Performance Work Statement (PWS) Naval Special Warfare Command (NSWC) Group - 2 Joint Terminal Attack Controller (JTAC) Instructor Personnel Support Task Order Two
1. BACKGROUND
1.1 Paragraph 1.0 requirements of the Basic Contract apply to this Task Order.
2. OBJECTIVES
2.1 The objective of this requirement is to establish a firm fixed price (FFP) JTAC FTE support services. The Task Order has a one-year base period of performance. Unless otherwise stated, all FTE’s will be assigned to Virginia Beach, VA. The Government defines part time as 960 hours per year and full time as 1,920 hours per year, per position. As part of this Task Order requirement, the Contractor shall:
2.1.1 Provide one full-time JTAC Program Administration Assistant as a “Key Personnel” to support NSWG-2’s JTAC requirements in Virginia Beach, VA under this task order effort.
2.1.2 Provide one full-time JTAC Instructor/Evaluator as a “Key Personnel” to support NSWG-2’s JTAC requirements in Virginia Beach, VA under this task order effort.
2.1.3 Provide one full-time JTAC Pilot/WSO Subject Matter Expert (SME) as a “Key Personnel” to support NSWG-2’s JTAC requirements in Norfolk, VA under this task order effort.
2.1.4 Provide five (5) part-time JTAC Instructor/Evaluator as a “Key Personnel” to support NSWG-2’s GFC/JTAC PRODEV, ULT, and TGIT training requirements under this task order effort.
2.1.5 Provide three (3) part-time Pilot/WSO Subject Matter Expert (SME) as a “Key Personnel” to support NSWG-2’s GFC/JTAC PROVEV, ULT and TGIT training requirements under this task order effort.
2.1.6 NSWG-2 part-time JTAC support positions are permitted to offsite/remote work based on extensive travel.
2.1.7 Provide all the support necessary to execute the required training support services.
3. SCOPE
3.1 Paragraph 3.0 requirements of the Basic Contract apply to this Task Order.
4. GENERAL REQUIREMENTS
4.1 Paragraph 4.0 requirements of the Basic Contract apply to this Task Order with no caveats.
4.2 SPECIFIC REQUIREMENTS
4.3 Purpose: NSWG-2 will utilize FTE SOF JTAC personnel to mentor and develop a cadre of active-duty SEAL SOF JTAC-I/E’s capable of organically managing the programmatic administration and training of the NSWG-2 SOF JTAC program.
4.3.1 NSWG-2 requires the support of three (3) FTE and eight (8) PTE positions to:
4.3.1.1 Assist with all training and qualification of NSWG-2 SOF JTAC Operators. Additionally, NSWG-2 FTE and PTE’s shall assist with the development and qualification of active-duty SEAL SOF JTAC-I/E’s.
4.3.1.2 Assist the NSWG-2 JTAC Program Manager with programmatic administration.
4.3.2 NSWG-2 FTE and PTE shall provide proof of DoD qualification as a JTAC-I or JTAC-E. FTE and PTE shall meet the JTAC-I/E Operator SME requirements in Paragraph 4.2 and be able to assist with the programmatic administration requirements in Paragraph 4.1. FTE and PTE shall upgrade to SOF JTAC-E as necessary to support NSWG-2 requirements.
4.3.3 NSWG-2 FTE and PTE shall engage in continuing education to include briefs regarding CAS platforms and weapons capabilities, all domain Fires, and NSWC mission requirements. Contractor shall integrate the lessons from continuation education into the scenario-based training curriculum that prepares SOF JTACs to execute all domain Fires across the spectrum NSWC SOF mission sets. The requirement for continuing education shall not conflict with any work hour or travel limitations delineated in this Performance Work Statement (PWS) and other Government regulations.
4.3.4 Provided that requisite clearance requirements and approvals are obtained and maintained, NSWG-2 FTE and PTE shall have permissions to handle and transport radios with COMSEC for local training as necessary to facilitate SOF JTAC training requirements. Local training shall include locations that are within a 100-mile radius of Norfolk, VA. Permissions shall be revoked upon failure to maintain the clearance requirements.
4.3.5 The NSWG-2 FTE and PTE SOF JTAC-I/E SMEs shall meet all requirements in Paragraph 4.4 and all other requirements stipulated under the basic PWS.

13.1 The table below shows estimated travel in support of Group -2.
13.2 Other locations as approved by the COR in conjunction with the Contracting Officer
13.3 The Government will solicit the Contractor’s quote for Travel prior to award of Orders. The Contractor will be requested include within their quote the travel date(s), location(s) and number of travelers (if not dictated by the Government), and all associated Travel and Per Diem allowances. The Contracting Officer will review the Travel quote for price reasonableness, typically considering standard rates for lodging, meals, and incidental expenses as posted on https://www.gsa.gov/travel/plan-book/per-diem-rates, and any other reasonable basis. The Contracting Officer will establish a firm-fixed price (FFP) not-to-exceed (NTE) amount for Travel under the Order. The Contractor shall invoice the Government for actual travel expenses incurred within the FFP NTE Travel amount. Increases to the FFP NTE Travel amount can only be authorized by a warranted Contracting Officer. Prior to invoice approval, the Contracting Officer Representative (COR) may request substantiating documentation for travel expenditures.
