About this file
This document provides an overview of a federal contract opportunity for Enhanced Mobile Satellite Services (EMSS) Global Logistical Services Management support. The Defense Information Systems Agency is seeking proposals for a single-award, firm-fixed-price IDIQ contract to provide on-demand EMSS equipment and services support globally, with an emphasis on Distributed Tactical Communications System field services. The contract period of performance is five years with annual contract periods from May 2017 through April 2022. Support will include operational, logistical, training, program management, technical and subject matter expertise deployed worldwide. Proposals are due by January 6, 2017 to the Defense Information Technology Contracting Organization. This is a competitive 100% set-aside for service-disabled veteran-owned small businesses.

DTCS Support
The FSR team has an intimate understanding of technical operation, logistical requirements, repair processes, and training needs, thus providing true turnkey support to the end user.
The DTCS program is backed by Field Service Representatives (FSRs) who provide the training, platform installation, field support, and net management to the Warfighter. They are the most direct and immediate source of feedback for system performance, operational expectation, and overall operational value.
UNCLASSIFIED
DTCS FSR Functions The DTCS FSR team provides “cradle to grave” support beyond traditional FSR roles:
UNCLASSIFIED)
Operational support and training brought to the end user where he operates
End-to-end logistics through procurement, fielding, and repair including property book management
On-site repairs capable by each FSR for external breaks
Management and key customer liaison support
Reach-back SATCOM SME expertise for higher level engineering and R&D

PLI can be configured to transmit:
When the PTT is released At a set time interval At a set distance interval Can be turned off as required for covert operations Can be tracked through DTCS and Blue Force friendly software PLI transmissions are transparent to the end user Uses Commercial Advanced Encryption Standard (AES) 256 encryption
UNCLASSIFIED
Position Location Information
Broadcast PLI data is transmitted to the satellite and immediately retransmitted locally to a properly configured collector radio. That radio is connected to a computer running the C2PC and Data Manager software.
Not sent through the DOD Gateway.
Allows local personnel to maintain awareness of blue force positions that are on the same net and located under the same spot beam.
Broadcast PLI
Global PLI data is transmitted to the DOD Gateway and then forwarded to the Mission Management Center (MMC). Upon reaching the MMC, it is made accessible for command and control purposes from anywhere in the world via the SIPRnet or other secured networks (CENTRIXS, etc.).
Mission Management Center (MMC)
DOD Gateway
Global PLI Global PLI is used when: PLI data needs to be seen in US C2 applications (CPOF, FBCB2); for coalition or OGA systems (IGeoSIT); when the device and the command are not located within the same spotbeam.
Nets and IMEIs must be set up to push PLI data through the MMC.
