Summary

This Performance Work Statement establishes requirements for Special Operations Medical Training Services (SOMTS) to be delivered to Marine Forces Special Operations Command (MARSOC) under a multi-CLIN Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract structure. The contractor shall provide turnkey delivery of advanced medical training services including classroom instruction, scenario-based training, practical exercises, medical supplies and equipment, role-player support, moulage support, facilities, lodging, meals, and transportation. The PWS is organized into contract-wide requirements applicable to all CLINs and three CLINs with specific requirements: CLIN X00101 (Prolonged Field Care Training), CLIN X00102 (Austere Medical Training for Non-Medical Personnel), and CLIN X00103 (Custom Medical Training). All training must be medically relevant, operationally realistic, and safe, supporting MARSOC mission requirements and applicable medical-training standards.

CLIN X00101 requires tiered, firm-fixed-price course iterations accommodating 8, 16, or 24 students, with optional separately-priced cadaveric or real-tissue training add-ons. Training must integrate Tactical Combat Casualty Care, Prolonged Casualty Care, Joint Trauma System Clinical Practice Guidelines, and scenario-based practical application. The contractor shall establish a standardized PFC curriculum, provide qualified personnel meeting specific SOF medical experience requirements (including a Program Lead with 10+ years SOF experience), maintain primary facilities in North Carolina, and provide culmination exercise facilities supporting multiple training lanes. CLIN X00102 involves a multi-phase austere medical training program for non-medical personnel preparing students for NREMT EMT certification with a minimum 90% first-time pass rate, priced per five-MARSOC-student-seat allocation in contractor-operated course iterations. CLIN X00103 establishes the mechanism for custom medical training tailored to specific mission profiles, priced on a firm-fixed-price task-order basis with 60-day minimum planning lead time. The Government provides 60-calendar-days mobilization lead time before the first training event and provides specific lodging and meals responsibilities: the contractor bears these costs for CLIN X00101, the Government bears them for CLIN X00102 MARSOC students, and responsibility is task-order-specified for CLIN X00103.

4.3 Task-Order Administration

The Contracting Officer is the only Government official authorized to modify the scope, price, period of performance, or other terms and conditions of the contract or an issued task order.

The Contracting Officer’s Representative (COR) may provide technical direction, conduct surveillance, review deliverables, coordinate planning, and communicate Government requirements within the scope of the contract and applicable task order. The COR shall not direct work that changes the scope, price, period of performance, or other contractual requirement.

The contractor shall promptly notify the Contracting Officer and COR when it identifies an actual or potential issue affecting performance, schedule, safety, cost, facility availability, student capacity, staffing, equipment, or compliance with this PWS.

5.0 CONTRACT-WIDE REQUIREMENTS

5.1 PWS Organization and Applicability of Requirements

This PWS contains both contract-wide requirements and CLIN-specific requirements.

Unless expressly stated otherwise, requirements identified within a CLIN-specific section apply only to the corresponding CLIN. Requirements identified as contract-wide, common, or applicable to the entire contract apply to all CLINs, as applicable.

Contract-wide requirements include, but are not limited to, contract administration, quality control, reporting, deliverables, performance surveillance, corrective action, facility accessibility, and general contractor responsibilities.

CLIN-specific requirements include course scope, curriculum, facilities, personnel qualifications, training materials, student support, equipment, supplies, clinical rotations, exercise requirements, and performance standards expressly stated under the applicable CLIN.

In the event of a conflict between a contract-wide requirement and a CLIN-specific requirement, the CLIN-specific requirement controls for that CLIN unless this PWS expressly states otherwise.

5.2 Turnkey Responsibilities

The contractor shall provide all training services as a turnkey solution for each ordered requirement.

For purposes of this PWS, “turnkey” means a fully integrated training package in which the contractor is responsible for providing all labor, qualified personnel, facilities, equipment, supplies, consumables, training materials, medical training equipment, transportation, logistics, administrative support, and other resources necessary to execute the applicable PWS and task-order requirements.

Contractor turnkey responsibilities are subject to the specific Government responsibilities and

CLIN-specific exceptions stated in this PWS or an applicable task order. The contractor shall not assume that the Government will provide any facility, equipment, supply, student support, curriculum, logistics, lodging, meal, transportation, or other resource unless expressly identified as Government-furnished or Government-responsible.

5.3 Government-Furnished Property and Information

The Government may furnish property, information, planning inputs, site-access information, student information, equipment-reference information, or other resources when expressly identified in this PWS or an applicable task order.

The contractor shall not rely on Government-furnished property or Government-furnished information unless specifically identified by the Government in writing.
