Performance Work Statement (PWS) Naval Special Warfare Command (NSWC) Group - 1 Joint Terminal Attack Controller (JTAC) Instructor Personnel Task Order One
1. BACKGROUND
1.1 Paragraph 1.0 requirements of the Basic Contract apply to this Task Order with no caveats.
2. OBJECTIVES
2.1 The objective of this requirement is to establish a firm fixed price (FFP) Task Order for JTAC Part Time Equivalent (PTE) and Full Time Equivalent (FTE) support services. The Task Order has a one-year base period of performance. Unless otherwise stated, all FTE’s and PTE’s will be assigned to San Diego, CA. The Government defines part time as 960 hours per year and full time as 1,920 hours per year, per position. As part of this Task Order requirement, the Contractor shall:
2.1.1 Provide one full-time JTAC Program Administration Assistant as a “Key Personnel” to support NSWG-1’s JTAC requirements in San Diego, CA under this task order effort.
2.1.2 Provide five (5) part-time JTAC Instructor/Evaluator as a “Key Personnel” to support NSWG-1’s GFC/JTAC PRODEV, ULT, and TGIT training block requirements under this task order effort.
2.1.3 Provide three (3) part-time Pilot/WSO Subject Matter Expert (SME) as a “Key Personnel” to support NSWG-1’s GFC/JTAC PROVEV, ULT and TGIT training blocks requirements under this task order effort.
2.1.4 NSWG-1 part-time JTAC support positions are permitted to offsite/remote work based on extensive travel.
2.1.5 Provide all the support necessary to execute the required training support services.
3. SCOPE

4. GENERAL REQUIREMENTS

4.2 SPECIFIC REQUIREMENTS
4.3 Purpose: The contractor shall perform the following task in support of NSWG-1's JTAC Office:
4.3.1 NSWG-1 requires the support of one (1) FTE JTAC Program Administrator, five (5) part-time JTAC Instructors and three (3) part-time JTAC Pilot Subject Matter Experts (SME).
4.3.2 Provide part time JFS-ESC Accredited simulator operation as required.
4.3.3 Provide classroom lecture, practical, and field instruction to JTAC students and JTACs in refresher syllabus in CAS and call-for-fire tactics, techniques and procedures (TTP), to include instructing and monitoring the execution of live controls.
4.3.4 Conduct practice and graded currency controls for certified JTACs as directed by NSWG-1 Fires Department (during classes and currency control periods).
4.3.5 Develop and maintain the currency records within USSOCOM AJACTs (current electronic record system) reporting system that satisfies the requirements of USSOCOM 350-5, JCAS MOA, JP 3-09, JFIRE and other sources of doctrine and TTP adopted by the JCAS Executive Steering Committee (ESC).
4.3.6 Assist in the maintenance, operation, and upgrading of NSWC CAS equipment tasks.

13. CONTRACTOR TRAVEL
13.1 The table below shows estimated travel in support of Group - 1.
13.2 Other locations as approved by the COR in conjunction with the Contracting Officer
13.3 The Government will solicit the Contractor’s quote for Travel prior to award of Orders. The Contractor will be requested include within their quote the travel date(s), location(s) and number of travelers (if not dictated by the Government), and all associated Travel and Per Diem allowances. The Contracting Officer will review the Travel quote for price reasonableness, typically considering standard rates for lodging, meals, and incidental expenses as posted on https://www.gsa.gov/travel/plan-book/per-diem-rates, and any other reasonable basis. The Contracting Officer will establish a firm-fixed price (FFP) not-to-exceed (NTE) amount for Travel under the Order. The Contractor shall invoice the Government for actual travel expenses incurred within the FFP NTE Travel amount. Increases to the FFP NTE Travel amount can only be authorized by a warranted Contracting Officer. Prior to invoice approval, the Contracting Officer Representative (COR) may request substantiating documentation for travel expenditures.
