H9224022R0005-0001 Conformed Copy.pdf52.212-2 EVALUATION, 3.1, page 17Please confirm Attachment 10 should be completed by offerors. In particular, if resumes prevail in evaluation and have been included in proposals, should the Attachment 10 be required for offerors to complete?Yes, Attachment 10 should be completed by offerors. See RFP, under 52.212-1 ADDENDA -- INSTRUCTIONS TO OFFERORS, Section (o) Proposal Content and Format states: "The proposal shall consist of four (4) volumes: (1) Introduction (2) Qualifying Criteria, (3) Technical and (4) Price…Volume 3 Factor 2 Technical consist of Key Personnel Resumes, Signed Letter of Intent and Attachment 10 - Resume Speadsheet. See RFP under 52.212-1 ADDENDA -- INSTRUCTIONS TO OFFERORS, Volume 3 - FACTOR 2 - TECHNICAL, Key Personnel Resumes and Signed Letters of Intent which states "...each offeror shall complete each of the three (3) tabs under Attachment 10 - Resume Spreadsheet..."
Government Response to Industry QuestionsRow 8Considering there is no transition, what is the actual start date for the FTEs for this contract? It is anticipated that the start date for the PTE and FTEs is 01 April 2023; however this is subject to change based upon award date.
H9224022R0005-0001 Conformed Copy.pdfFill-in Clauses, page 29Is this upcoming contract an SCA (Service Contract Act) contract? There are labor rules that will impact pricing if it is now an SCA contract. No, the Service Contract Act does not apply.
H9224022R0005-0001 Conformed Copy.pdf52.212-2 EVALUATION, 4.1, page 17To keep balanced pricing among offerors, what is the GS Equivalent for your FTEs?FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires does not apply.
H9224022R0005-0001 Conformed Copy.pdf52.212-2 EVALUATION, 4.1, page 17If GS Equivalents are not provided, please provide the associated code for Department of Labor Wage Determination Rates. The Service Contract Act does not apply.
H9224022R0005-0001 Conformed Copy.pdf4.1 General Requirements, page 1Are the general requirements in PWS 4.1 only general requirements for the JTAC Program Administrator and the JTAC Instructor Evaluator? Also, do all of these general requirements also apply to the JTAC Pilot WSO SMEs?See revised Attachment 1 - Performance Work Statement and revised Attachment 10 - Resume Spreadsheet.
H9224022R0005-0001 Conformed Copy.pdfPWS 4.1 General Requirements, page 1Please confirm the general requirements in PWS 4.1 do not apply to the JTAC Pilot WSO SMEs. Pilot WSOs will not have all the requirements in PWS 4.1.See revised Attachment 1 - Performance Work Statement and revised Attachment 10 - Resume Spreadsheet.
H9224022R0005-0001 Conformed Copy.pdfPWS 4.6 JTAC PILOT/WEAPONS SYSTEM OFFICER (WSO) SUBJECT MATTER EXPERT (SME) REQUIREMENTS, pages 4 and 5We understand the JTAC Pilot/WSO SMEs are to possess the requirements listed in PWS 4.6. Are these the only requirements that should be listed in Attachment 10, which currently show General Requirements listed in PWS 4.1?See revised Attachment 1 - Performance Work Statement.
Attachment 10 - Resume SpreadsheetJTAC Pilot WSO SME Tab, Rows 20 - 37We respectfully request that the Government update the Attachment 10 Form, Pilot WSO Tab, Rows 20-37. Instead, we suggest removing those rows and replacing them with the Pilot WSO SME requirements listed in PWS 4.6. Currently on the Attachment 10, the referenced tab and rows detail PWS 4.1 General Requirements, which we believe are only for JTAC Program Admins and JTAC Instructor Evaluators, and not requirements of the JTAC Pilot WSO SMEs.See revised Attachment 1 - Performance Work Statement and revised Attachment 10 - Resume Spreadsheet.
Attachment 10 - Resume SpreadsheetJTAC Pilot WSO SME Tab, Rows 20 - 37If the Government does not update the Attachment 10 Form for the JTAC Pilot WSO SME in the referenced rows to match the Pilot WSO SME requirements in PWS 4.6, how does the Government suggest offerors complete this form since instuctions indicate we should complete all orange cells and shall not alter the content of any other cells?See revised Attachment 1 - Performance Work Statement and revised Attachment 10 - Resume Spreadsheet.
Attachment 2 - Basic Contract Exhibit Line Item SpreadsheetLabor Catergory columnsIn Attachment 2 - Basic Contract Exhibit Line Item Excel file, the full time positions do not match the Intial Task Order PWS requirements. For example, Row 19 should reference East Coast, not West Coast. This flows throughout the entire Ordering Periods. Will the Government correct this sheet to reflect Initial Task Order PWS requirements, which match the Attachment 10 Resume Spreadsheet? The intent of Attachment 2 - Basic Contract Exhibit Line Item (ELIN) spreadsheet is to provide pricing for each respective FTE & PTE under a specified ordering period over the life of the contract. The Government has confirmed that the number of FTE's, six (6) and PTE's sixteen (16) identified in Attachment 4 - Initial Task Order PWS Group - 1, Attachment 5 - Task Order 01 Pricing, Attachment 6 - Initial Task Order PWS Group - 2, Attachment 7 - Task Order 02 Pricing, Attachment 8 - Initial Task Order PWS Group - 4, Attachment 9 - Task Order 03 Pricing and Attachment 10 - Resume Spreadsheet is consistent, accurate and complete. Attachment 2 formulas under FAR 52.217-8 ELIN F001 - F012 (Colume E96 through E107) have updated to reflect a six (6) month extension.
RFP - H9224022R0005-001 Conformed CopyPage 16 of 54, Volume 4 - Factor 3 - PriceBecause travel costs have been volatile in the past several years, to ensure fair competition under evaluation of the Total Evaluated Price (TEP), will the Government consider providing 'plug in' numbers for the Not-To-Exceed (NTE) Travel Costs ELINS including X013, X014, and X015?No.
Attachment 4, Attachment 6, & Attachment 8Section 13.3The section states that "The Contractor will be requested to include within their quote the travel date(s), location(s), and number of travelers, and all associated Travel and Per Diem allowances," Can the Government clarify if this additional information should be included as a separate tab in Attachment 2 - Basic Contract Exhibit Line Item (EIN) Spreadsheet? If not, where would the Government like the backup information included?Section 13.3 references the procedures for travel that has, not yet identified, by the Government; additional information is not required at this time.
RFP - H9224022R0005-001 Conformed CopyPage 16 of 54, Volume 4 - Factor 3 - PriceThe section states that "The Offeror is responsible for submitting sufficient information to enable the Government to fully evaluate its price proposal." Per the RFP instructions, Volume 4 is to be submitted via Attachment 2 - Basic Contract Exhibit Line Item (EIN) Spreadsheet, in order to provide additional information to substantiate our pricing, can the Government clarify if an additional tab should be added into Attachment 2 for addtional pricing information (to include indirect rates, profit, subcontractor passthrough, etc) or if a separate Price Volume should be submitted? In accordance with the RFP, VOLUME 4 – FACTOR 3 - PRICE: "The Offeror shall propose firm fixed priced travel and hourly rates for all contract ELIN(s) identified in Attachment 2 - Basic Contract Exhibit Line Item (ELIN) Spread sheet in the Excel format provided...The Government may require additional “other than cost and pricing data” prior to award." Additional pricing information is not required at this time.
RFP - H9224022R0005-001 Conformed CopyPage 15 of 54, Volume 1-Introduction sub-section eSection e Fill-In Clauses - can the Government please identify if and/or what "fill-in clauses" in addition to the Reps & Certs should be included in the RFP submission?See RFP Amendment 0003
RFP - H9224022R0005-001 Conformed CopyPage 15 of 54, Volume 1-Introduction sub-section (g)Section (g) states "The Offeor shall ensure all Contract Forms, Representations, and Certifications have been completed as required." Can the Government please identify what contract forms should be completed? Also, would the completed contract forms be counted against the page count? The contract forms are those documents identified under VOLUME 1 - INTRODUCTION and are limited to 3 pages, unless otherwise identified; see section (e) Fill-In Clauses which states "…Page limitations do not include the Fill-In Clauses…"
Attachment 4 - Intitial Task Order PWS Group - 1Section 13. Contractor TravelSection 2. Objectives states that all FTE's and PTE's will be assigned to San Diego, CA for this Task Order, however, in the travel detail located in Section 13. Contractor Travel, multiple locations/trips to SSTC San Diego, CA are listed. Can the Goverment clarify if this location should be priced if the staff on the TO is based in San Diego, CA?Yes, all identified travel is to be priced. It is up to the contractor to price the travel based upon its proposed approach
Attachment 8 - Initital Task Order PWS - Group - 4Section 13. Contractor TravelSection 2. Objectives states that all FTE's and PTE's will be assigned to Virginia Beach, VA for this Task Order, however, in the travel detail located in Section 13. Contractor Travel, one location/trip is to Virginia Beach, VA. Can the Goverment clarify if this location should be priced if the staff on the TO is based in Virginia Beach, VA?Yes, all identified travel is to be priced. It is up to the contractor to price the travel based upon its proposed approach
Attachment 4, Attachment 6, & Attachment 8Section 13. Contractor TravelCan the Government clarify if the # of Days for each trip is inclusive of travel days (to and from the location identified)? In other words, please identify if the # of Days provided includes the 2 days associated with travel to and from the specified location (travel to the specified destination and travel to return home).Yes, the # of Days for each trip is inclusive of travel days (to and from the location identified).
SF 1449Page 1, Block 8Considering that answers to questions will have an impact on pricing and also considering that this solicitation was:
1. On Sept. 22, 2022, ‘hereby cancelled until further notice. The Government intends to re-solicit on Sam.gov, at a yet to be determined date, in FY23’;
2. On Feb. 1, 2023, amended to ‘re-open’ the solicitation without any prior notification and carried a required response time of 15 calendar days;

Will the Government consider issuing an extension to ensure this solicitation is not unduly restrictive with respect to the turnaround time of less than 30-days for offerors to coordinate with candidates and provide a total of 22 resumes and 22 signed Letters of Intent (LOIs) to meet solicitation requirements and be considered for award?

An extension would ensure a fair and reasonable competition and allow contractors the necessary time to address solicitation changes (based on a future amendment for any discrepancies inherent to the current solicitation, especially pricing).See RFP Amendment 0003
Attachment 1. Performance Work Statement (PWS)GeneralThe government mentions “JTAC” and “SOF JTAC” throughout the document, but these are not interchangeable positions. The JFS ESC has not defined a SOF JTAC in the JFS ESC AP MOA 2004-01,but SOCOM has through the USOCOM Manual 350-5. This will drastically change the JTAC, Instructor, and Evaluator certification and qualification requirements. Which is the correct requirement the government is expecting industry to provide resumes for?The Government will accept JFS ESC JTACs and SOF JTACs that meet the requirements and qualifications identified in Attachement 1 - Performance Work Statement.
Attachment 1. Performance Work Statement (PWS)Para 4.1.6.i.The Pilot/WSO SME positions do NOT require a JTAC-I or E certification. Are they exempt from this General Requirement? Market research has shown that there are Pilot/WSO SMEs being used as JTAC-I/E or SOF JTAC-I/E in lieu of a PWS requirement.
ii.The term “current” is not applicable in the SOCOM Manual 350-5 for JTAC Training and Management qualifications. Does the government mean “qualified” or “certified” as these both mean different things in both the JFS ESC AP MOA 2004-01 and the SOCOM Manual 350-5?
iii.Can the government provide clarity on the “current” requirement based on the following discussion. For a JTAC-I or E to be “current” or “qualified”, he or she must be on a military commander’s designation letter.
1.Does the government intend to only hire active reserve, national guard, government civilian, or contractors from other JTAC Programs within SOCOM?
2.We recommend this requirement be modified to be “previously certified and qualified JTAC-I or E for the JTAC Program Administration Assistant, JTAC-Instructor / Evaluators, and removed altogether for the Pilot / Weapons Systems Officers Subject Matter Experts.i. See revised Attachment 1 - Performance Work Statement. ii. See revised Attachment 1 - Performance Work Statement. iii. 1. No, the Government intends for the contractor to provide PTE's and FTE's that meet the General Requirements and Qualifications identified in Attachment 1 - Performance Work Statement. iii. 2. See revised Attachment 1 - Performance Work Statement.
Attachment 1. Performance Work Statement (PWS)Para 4.1.6.2.“If Contractor member is not an active user or registered in AJACTS, they shall provide their JTAC Evaluation Folder with the last 24-months of CAS currency”.
i.Under the SOCOM M350-5, JTACs outside of 24 months qualification are still eligible for requalification without attending a formal JTAC schoolhouse and have likely been removed from AJACTS by their previous commands. Can this 24-month requirement be extended to be in conformance with the SOCOM M350-5 allowing for unqualified greater than 24-months to undergo a requalification syllabus hosted by the Group? In accordance with the RFP, under 52.212-2 Evaluation, section 3.1 Key Personnel Resumes and Signed Letters of Intent. "The Government will evaluate whether each of the Offeror's key personnel JTAC Program Administration Assistants, JTAC Instructor/Evaluators and JTAC Pilot/WSO SME meet the general requirements and qualifications identified in the PWS (4.1, 4.3, 4.5 and 4.7)"
Attachment 1. Performance Work Statement (PWS)Para 4.4 JTAC INSTRUCTOR/EVALUATOR RESPONSIBILITIESi.Are the contractors expected to sign pre-IQT completion forms for JTAC Trainees preparing for formal school attendance?
ii.Are the contractors expected to produce and sign grade sheets for MQT JTACs?
iii.Are the contractors expected to produce and sign evaluations for MQT and CT JTACs?
iv.Are the contractors expected to undergo a SOF JTAC-Evaluator upgrade if they are only qualified as instructors?See revised Attachment 1 - Performance Work Statement.
Attachment 1. Performance Work Statement (PWS)Para 4.7Are the Pilots / WSOs expected to be SOF JTAC qualified, JTAC-qualified, or perform instructor/evaluator duties?See revised Attachment 1 - Performance Work Statement.
Attachment 1. Performance Work Statement (PWS)Para 4.7.2Will the government accept 160th SOAR, AH64, and ISR pilots / weapons officers / sensor operators who are not eligible to attend a weapons course due to their not being one for their airframe, but have the required experience and expertise?See revised Attachment 1 Performance Work Statement
Attachment 1. Performance Work Statement (PWS)Para 5.1.1i.What model night vision goggles are the government expecting the contractor to use? Outdated generation night vision goggles can hinder a JTAC-Instructor’s ability to instruct and evaluate JTAC Trainees. Can the government provide the NGVs to the instructors?
ii.If the government requires NVGs not commercially available, will the government provide the proper documentation in order for the contractor to purchase the correct equipment?
See revised Attachment 1 - Performance Work Statement.
