About this file
This document is a Program of Requirements (POR) for the new United States Federal Courthouse in Hartford, Connecticut. The project involves designing and constructing a comprehensive courthouse facility of approximately 201,383 gross square feet, reduced from an original proposed size of 279,749 square feet through a series of program validation and prioritization efforts. The courthouse will accommodate multiple federal judicial and law enforcement agencies, including U.S. District Courts, U.S. Magistrate Courts, U.S. Bankruptcy Courts, U.S. Marshals Service, U.S. Attorney's Office, Federal Public Defender, and other supporting administrative functions.
The POR details specific space allocations for each agency, including nine courtrooms (four Active District Judge, two Senior District Judge, two Magistrate District Judge, and one Bankruptcy Judge), chambers, jury facilities, support spaces, and common areas. Key reductions include removing the Court of Appeals Resident Judicial Chamber Suite, reducing the Circuit Satellite Library, eliminating the News Media Room and Fitness Center, and adjusting various office and support spaces. The parking component was also modified, with 66 total parking spaces (26 structured and 40 surface), allocated across different tenant agencies. The document provides comprehensive spatial requirements, adjacency guidelines, and functional specifications to guide the design and construction of the new federal courthouse.

EXECUTIVE SUMMARY
The new U.S. Courthouse in Hartford, Connecticut will be a civic landmark in the city, comprising courtrooms, offices, and secure holding facilities across a minimum of approximately 200,000 gross square feet. The courthouse will provide updated facilities in accordance with the General Services Administration’s (GSA) Guiding Principles of Federal Architecture and Design Excellence Program. The new building will replace the existing Abraham A. Ribicoff Federal Building and U.S. Courthouse, which was constructed in 1963. The courthouse will serve the local community and will enable its tenants to carry out their respective objectives and responsibilities.
The Program of Requirements (POR) was prepared by the Architect/ Engineering (A/E) team to establish the spatial, functional, and technical framework for the design of the new Hartford U.S. Courthouse. This document consolidates stakeholder input and planning analysis to define the required programmatic elements, identify critical adjacencies and operational relationships, and support informed decision-making during site planning and early design development.
The POR has been divided into the following parts:
Part 1: Introduction The introduction outlines the project overview and lists instructions for this document as a tool for the entire project team. It demonstrates the role of the Project Prospectus in relation to the POR and SOW and provides a list of key definitions and terminology that will be present throughout the project.
Additionally, this section outlines the baseline program requirements for the project as determined by the project contract and SOW.
Part 2: Program of Requirements The second part of this report outlines the required program for the new Hartford Federal Courthouse.
The program is presented through detailed line-item descriptions and adjacency diagrams that define the spatial requirements, functional groupings, and organizational logic of the facility for each tenant agency.
This established program reflects the outcomes of program validation workshops and a series of program prioritization exercises conducted between the A/E team, GSA, and courthouse tenants in an effort to right-size the program with the allocated budget. Documentation of these workshops and the resulting decisions can be found in attachments to the Owner’s Project Requirements
(OPR).
Appendix A: Functional Data Sheets The Functional Data Sheets (FDS) describe minimum technical and functional requirements for program areas listed in the POR, including finishes, ceiling heights, MEP specifications, and any other special requirements. The information in the room data sheets comes from the U.S. Courts Design Guide (USCDG)
– 2007, including revisions through June 2008 with revised Chapters 1, 2, 15, 16 dated June 2016 unless noted otherwise. The FDS are meant to be used as a guideline during the design and development of the project. It is essential that the A/E obtain additional information from the Courts, the General Services Administration (GSA), and other agencies to tailor the design response to each agency’s specific requirements. The FDS should be used in conjunction with other governmental facility standards, including USMS Pub 64 requirements/ standards, and it is the responsibility of the A/E for the coordination and conformance with these standards as well as all applicable laws, codes and regulations. Finishes indicated in the FDS show a range of acceptable finishes per space; however, this list should not be considered comprehensive. Final finish selection should be determined by the design architect, project stakeholders and budget.
Note on POR Versions:
Throughout the development of this project, the POR has been defined in three stages: the original POR (2024), Program Validation (Winter 2024/ Spring 2025), and POR Priorities (Summer/Fall 2025). These versions have been included in this document to provide context to revisions to the courthouse program. Detailed descriptions of each version of the POR can be found in the following pages.

PROGRAM SUMMARY
Original POR
The July 27, 2023 GSA-issued Statement of Work, which specified the CMc delivery method, includes the following description of the POR:
The POR provides the detailed requirements for each space including size, adjacencies, equipment, security, circulation, servicing, and other performance characteristics. The POR includes requirements for all space types including size, service, accessibility, tenant, public, parking, etc. In addition, the P100 identifies the baseline tier requirement for this project. The A/E shall design to the area specified in the POR. A comparison of the designed gross/ net/usable to building program gross/ net/usable stated in the POR must be reported by the A/E at each phase of design and is to be measured in accordance with the GSA National Business Space Assignment Policy.
The A/E shall review the approved POR with tenant agencies to validate appropriate adjacencies, use of space and special requirements to meet the operational requirements of the judiciary, USMS and other tenant agencies. The attached POR, Hartford AnyCourt 2032 and USMS space program documents identifies, quantifies, and qualifies spatial requirements for the Judiciary and
USMS.
The original governing POR for the new Hartford Federal Courthouse was issued on November 22, 2024 as a draft document and served as the basis for spatial and programmatic distributions for the duration of the A/E team’s involvement in the Program Validation and POR Priorities exercises.
Based on this program, the new Hartford U.S. Courthouse was intended to provide an initial build-out of spaces to meet the approved requirements of the prior 10-year plan (2032) for the following tenants:
| • | U.S. District Judges |
| • | U.S. Magistrate Judges |
| • | U.S. Bankruptcy Judges |
| • | U.S. Court of Appeals Judges |
| • | U.S. District Clerk’s Office |
| • | U.S. Bankruptcy Clerk’s Office |
| • | U.S. Probation & Pretrial Services |
Office
| • | Circuit Library |
| • | Federal Public Defender |
| • | U.S. Attorney’s Office |
| • | General Services Administration |
| • | U.S. Marshals Service |
The new facility was also intended to meet the projected 30-year requirements (2052). Tables outlining the program requirements can be found in appendices to the OPR.
POR Validation
As part of the base contract, the A/E team developed the Space Program Validation & Planning Report, a published recommendation for program reallocations for the project, in Winter 2024/Spring 2025. The report was intended to provide the project stakeholders with a consolidated document of the discussions that have been held and work produced during this segment of the Pre-Design & Site Acquisition Phase in response to the Statement of Work (SOW) scope of services items 3.3.9.1, 3.3.9.2, and
3.3.9.3. This document, which was
divided into three reports, established a clear program reallocation and organization for the courthouse, identified key program priorities and adjacencies, and outlined opportunities for programmatic efficiencies & spatial optimizations. These reallocations were demonstrated through line-items stipulating the deltas between the proposed program reallocations and original POR, as well as through adjusted adjacency diagrams. Each proposed reallocation reflected program validation workshops that have been held between the A/E team, GSA and stakeholders.

PROGRAM SUMMARY
POR Priorities
With the change in contract structure and allocated project budget, the A/E team was realigned to the POR Priorities effort. The goal of this effort was to recommend reductions to the approved Hartford POR and new Design Build methodology. The exercise was a collaboration between the following:
| • | General Services Administration |
| • | U.S. District Court, District of |
Connecticut
• U.S. Bankruptcy Court, District of
Connecticut
• U.S. Probation and Pretrial
Services, District of Connecticut
| • | U.S. Marshals Service |
| • | ACE for Space and Facilities for |
the U.S. Court of Appeals, 2nd Circuit
• Administrative Office of the U.S.
Courts
• Michael Maltzan Architecture/ SLAM Collaborative/Directional Logic
• AECOM
Following a series of workshops and coordination meetings, the courthouse POR was refined from the original 279,750 GSF to 201,383 GSF. The corresponding building common area targeting 67% percent efficiency was proportionately reduced.
Summary of Reductions
The resulting minimum courthouse program now includes nine courtrooms:
four (4) for Active District Judges, two
(2) for Senior District Judges, two (2) for Magistrate District Judges, and one (1) for the Bankruptcy Judge.
Among the four (4) Active District Judge courtrooms, one (1) will serve as a Special Proceedings Courtroom and will feature one (1) large Trial Jury Suite. The other three (3) courtrooms will share two (2) Trial Jury Suites— one (1) large and one (1) standard size.
Compared to the original POR, which provided six (6) courtrooms with two
(2) large and four (4) standard Trial Jury Suites, this new arrangement only reduces the number of standard-sized suites. The two (2) Senior District Judge courtrooms will share one (1) standard Trial Jury Suite, as will the two (2) Magistrate Judge courtrooms.
Several courtroom support spaces have been adjusted.
The Bankruptcy Courtroom is expected to be paired with the Circuit Library, unless the Board of Judges direct otherwise. The library was sized to match the footprint of a District Courtroom, making it possible to convert it in the future if needed. The library was also sized to include a standard Trial Jury Suite to serve both functions in the years ahead.
The chambers suites count has been reduced correspondingly, with six (6) for Active District Judges, three (3) for Senior District Judges, two (2) for Magistrate District Judges, and one (1) for the Bankruptcy Judge (twelve (12) total). The individual chambers suite program areas remain unchanged in square footage. Of the six (6) Active District Judge chambers, five (5) will be full-size for resident judges, of which, one (1) will be a Chief Judge Chambers with one (1) additional LC office, and one (1) will remain as a visiting chambers. All chambers space for the Court of Appeals Judges has been removed.
The Jury Assembly Suite has been reduced in seating and coat closet capacity, from 180 jurors to 150 jurors, while all other associated spaces have been retained.
The U.S. Attorney’s Office Trial Prep Suite has been reduced by half, though it will continue to include an office, an interview room, and a conference room. This suite remains positioned to support the Grand Jury and facilitate in-custody defendant interviews. GSA has notified the USAO space manager of this change.
Two shared court support spaces, the News Media Room and the Fitness Center, have been removed. The Attorney Work Room has been reduced from 350 sf to 250 sf.
The District Clerk’s Office, Bankruptcy Clerk’s Office, and Probation & Pretrial Office have released all of their shared training room space—700 sf from the District Clerk’s Office, 400 sf from Probation, and 1,098 sf from Bankruptcy.
The Circuit Library has been reduced from 4,740 sf to 3,800 sf, though its size must still be verified to ensure it can accommodate a future District Courtroom and Trial Jury Suite.
For the U.S. Marshals Service, the number of holding cells, man traps, sound locks, and secure corridors has been reduced from ten (10) to eight (8), consistent with the reduced number of courtrooms.
In GSA joint-use spaces, the mail room has been decreased by 380 sf, leaving a 500 sf space to house mailboxes and a hood for opening suspicious envelopes.
The Congressional Office and U.S.
Trustees Office has been removed. The remaining GSA space will include three manager offices and a small storage room.
Forty (40) parking spaces have been converted from secure structured spaces to surface spaces, leaving twenty-six (26) secure structured spaces for a total of sixty-six (66).
A list of betterments and reductions has been identified to be used by the future DB team to increase or further decrease program to meet the budget.

DESIGN GUIDE
The program and space requirements for the new Hartford Federal Courthouse have been established based on design guidelines and standards set by each tenant agency.
• General Project Requirements:
Standards and requirements that span the full project include the DB SOW and attached Owner’s Project Requirements (OPR), National Business Space Assignment Policy (NBSAP), and 2032 & 2052 AnyCourt Areas Summaries, amongst others.
• U.S. Courts Design Guide (USCDG): The 2007 Design Guide, with 2016 Amendments, is the basis for funding for the new Hartford Federal Courthouse.
In some instances, the Courts have identified elements from the 2021 Design Guide that will be implemented into the design.
• U.S. Marshals Service Pub 64: The 2014 and 2023 Pub 64 Volumes 1-2-3 are the primary guides for the USMS spaces and Judicial Security and have informed the funding for these programs. Volumes 1 & 2 have updated versions, issued in 2022 and 2023; if changes would like to be made based on the most recent issues, additional funding will need to be acquired.
This report includes data, graphics, matrices and text that are intended to communicate the parameters and goals of the programs for the new Hartford Federal Courthouse. The primary tools are:
• Keys/Legends: A reference that provides information about symbols, colors or markings that will be used in tables, diagrams, plans, etc.
• Functional Data Sheets: A detailed document used to specify the requirements, characteristics and features of a particular room or space within a building. These typically serve as a reference guide for ensuring that each room meets the functional, aesthetic and technical needs of the user group.
• Program Matrix: A representation of the project’s program and POR. This outlines a summary of programs for the whole building, as well as for each tenant agency.
This will be represented most commonly as a spreadsheet throughout the report.
• Adjacency Diagrams: A demonstration of a conceptual spatial relationship between spaces. In some case, adjacency diagrams also address circulation and access. Adjacency diagrams represent spatial relationships at the macro scale (overall building) or at the micro scale (a particular group of spaces). It is important to note that these are not floor plans.
KEY DOCUMENTS USING THIS DOCUMENT
• Floor Plans: A scaled diagram or drawing that outlines the layout of a building, or room as viewed from above. Details such as walls, doors, windows, furniture and room labels are included depending on the scale of the drawing.

,Justification The ex isting R ibicoff FB-CT. constructed in 1 963 . does not meet the 2007 Un i ted Stales Courts Design Guide standards. has signi fi cam operat i onal and building issues, lacks appropriate prisoner transport. and does not meet the square footage requ i rements for the U .S . Court to expand in the lhture. The Judiciary requirements reflect the planned designat ion of Hartford as the new District of Connecticut headquarters upon project completion.
; Square footages are approx imate. The project may comain a variance in gross square footage from that l isted in this prospectus.
PROJECT PROSPECTUS
A prospectus is an approval document for securing authorization and appropriation from Congress that includes a description of the project, justification(s) for funding, and budgetary information. The GSA requests authorization through construction prospectuses, which provides the basis for the line-item appropriation of funds. In many ways, the prospectus determines the success of the project. It also prepares the GSA for success on future projects.
Congressional approval for the new Hartford Federal Courthouse was initially submitted in 2021, followed by additional congressional committee reviews in 2022 and 2023. If the project team determines at any point during the project life-cycle that additional funding should be requested to amend the budget, an additional congressional-authorizing committee review will be required to change the prospectus.
As part of the democratic checks-and-balances system, the congressional committee provides congressional oversight over the development of the project. This process typically includes the review, monitoring and supervision of federal agencies and their programs and activities. Major processes related to congressional oversight include: investigative, impeachment, confirmation, appropriations, authorization and budget processes.
As outlined by the Library of Congress in a legal report titled, Parliamentary Oversight of the Executive Branch:
United States, “[congressional] oversight traditionally involves the delegation of powers through the committee system and the support of a number of federal agencies and offices.”
For this project, the Government Accountability Office (GAO) will audit the GSA to ensure that federal funding is being spent efficiently and that no improper activities are taking place.
To-date, there have been two additional audits for the courthouse program.
Key oversight requirements to pay attention to are:
• Ensuring that the project is meeting as close to the authorized square-footage as possible, and establishing the understanding that anything beyond 10% of the authorized size will require additional clearance from Congress.
• Identifying and justifying any changes in cost from the approved project prospectus.
• Notifying congressional committees when significant changes in the scope and budget occur, including exceptions to the U.S. Courts Design Guide.
It is important for the entire project team to have a robust understanding of the prospectus limits and to stay within them. Doing so allows the project team to follow the project delivery guidance in order to meet the needs of the stakeholders, as well as to create a baseline to meet the requirements that have been laid out.
