About this file
This document is a Questions and Answers (Q&A) file clarifying requirements for the MARSOC Special Operations Medical Training System (SOMTS) solicitation, specifically addressing the Performance Work Statement (PWS) and associated evaluation criteria.
The solicitation involves three Contract Line Items (CLINs): CLIN X00101 (Prolonged Field Care Training), CLIN X00102 (Special Operations Austere Medical Training for Non-Medical Personnel), and CLIN X00103 (Custom Medical Training). The Government clarifies that qualifications previously limited to specific incumbents or organizations will accept equivalent credentials. For example, SMS Austere Emergency Care Course Director certification is not mandatory; equivalent qualifications from other U.S. military components or nationally recognized trauma/emergency medicine organizations are acceptable. Similarly, experience delivering Prolonged Field Care (PFC) training to MARSOC personnel within two years may be satisfied through comparable experience with other USSOCOM components. The Exercise Manager position is not required to be a certified moulage artist; a qualified moulage artist is an additional role that may be performed by the Exercise Manager, another employee, or a subcontractor. All medications in Table 2 are simulated training aids only; actual pharmaceuticals and controlled substances are prohibited. The Government does not furnish a Government Program of Instruction (POI), curriculum, or curriculum licenses; offerors must develop compliant training solutions aligned with PWS requirements and use those proposals as the basis for pricing. Proposed facility locations must comply with CLIN-specific geographic requirements: CLIN X00101 requires North Carolina facilities within any distance from Camp Lejeune; CLIN X00102 requires facility identification demonstrating compliance with PWS requirements without geographic restriction; CLIN X00103 requires facilities within 100 miles of Camp Lejeune unless the Government authorizes alternate locations in the task order. The contractor must reserve up to five MARSOC student seats per CLIN X00102 course iteration accommodating up to 24 total students, with the Government purchasing a seat allocation rather than exclusive course capacity. For CLIN X00101, cadaveric or real-tissue training is an optional add-on capability with separate firm-fixed-price rates by capacity tier, not included in standard iteration pricing. The Program Manager for CLIN X00102 must be available Monday through Friday, 0800-1700, continuously throughout the performance period, with physical presence required during active training and onsite support allowable during planning periods. Offerors must submit six evaluated key-personnel resumes for CLIN X00101 (Program Lead, Primary Instructor LOE 2 medic, Primary Lane Cadre PA/MD, Exercise Manager, SME Ultrasound, and SME Airway/Ventilator Support) but are not required to submit resumes for remaining execution personnel. The Government will evaluate proposed prices on a unit-rate basis without a mathematically extended Total Evaluated Price, and the contractor's requirement to make at least four CLIN X00102 iterations available annually is a capability requirement, not a Government minimum order quantity. The Government will provide the successful contractor a minimum 60-day mobilization and planning lead time before the first training event and will not furnish proprietary curriculum materials or intellectual-property rights. All contractor-furnished facilities must comply with Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) accessibility requirements and applicable North Carolina and local codes. Offerors may demonstrate required corporate experience through multiple prior efforts and the collective experience of prime contractors and proposed teaming partners or subcontractors.

Q
Q: This does not specify the EMT level, since there are many levels of NREMT certification, are we to assume you want the NREMT-B certification?
A: Yes. The requirement is for instruction preparing students for National Registry of Emergency Medical Technicians (NREMT) Emergency Medical Technician (EMT) certification.
This is the entry-level EMT certification, formerly referred to as EMT-Basic (EMT-B). The requirement does not include preparation for Advanced EMT (AEMT) or Paramedic certification.
Offerors shall ensure their proposed program meets applicable NREMT education, examination, and eligibility requirements. Individual students remain responsible for meeting applicable NREMT and state requirements for certification and, where applicable, state licensure.
Q: This para states "the training shall include certification opportunities in …." is the intent here that not everyone will be eligible and require this training? If so how many personnel are expected to be eligible to receive these certifications?
A: PWS requires the contractor to provide the training for individuals to attain certification during the course of instruction.
Q: This PHTLS, ATLS, and TCCC Tier 3 certificates listed in this section require a minimum of 8 days assuming all participants are only conducting a refresher on each subject. And up to 11 days for initial training?
A: The contractor is responsible for developing and proposing a training schedule that meets all PWS requirements for initial training, including those for the specified certifications, within the overall course structure.
Q: The SMS Austere Emergency Care Course - Course Director requirement makes this a requirement that only the incumbent can fufill, since the company SMS is deeply affiliated with the incumbent RES. Will the government accept equivalent experienced and background for this position?
A: Yes. The Government will accept an equivalent qualification for this position. An equivalent qualification is a credential or certification for directing a prolonged casualty care or austere medical program of similar scope and complexity, issued by another U.S. military component or a nationally recognized trauma or emergency medicine organization.
Offerors proposing an equivalent qualification shall provide sufficient documentation for the Government to evaluate equivalency, including the credentialing organization, applicable curriculum or program standards, scope and duration of the qualifying program, and documentation of the proposed individual’s credential. Experience and background may be submitted as supporting information but do not, by themselves, satisfy the equivalent-qualification requirement.
The Government will evaluate proposed equivalent qualifications against the stated requirement during proposal evaluation.
Q: The requirement of "have experience in the delivery of PFC to MARSOC personnel within the past two (2) years." limits this to the incumbent only, will the government accept equivalent experience and background for these personnel?

3 PWS pg 21 / 3.2
4 PWS Pg 9 / 6.2
1 PWS pg 21 / 3.1
A:Yes. The Government has revised the key-personnel qualification requirements to accept documented, comparable recent experience delivering Prolonged Field Care (PFC) instruction or serving as a lane instructor for PFC exercises for MARSOC or another USSOCOM component.
The Government will evaluate the relevance of the proposed individual’s experience based on the scope, complexity, recency, and demonstrated responsibility for PFC instruction or exercise delivery. Offerors shall provide sufficient supporting documentation in the proposed individual’s résumé to demonstrate compliance with the applicable key-personnel qualification requirement.
Q: Facility requirement would this still be needed if primary training location is within 30 miles of Camp Lejeune/Stone Bay NC?
A: Yes. The facility requirements remain applicable when the primary training location is within 30 miles of Marine Corps Base Camp Lejeune or Stone Bay, North Carolina. Proximity to Marine Corps Base Camp Lejeune or Stone Bay does not waive the contractor’s obligation to provide the facilities, equipment, training areas, and other capabilities required by the PWS.
The Government will amend the PWS to clarify lodging, meals, and subsistence responsibilities by CLIN.
Q: Meals requirement would this still be needed if primary training location is within 30 miles of Camp Lejeune/Stone Bay NC?
A: For CLIN X00101, Prolonged Field Care (PFC) Training, yes. The contractor shall provide required student meals regardless of whether the primary training location is within 30 miles of Marine Corps Base Camp Lejeune or Stone Bay, North Carolina. Proximity to those installations does not waive the PWS meal requirement.
For CLIN X00102, Special Operations Austere Medical Training, the Government will be responsible for student lodging and per diem, including applicable meals and incidental expenses. The contractor shall not include student lodging, per diem, or meal costs for CLIN X00102 unless specifically directed in an individual task order.
The Government will amend the PWS to clarify lodging, meals, and subsistence responsibilities by CLIN.
Q: Gym requirement would this still be needed if primary training location is within 30 miles of Camp Lejeune/Stone Bay NC?
A:Yes. The gym or physical-fitness facility requirement remains applicable regardless of whether the primary training location is within 30 miles of Marine Corps Base Camp Lejeune or Stone Bay, North Carolina. Proximity to Government installations does not waive the contractor’s responsibility to provide the gym or physical-fitness capability required by the PWS. Offerors shall not assume access to Government fitness facilities.
Q: Are the medications listed here expected to be simulated medications?
A: Yes. All medications identified in PWS Section 9, Table 2 are simulated medications and training aids only. This includes items identified by the names of medications that may otherwise be regulated as controlled substances. The contractor shall provide simulated training aids only;
actual pharmaceuticals and controlled substances are not required or authorized under this requirement.
The Government will amend Table 2 to make this clarification explicit.

Q: The requirement that instructors have experience delivering PFC training to MARSOC personnel within the past two (2) years appears to restrict competition to the incumbent because no other MARSOC medical contracts provide a reasonable opportunity for a non-incumbent small business to obtain this experience. Given the Government’s obligation to promote small-business participation and avoid unnecessarily restrictive qualification requirements, will the Government revise this requirement to accept comparable recent PFC instructional experience with other U.S. military special operations or operational medical personnel, or otherwise explain why MARSOC-specific experience within the past two (2) years is essential to meeting the agency’s minimum needs?
A: Yes. The Government has revised the key-personnel qualification requirement. In lieu of recent experience delivering Prolonged Field Care (PFC) training exclusively to MARSOC personnel, the Government will accept documented comparable experience, obtained within the past two (2) years, delivering PFC instruction or serving as a lane instructor for PFC exercises for MARSOC or another USSOCOM component.
The Government will evaluate the relevance of the proposed individual’s experience based on its recency, scope, complexity, and demonstrated responsibility for PFC instruction or exercise delivery. Offerors shall provide sufficient documentation in the proposed individual’s résumé to demonstrate compliance with the applicable key-personnel qualification requirement.
The PWS will be amended accordingly.
Q: For aviation support, the PWS requires access to an HLZ within three (3) miles of the training center or an onsite HLZ measuring at least 100m x 100m and located within 200 feet of the main facility. Following award, will the U.S. Government inspect, validate, and certify that the proposed HLZ meets all applicable operational and safety requirements, or will the contractor be responsible for obtaining such certification?
A: The contractor is responsible for providing access to an HLZ that meets the applicable PWS location, size, access, property-control, and safety requirements. The contractor shall obtain and maintain all applicable permissions, approvals, permits, site documentation, and coordination necessary to make the proposed HLZ available for the required training.
The Government may review or inspect the proposed HLZ for contract-administration purposes; however, such review or inspection does not constitute Government certification, approval, or acceptance of the HLZ for flight operations and does not relieve the contractor of its responsibilities under the contract.
The final determination whether to use an HLZ for a specific aviation operation remains subject to the applicable aviation authority, aircrew, mission requirements, weather, aircraft limitations, and safety considerations.

10 PWS Pg 9-11 / 6.2
PWS All Q: The structure of the PWS with section numbering starting over for each course suggests the numbered sections for each course are unique requirements for that course: PFC Training sections 1- 12, SO+AMT sections 1-5, and Custom Medical Training sections 1-10. Sections under each course include requirements that appear to apply to all courses but are not included under all courses. For example, under Custom Medical Training, Section 8 Contract Administration and Section 10 Service Delivery Summary both appear to apply to the entire SOMTS contract not just the Custom Medical Training CLIN.
Please clarify which requirements are universal and which are unique to each course/CLIN.
Please confirm universal requirements can be address just once in the proposal for the entire program.
A: The PWS is organized by CLIN. Requirements stated under a specific CLIN apply only to that CLIN unless the PWS expressly identifies the requirement as applicable to all CLINs or the entire contract.
The Government will amend the PWS to distinguish contract-wide requirements from CLIN-specific requirements. Contract-wide requirements, including Contract Administration and the Service Delivery Summary, apply to all applicable CLINs. Course-specific training, facility, personnel, curriculum, and deliverable requirements apply only to the CLIN under which they are stated.
Offerors may address common program-management, quality-control, contract-administration, and other contract-wide approaches once in their proposal, provided the proposal clearly cross-references that discussion and separately demonstrates compliance with the requirements unique to each CLIN.
PWS Pg 20ff, CLINX00102 - Special Operations Austere Medical Training
Q: Special Operations Austere Medical Training shortened to SO+AMT references a specific course offered by a single contractor.
Please confirm the requirements for the content, personnel, and facilities are not unique to the SO+AMT course provided by Ragged Edge Solutions and similar courses meet these requirements.
A: TThe Government is not procuring a proprietary course, curriculum, trade name, or training product. The requirement is for a contractor-provided austere medical training program for non-medical personnel that meets the content, personnel, facility, equipment, student-support, certification-preparation, and performance requirements stated in the PWS for CLIN X00102.
Offerors may propose their own curriculum and training methodology, or another commercially available training solution, provided the proposed solution fully complies with all applicable CLIN X00102 PWS requirements. Offerors are not required to use, reproduce, be affiliated with, or be authorized by the provider of any particular commercial course.
The Government will amend the PWS and associated solicitation documents to remove the “SO+AMT” abbreviation and use a neutral, performance-based CLIN title.

Q: Section L resume requirement lists six positions: "Provide resumes for the Program Lead, Primary Instructor, Lane Instructor, Exercise Manager, SME - Ultrasound, and SME - Airway/Ventilator Support." For the PFC Course, the PWS identifies eight positions, splitting the Primary Instructor and Lane Instructor into two positions each: Program Lead, Primary Instructor LOE 1 (non-medic), Primary Instructor LOE 2 (medic), Primary Lane Cadre PA/MD, Assistant lane Cadre 18D/SOIDC/SOCM, Exercise Manager, SME - Ultrasound, and SME - Airway/Ventilator Support.
Please confirm whether Offerors should provide six or eight resumes.
A: Offerors shall submit six (6) resumes in accordance with Section L, Subfactor 1A. For CLIN X00101, the required resumes are for the following evaluated key-personnel positions:
Program Lead;
Primary Instructor LOE 2 (medic);
Primary Lane Cadre PA/MD;
Exercise Manager;
Subject Matter Expert (SME) – Ultrasound; and
SME – Airway/Ventilator Support.
The remaining PWS Table 1 positions—Primary Instructor LOE 1 (non-medic) and Assistant Lane Cadre 18D/SOIDC/SOCM—are required execution roles. Offerors are not required to submit resumes for those two positions with their proposals; however, the contractor shall ensure all personnel assigned to those roles meet the applicable PWS qualification requirements before performance.
The Government will amend Section L and PWS Table 1 to clarify the distinction between evaluated key personnel and required execution personnel.
Solicitation Amendment 1
PWS
PWS
Pg 3, 4.0, Subfactor 1A
Pg 9-12, 6.2, Qualification Requirements
Pg 21-23, 4, Key Personnel Requirements
Q: Section L resume requirement lists positions that map to the PWS personnel requirements for PFC Training (CLIN X00101). The PWS section for Special Operations Austere Medical Training (CLIN X00102) includes a requirement for resumes for a different set of key personnel: Program Lead, Program Manager, Logistics and Simulations Support Specialist, CULEX Director, Instructors, Proctor/Instructors - Phase 3.
Please provide the full list of positions for which Offerors must submit resumes.

Program Lead;
Primary Instructor LOE 2 (medic);
Primary Lane Cadre PA/MD;
Exercise Manager;
Subject Matter Expert (SME) – Ultrasound; and
SME – Airway/Ventilator Support.
The personnel identified in CLIN X00102 are required execution personnel but are not proposal-evaluated key personnel. The successful contractor shall submit required CLIN X00102 personnel qualifications for Government review and acceptance before performance of the first CLIN X00102 course iteration and before assigning replacement personnel, as applicable.
The Government will amend the PWS and solicitation to clarify the distinction between proposal-evaluated key personnel and CLIN X00102 required execution personnel.
PWS Pg 9, 6.2, Qualification Requirements, Program Lead
Q: The Program Lead for PFC Training is required to be "Qualified as a Specialized Medical Standards (SMS) Austere Emergency Care Course - Course Director." SMS is a specific company providing this training.
Must the Program Lead be qualified by SMS or could the Program Lead be qualified by an equivalent training organization?
A: No. The proposed Program Lead is not required to be qualified by Specialized Medical Standards (SMS). The Government will accept an equivalent qualification.
For this requirement, an equivalent qualification is a credential or certification for directing a prolonged casualty care or austere medical program of similar scope and complexity, issued by another U.S. military component or a nationally recognized trauma or emergency medicine organization.
Offerors proposing an equivalent qualification shall provide documentation sufficient for the Government to evaluate equivalency, including the credentialing organization, curriculum or program standards, scope and duration of the qualifying program, and documentation of the proposed individual’s credential. Relevant experience and background may be submitted as supporting information but do not, by themselves, satisfy the equivalent-qualification requirement.
The Government will amend the PWS to ensure this language is stated clearly and consistently.
PWS Pg 22, 4, Key Personnel Requirements, Program Lead
Q: The Program Lead for SO+AMT "Must be a certified Austere Emergency Care Course Director."
What recognized agency(ies) certifies Austere Emergency Care Course Directors?
A: Specialized Medical Standards (SMS) is one organization that provides Austere Emergency Care Course Director certification. However, the Government does not require the CLIN X00102 Program Lead to hold an SMS-specific credential.
The Government will accept an equivalent qualification. For purposes of this requirement, an equivalent qualification is a credential or certification for directing a prolonged casualty care or austere medical program of similar scope and complexity, issued by another U.S. military component or a nationally recognized trauma or emergency medicine organization.
The Government will amend the PWS accordingly.
Solicitation Amendment 1 Pg 3, 3.0 Qualifying Criteria
Q: Please confirm whether the completed SF1449 and any SF30s should be provided in Volume I Qualifying Criteria or as a separate document.
A: Offerors shall include the completed SF 1449 and all applicable SF 30 amendment acknowledgments in Volume I – Qualifying Criteria. The SF 1449 and SF 30s do not count against the Volume I page limitation.
Offerors shall complete and submit all required representations, certifications, acknowledgments, and signatures in accordance with the solicitation instructions.
PWS Q: The PWS states that the Exercise Manager be a "Certified moulage artist". This is a standalone position for the current contract.
Please clarify the intent in combining these postions.
Will this be a standalone position again?
Pg 11, 6.2, Qualification Requirements, Exercise Manager
A: The Government requires one dedicated Exercise Manager for CLIN X00101. The Exercise Manager is a proposal-evaluated key-personnel position and is not required to be a qualified moulage artist.
When moulage is required, it shall be performed by or under the direction of a qualified moulage artist, as defined in the PWS. The qualified moulage artist is not a separate proposal-evaluated key-personnel position and does not require submission of a separate résumé with the proposal.
The contractor may satisfy the moulage requirement through the Exercise Manager, another contractor employee, or a subcontractor, provided the individual performing or directing moulage meets the PWS definition of a qualified moulage artist.
PWS Pg 13, 8, Training Materials and Performance Tracking
Q: The PWS states "Pre- and post-course testing shall be administered to assess student learning, with all metrics calculated and provided to the MARFORSOC point of contact (POC) upon course completion."
What are acceptable forms of pre- and post-course testing?
A: The contractor is responsible for developing and proposing its methodology for pre-course and post-course testing to assess student learning and performance. The proposed methodology shall be aligned to the applicable PWS learning objectives and include objective, measurable evaluation criteria.
Acceptable methods may include written knowledge assessments, scenario-based practical evaluations, skills checklists, instructor-observation rubrics, or a combination of these methods.
The contractor’s proposed evaluation process, forms, scoring methodology, and reporting format are subject to Government approval before use.
The contractor shall calculate and provide the resulting performance metrics to the Marine Forces Special Operations Command point of contact upon course completion.
PWS Pg 13, 8, Training Materials and Performance Tracking
Q: The PWS states "The evaluation and feedback process must follow a recognized Government process and utilize accepted Government forms."
What are, or how does the contractor get, the acceptable Government forms?
A: The requirement to "utilize accepted Government forms" will be removed. The Government will evaluate the offeror's proposed methodology for acceptability as part of the technical proposal.
PWS Pg 13, 9, Medical Supplies and Equipment
Q: The PWS states "The contractor shall procure, stock, and utilize specialized medical equipment and supplies that mirror the organic capabilities of a Marine Special Operations Team (MSOT)."
Please provide an available reference or list of these items.
A: The Government will provide the contractor a reference list of the applicable Marine Special Operations Team (MSOT) organic medical equipment and supplies no later than sixty (60) calendar days before each CLIN X00101 training iteration.
The reference list is intended to enable the contractor to align the training equipment and supplies used during the applicable course iteration with the Government’s current MSOT medical capabilities. The contractor shall furnish all specialized medical equipment and supplies required to execute the PWS training requirements and shall resolve identified equipment or supply shortfalls before course execution.
The Government will amend the PWS to clarify the purpose and applicability of the reference list.
PWS Pg 15/16, 9, Medical Supplies and Equipment, Table - 2:
Culmination Exercise Aid Bag Supply
Q: Can offerors substitute medical supplies (e.g., Blood Transfusion Kit (Vampire)) for like items? Or remove or replace items (e.g., ACTIQ) that are no longer available?
A: Yes. The contractor may propose substitution, removal, or replacement of an item listed in Table 2 when the listed item is unavailable, obsolete, discontinued, or otherwise unsuitable for the intended training purpose.
Proposed substitutions must be functionally equivalent or superior for accomplishing the applicable training objective and must preserve the intended scenario realism and student learning outcome. The contractor shall submit proposed substitutions to the Government for written approval at the task-order level before procuring or using the substitute item.
The contractor is responsible for resolving supply or equipment shortfalls within the PWS and Table 2 baseline. If the Government requires equipment, supplies, consumables, or quantities that materially exceed or differ from the PWS baseline, the Government will address the requirement through a separately priced task-order line item or bilateral task-order modification before performance.
All medications and medication-related items provided under Table 2, including approved substitutes, shall remain simulated training aids only. Actual pharmaceuticals, prescription medications, and controlled substances are not authorized under this requirement.
All medications and medication-related items provided under Table 2 shall remain simulated training aids only. Actual pharmaceuticals, prescription medications, and controlled substances are not authorized under this requirement.
PWS Pg 18, 9, Medical Supplies and Equipment, Table - 2:
Culmination Exercise Aid Bag Supply
Q: The Supply List includes the MINDRAY Monitor and Concealed Tan Aid Bag.
In order to price these items properly, please identify the model number of the MINDRAY Monitor and the brand of Aid Bag the customer requires.
A:Utilize current TRIBALCO Transportation kit supplies and equipment list and
MARFORSOC AMAL.
PWS Pg 21, 3, Training Program Structure
Q: How long is each SO+AMT phase?
A: The Government does not prescribe a fixed duration for each phase of CLIN X00102 Austere Medical Training for Non-Medical Personnel. The training program is outcome-based and shall be of sufficient duration to accomplish all PWS curriculum, practical exercise, clinical rotation, assessment, certification-preparation, and student-support requirements.
Offerors shall propose a detailed course schedule identifying the duration of each phase, the sequence of instruction, resident and distance-learning periods, clinical rotations, practical exercises, testing, certification-related activities, and the estimated total course duration. The proposed schedule shall demonstrate a feasible approach to completing all CLIN X00102 requirements and shall be used for planning and pricing purposes.
PWS Pg 23, 4, Key Personnel Requirements, Instructors
Q: The PWS states "Contractor must provide certified, qualified, and accredited instructors for training, assessment, and NREMT and BLS national certification testing" and "Contractor must document at least two years of experience running SOFACC or other similar lane-based scenarios, as well as teaching prolonged field care, Austere Emergency Care, and military medicine."
Is this the same requirement for the same instructors (i.e., A NREMT certified instructor must have taught Austere Emergency Care) or is it two separate requirements?
A: These are two separate and distinct requirements. The contractor may use different qualified instructors to satisfy the respective requirements.
The contractor shall provide instructors who possess the certifications, qualifications, accreditations, or testing-authority credentials applicable to their assigned duties, including personnel supporting NREMT and Basic Life Support (BLS) certification testing. Separately, the contractor shall provide instructors with documented experience conducting Special Operations Forces Austere Care Course (SOFACC) or similar lane-based scenarios and teaching prolonged field care, austere emergency care, and military medicine.
The Government does not require every instructor to hold every certification or possess every type of instructional experience, provided the contractor’s proposed instructor cadre collectively meets all PWS requirements and each individual is qualified for his or her assigned duties.
PWS Pg 24, 5, Facilities Requirements, CULEX Facilities
Q: The CULEX Facilities identified for SO+AMT are very specific in identifying the number and types of venues. For example, "Rural scenario sites including four (4) guerrilla bases, four (4) underground hospitals, and four (4) additional operational problem set locations." The CULEX facilities requirements for the PFC course are more general.
Given the specificity of these requirements, it appears the government already has a SO+AMT CULEX scenario that incorporates the required number and types of sites identified in the PWS or that the requirements describe a known training facility. We recommend the government remove the limiting requirements and replace them with the desired end state or training requirements for the CULEX so offerors may provide unique solutions that meet the government's intent.
A: he Government has revised the CULEX facility requirement to be performance-based. The Government is not requiring a particular training-site configuration, a specified number of guerrilla bases, underground hospitals, or operational problem-set locations, nor is it requiring use of a particular commercial training facility.
The contractor shall provide dedicated CULEX facilities and training areas sufficient to execute all CLIN X00102 culmination exercise requirements, including realistic scenario-based training, prolonged casualty-care tasks, casualty movement and evacuation activities, role-player support, medical simulation, vehicle operations, communications and telemedicine integration, and required safety and security controls.
Offerors may propose their own facility configuration and training-site solution, provided it meets all applicable PWS requirements and supports the required training outcomes. The Government will evaluate proposed facilities and execution approaches for feasibility and compliance with the PWS.
PWS
PWS
Pg 11, 6.2, Qualification Requirements, Exercise Manager
Q: The PWS states that the Exercise Manager be a "Certified moulage artist." This appears to be a unique dual qualification of an incumbent.
Pg 11, 6.2, Qualification R i E i
Q: To meet the "Certified moulage artist." requirement, what certifications are acceptable?
A: The Government does not mandate certification from a particular national or commercial moulage-certifying entity. The PWS is amended to require a qualified moulage artist rather than a certified moulage artist.
For purposes of this requirement, a qualified moulage artist is an individual with documented formal training, certification, or other verifiable qualifications in medical moulage, trauma simulation, special-effects makeup, prosthetics, or a closely related discipline, and demonstrated experience producing realistic trauma moulage for medical, emergency-response, military, disaster-response, or comparable training environments.
The contractor shall provide qualification documentation upon Government request. Acceptable documentation may include course-completion certificates, professional certifications, résumés, training records, work samples or portfolio material, and references demonstrating relevant trauma-moulage experience.
The Exercise Manager is not required to be a qualified moulage artist unless the contractor elects to use that individual to perform or direct moulage.
Q: May an Offeror propose one private, secure, contractor-provided North Carolina facility located more than 100 miles from Marine Corps Base Camp Lejeune as the primary performance location for all three CLINs, provided the facility meets all applicable PWS requirements?
For CLIN X00103, please confirm whether the phrase “unless otherwise specified” authorizes use of such a location outside the 100-mile Camp Lejeune radius but still in North Carolina.
A: The PWS establishes distinct primary performance-location requirements for each CLIN.
Offerors shall comply with the location requirement stated for the applicable CLIN; a location authorized for one CLIN is not automatically authorized for another CLIN.
CLIN X00101 – Prolonged Field Care Training: The primary place of performance shall be within the State of North Carolina at contractor-provided facilities that meet all applicable PWS requirements. A primary facility located more than one hundred (100) miles from Marine Corps Base Camp Lejeune may be proposed for this CLIN.
CLIN X00102 – Austere Medical Training for Non-Medical Personnel: The contractor shall provide facilities that meet all applicable CLIN X00102 facility, clinical-rotation, training-area, safety, and exercise requirements. Offerors shall identify the proposed facility location and demonstrate compliance with the applicable PWS requirements.
CLIN X00103 – Custom Medical Training: Unless expressly authorized otherwise in the applicable task order, primary performance shall occur at contractor-provided facilities located within one hundred (100) miles of Marine Corps Base Camp Lejeune, North Carolina. The phrase “unless otherwise specified” means that the Government may authorize an alternate location in the applicable task order; it does not authorize an offeror to unilaterally select a primary CLIN X00103 facility outside the 100-mile radius.
Accordingly, an offeror may propose a single North Carolina facility located more than 100 miles from Marine Corps Base Camp Lejeune for CLIN X00101 and, subject to compliance with all CLIN X00102 requirements, CLIN X00102. That facility may not serve as the default primary performance location for CLIN X00103 unless the Government expressly authorizes that location in the applicable task order.
Q: Will the Government consider accepting documented comparable experience supporting USSOCOM/SOF medical training, Prolonged Field Care (PFC) instruction, and/or lane-based PFC exercises for other USSOCOM components in lieu of the Table 1 requirement for experience delivering PFC training or PFC exercises specifically to MARSOC personnel?

CLIN X00102, Section 5; and CLIN X00103, Section 9.3
Requirements, Exercise Manager
A: Yes. The Government has revised the applicable CLIN X00101 Table 1 qualification requirements. In lieu of experience delivering Prolonged Field Care (PFC) training or PFC exercises exclusively to MARSOC personnel, the Government will accept documented comparable experience obtained within the past two (2) years delivering PFC instruction or serving as a lane instructor for PFC exercises for MARSOC or another USSOCOM component.
Offerors shall document the proposed individual’s relevant experience in the résumé submitted with the proposal, when a résumé is required, or in the qualification documentation submitted before performance for required execution personnel. The Government will evaluate the documented experience for recency, relevance, scope, complexity, and the proposed individual’s responsibility for PFC instruction or exercise delivery.
The Government will amend the PWS accordingly.
Q: May a qualified SME – Ultrasound and/or SME – Airway and Ventilator Support serve as, and count toward, the required professional role player for each team of up to eight students during scenario-based PFC training?
A: No. A qualified Subject Matter Expert (SME) – Ultrasound or SME – Airway/Ventilator Support may not serve as, or be counted toward, the required professional role player for a team of up to eight students during the same scenario-based PFC training event.
The professional role-player requirement is a separate scenario-support requirement. The contractor shall provide one dedicated professional role player per team in addition to the required primary instructor, lane instructor, and any required SMEs.
An SME may participate in a scenario in support of specialized instruction, consultation, observation, or evaluation, but may not be used to satisfy the required professional role-player ratio while assigned to perform SME duties. The Government will amend the PWS to clarify this distinction.
Q: Please clarify whether the SO+AMT curriculum is Government-owned or Government-licensed and will be furnished to the successful offeror, or whether offerors may propose an independently developed curriculum that meets the PWS training outcomes. If a specific third-party curriculum is required, please explain how all offerors may obtain the required curriculum, intellectual-property rights, and applicable licenses on equal terms in sufficient time to compete.
A: The Government does not own or license a curriculum for CLIN X00102 and will not furnish a curriculum as Government-Furnished Information (GFI). The Government is not requiring the use of a particular commercial, proprietary, incumbent, or third-party curriculum.
Offerors may propose an independently developed curriculum, a commercially available curriculum, or a combination of curricula and instructional materials, provided the proposed solution meets all applicable CLIN X00102 PWS training outcomes, content, personnel, facility, equipment, assessment, certification-preparation, and performance requirements.
The contractor shall be responsible for obtaining and maintaining all required curriculum rights, licenses, permissions, and authorizations necessary to perform the contract. The Government will not provide proprietary curriculum materials or intellectual-property rights to the successful offeror.

Q: Please confirm whether the specified Austere Emergency Care Course Director qualification is an absolute minimum requirement for the applicable Program Lead positions. If equivalent documented experience directing advanced prolonged casualty care or austere medical programs may be accepted, please identify the minimum evidence required to demonstrate equivalency.
If only the specified credential is acceptable, please confirm that the credential and course-director qualification process are available to all prospective offerors on equal terms within the solicitation timeline.
A: No. The specified SMS Austere Emergency Care Course Director qualification is not an absolute minimum requirement. The Government will accept an equivalent qualification for the applicable Program Lead positions.
An equivalent qualification is a credential or certification for directing a prolonged casualty care or austere medical program of similar scope and complexity, issued by another U.S.
military component or a nationally recognized trauma or emergency medicine organization.
The Government will amend CLIN X00102 to apply this same standard consistently.
Q: Please reconcile the references to “up to five (5)” and “a minimum of five (5)” MARSOC student seats per SO+AMT course iteration.
Please also clarify whether the Government is purchasing a complete SO+AMT course iteration for up to 24 students under the proposed FFP course rate, or whether the Government is purchasing only a specified number of MARSOC seats within a larger course. If the latter, please clarify whether the contractor is responsible for recruiting, filling, or otherwise providing the remaining non-MARSOC student seats.
A:For CLIN X00102, the Government will purchase a reservation allocation of up to five (5) Marine Forces Special Operations Command (MARSOC) student seats within a contractor-operated course iteration. The Government is not purchasing exclusive use of, or the full capacity of, a course iteration.
Each course iteration may accommodate up to twenty-four (24) total students. The contractor shall reserve up to five (5) MARSOC student seats for the Government when identified in an applicable task order.
The Government does not require the contractor to recruit, enroll, fill, or otherwise provide students for the remaining available course seats. The contractor may independently determine how to manage enrollment for students other than those occupying Government-reserved MARSOC seats.
CLIN X00102 will be priced as a firm-fixed-price MARSOC student-seat allocation of up to five
(5) students per course iteration. The Government will amend the PWS and pricing instructions accordingly.

Q: Please provide the anticipated duration and schedule for a standard SO+AMT course iteration, including:
-Expected resident-training days for Phase I, Phase II, and Phase III.
-Anticipated duration and timing of required clinical rotations.
-Required distance-learning elements to be completed before resident training.
-The meaning and intended scheduling of the five-day refresher option during “week three.”
Please confirm whether the standard SO+AMT course is intended to span three weeks.
A:The Government does not prescribe a fixed standard duration, phase length, or three-week schedule for CLIN X00102. The contractor shall propose a detailed course schedule that accomplishes all certification-preparation, curriculum, practical exercise, clinical rotation, assessment, and student-support requirements established in the PWS.
The proposed schedule shall identify:
Required distance-learning and pre-course material-access requirements;
The planned resident-training duration and sequence for Phase I, Phase II, and Phase III;
The anticipated duration, timing, and coordination approach for required clinical rotations;
Practical exercise, assessment, testing, and certification-preparation activities;
The timing and availability of the five-day refresher option; and
The estimated total duration of the course iteration.
Course materials shall remain available to students at least six (6) weeks before the resident-training period, as required by the PWS. The Government will amend the PWS to remove the reference to “week three” and clarify that the refresher-option schedule is proposed by the contractor.
Q: Please clarify whether cadaveric or real-tissue training is required as part of every standard PFC course iteration or is an optional/add-on capability ordered when required.
If cadaveric or real-tissue training is required for every PFC iteration, please confirm whether the FFP course rate must include all associated costs, including specimen procurement, transportation, storage, laboratory support, regulatory compliance, waste management, and disposition.
A: Cadaveric or real-tissue training is an optional, separately priced add-on capability for CLIN X00101 Prolonged Field Care Training and is not required for every standard PFC course iteration.
Offerors shall propose separate firm-fixed-price cadaveric or real-tissue training add-on rates for each corresponding PFC capacity tier: up to eight (8), up to sixteen (16), and up to twenty-four (24) students. The applicable task order will identify whether the optional add-on is ordered and the applicable PFC capacity tier.
When ordered, the add-on price shall include all labor, specimens or tissue, procurement, transportation, storage, laboratory facilities and support, equipment, supplies, safety measures, regulatory compliance, required handling and disposition, waste management, administrative support, and all other resources necessary to execute the ordered cadaveric or real-tissue training package.

Q: For proposal-pricing purposes, please confirm whether Table 2 and the medical equipment and supplies expressly identified in the PWS establish the baseline requirement for each standard PFC course iteration.
If the Government-provided reference list issued approximately 60 days before training requires materially different or additional equipment, supplies, or quantities beyond the solicitation baseline, please clarify whether those additions will be separately priced at the Task Order level or must be absorbed within the established FFP course rate.
A: Yes. For proposal-pricing purposes, the medical equipment, supplies, consumables, and minimum quantities expressly identified in the PWS, including Table 2, establish the baseline requirement for a standard CLIN X00101 PFC course iteration. Offerors shall include all costs necessary to provide the solicitation baseline in their firm-fixed-price CLIN X00101 course rate.
The Government-furnished reference list provided before an individual training iteration is intended to align the training environment with current Marine Special Operations Team medical capabilities and to facilitate planning. The reference list does not independently alter the scope of work, increase required quantities, or require the contractor to provide materially different or additional equipment and supplies beyond the solicitation baseline at no additional cost.
If the Government requires equipment, supplies, consumables, or quantities that materially exceed or differ from the PWS baseline, the Government will address those requirements through a separately priced task-order line item or bilateral task-order modification before performance. The contractor shall not procure or provide such additional requirements unless directed in writing by the Contracting Officer.
Q: The base period begins November 3, 2026, while the PWS requires PFC planning to be finalized approximately 60 days before training; SO+AMT materials to be available to students at least six weeks before resident training; and a minimum 60-day planning lead time for Custom Medical Training.
Please identify the anticipated date or approximate timeframe for the first PFC, SO+AMT, and Custom Medical Training events. Please also confirm that the successful contractor will receive the planning and mobilization lead times required by the PWS before the first training event.
If the first event is anticipated within those planning windows, please identify the Government-furnished schedules, planning products, student information, curriculum materials, or other transition information that will be provided to the successful offeror to permit compliant performance.

A: The Government will provide the successful contractor a minimum of sixty (60) calendar days of mobilization and planning lead time before the first training event under CLIN X00101, CLIN X00102, or CLIN X00103. The Government will not require the contractor to begin initial performance within a timeframe that prevents compliance with the applicable PWS planning, student-material access, personnel-qualification, and training-preparation requirements.
The Government will identify the anticipated first-event schedule through the applicable task order and associated planning process. Exact event dates are not established at the solicitation level.
For the initial event, the Government will provide available Government-furnished planning inputs necessary for the applicable CLIN, such as the Government point of contact, training objectives, requested dates, number of Government students or reserved seats, authorized student-contact information, Government-furnished equipment or site-access information, and applicable unit-specific requirements.
The Government will not furnish a proprietary curriculum, curriculum license, or instructional materials for CLIN X00102. The contractor remains responsible for providing the curriculum and instructional materials required to meet the PWS requirements.
Q: The PWS states that the SO+AMT Program Manager shall be available Monday through Friday, 0800–1700, except holidays and facility closures. Please clarify whether this requirement applies continuously throughout the annual period of performance or only during active SO+AMT course iterations and associated planning, preparation, and closeout periods.
If continuous availability is required, please confirm whether the Program Manager may perform administrative duties remotely when training is not actively being conducted onsite.
A: The Program Manager availability requirement applies continuously throughout the period of performance, Monday through Friday, 0800–1700, excluding Federal holidays and documented facility closures.
The Program Manager shall be physically present at the contractor’s training facility or other designated training location during active CLIN X00102 course delivery, practical exercises, onsite planning events, and other periods when onsite support is required by the PWS, applicable task order, or the Government.
During periods when active onsite training or other onsite support is not required, the Program Manager may perform administrative, planning, scheduling, forecasting, coordination, reporting, and other contract-management duties remotely, provided the individual remains available during the required business hours and can perform all assigned duties without degradation of contract performance. Remote performance does not relieve the contractor of any requirement to provide onsite support when required.
