Amendment of Solicitation/Modification of Contract

This is Amendment 0004 to solicitation H9225726RE036, issued by MARSOC (Marine Corps Forces Special Operations Command) at Camp Lejeune, North Carolina, effective November 3, 2026. The amendment extends the proposal submission deadline from November 13, 2026 to November 20, 2026 at 10:00 AM Eastern Standard Time. The Government intends to award a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a maximum overall ceiling of $4,950,000 across the base period, all option periods, and any extension, with an anticipated annual ceiling of $900,000.

The solicitation is for MARSOC Special Operations Medical Training Services, specifically for Prolonged Field Care Training (CLIN X00101), Austere Medical Training for Non-Medical Personnel (CLIN X00102), and Custom Medical Training (CLIN X00103). All task orders under the IDIQ will be Firm-Fixed-Price. Offerors must submit four separate proposal volumes addressing Qualifying Criteria (Pass/Fail), Factor I Technical (15-page limit with resumes excluded), Factor II Past Performance (5-page limit), and Factor III Price (no page limit). Six key personnel positions are required with resumes: Program Lead, Primary Instructor LOE 2 (medic), Primary Lane Cadre PA/MD, Exercise Manager, Subject Matter Expert Ultrasound, and Subject Matter Expert Airway/Ventilator Support. The evaluation is best-value tradeoff, with Factor I and Factor II combined considered significantly more important than price. Offerors must register in the System for Award Management under NAICS code 611699 and maintain active NIST SP 800-171 DoD Assessment documentation. Proposals must be submitted electronically to SSgt Hanna Tilley or Samuel Williams, CIV, with individual email attachments not exceeding 10 megabytes. (2) If the installation closure causes a delay in the work required by the contract, the Government may:

(i) grant a time extension in each task order delayed by the closure equal to the time of the closure, subject to the availability of funds.

(ii) terminate the work or a portion of the work.

(iii) reschedule the work on any day satisfactory to both parties.

(iv) permit the contractor to perform at an off-site location during the period of installation closure if meaningful work can be accomplished. Evaluation Factors for Award

Header Miscellaneous Text (Modified):

1.0 Basis for Award

The Government will award a single-award Indefinite-Delivery, Indefinite-Quantity contract to the responsible offeror whose proposal is determined to represent the best value to the Government.

The Government will conduct a best-value tradeoff evaluation in accordance with the evaluation factors and subfactors stated in this section.

The Government is not required to award to the offeror submitting the lowest-priced proposal. The Government may determine that a higher-priced proposal represents the best value when the proposal's evaluated technical merit, past performance, and associated performance risk justify payment of the price premium.

To be eligible for award, an offeror must receive:

A rating for Volume I - Qualifying Criteria; andGo A rating for Volume II, Factor I, Subfactor 1A - Key Personnel Minimums.Pass

A proposal receiving a No-Go rating under Volume I or a Fail rating under Subfactor 1Awill be ineligible for award.

2.0 Relative Importance of Evaluation Factors

The Government will evaluate proposals using the following factors:

Factor Evaluation Factor Relative Importance

Volume I Qualifying Criteria Pass / Fail

Volume II Factor I - Technical More important than Factor II

Volume III Factor II - Past Performance Less important than Factor I

Volume IV Factor III - Price Factors I and II, when combined, are significantly more important than Price

WithinFactor I - Technical:

Subfactor 1A - Key Personnel Minimums is a Pass/Fail gate;

Subfactor 1B - Corporate Experience and Subfactor 1C - Turnkey Operational Execution are of equal importance; and Subfactor 1B and Subfactor 1C will be evaluated only for offerors receiving a Pass rating under Subfactor 1A.

3.0 Volume I - Qualifying Criteria Evaluation
