sustainment of this system to meet current and future operational requirements, to keep the installed system technologically up-to-date, and to maintain the existing system and components to maximize the system life cycle, until upgrade is complete.

b. Since the Hirsch software is proprietary, the government will require Hirsch certified representatives to perform maintenance on the existing equipment. The certified Hirsch representative will be required to repair a fully integrated ACS, IDS and CCTV equipment, in addition to being required to install new equipment if the government decides to do so.

(1) Justification:

(a) Minimum Government requirements. Contractor must be Hirsch Certified in order to maintain the current security system.

(b) Proposed sole source contractor. This is a Brand Name justification. Requirement will be set aside for Small Business resellers/authorized to maintain the Hirsch security system.

(c) Discussion regarding cause of the sole source situation. The Governments existing security system at DECC PAC is Hirsch.

(d) Demonstration of unique source. The Governments existing security system at DECC PAC is Hirsch. This is for a brand name Hirsch justification.

(e) Procurement discussion. This Brand Name only pertains to the existing Hirsch system.

(f) Impact: The existing Hirsch security system needs to be maintained.

6. FEDERAL BUSINESS OPPORTUNITIES (FBO) ANNOUNCEMENT /POTENTIAL SOURCES:

This requirement will be a set-aside for small businesses and solicited on FBO. Therefore, any small business that is Hirsch certified will be able to bid. A redacted J&A will be posted with the solicitation when posted to FBO.
