Category VII: Pyrotechnics SME. Nowhere else in the PWS or pricing sheet does it mention pyrotechnics. Is the contractor required to provide pyrotechnics ISO this PWS? If so numbers and types?
Pyrotechnics and the SME are anticipated to support individual Team (Task Group Integrated Training) that is just prior to deployment to support realistic full mission profile training. Yes, contractor is required to provide pyro, quantity and types of pyro will be identified at the Task Order level.
Update to PWS (4.8) and Pricing spreadsheet to include pyrotechnics package (ODCs tab)

Please define helmet? (Bump, Level III, Simunitions/UTM)?
Bump helmet is sufficient. Government will provide protective full face mask (PWS 14.4) Added 'bump' to

There is no mention of facility Clearance, is one required?
This was an oversight of the Government. Contractor will need a Secret level Facility Clearance and a DD254 will be required due to Secret Security Clearance requirements for some role player categories.

There is no mention of contractor providing any weapons, or ammunition, are these required?
Government to provide as necessary and according to
TO (PWS 14.3).
Reference: Per Diem while operating on San Clemente Island. How does the government view using the mess facility while on per diem.
Contractor can use the dining facility at SCI (cash only), and lodging is provided by the government.
Will the unit handle all coordination with NALO and NAS North Island Terminal.
Yes. The unit will handle all flight reservations (PWS 14.2) as long as the contractor provides the required information 2 weeks prior as stated in Draft Task Order.

Why did the Government choose NAICS code 611699, will the Government consider a different code that identifies providing services instead of providing training?
The Government has conducted further research of NAICS codes, the Government has determined the use of NAICS code 541990 -All Other Professional Scientific and Technical Services is more appropriate. This requirement does not require the vendor to provide instruction or training. The requirement is for services supporting Government training.

52.212-2 Evaluation-Commercial Items (OCT 2014), Factor 1 states “ Technical Capability is more important than Factor 2 - Price. Does this mean that this IDIQ contract will be awarded as a “best value, trade-off “ contract?
Correct. This is a best value evaluation IAW FAR Part 13 and FAR Part 12. Evaluation will take into consideration both factors with technical being more important than price.

LIST OF ATTACHMENTS states “Attachment V – DOL Wage Determination (upon award);
https://beta.sam.gov/. Does this mean SCA rates can be submitted as part of this offer?
SCA is applicable to this contract and DOL wage determination will be added as an attachment to the potential contract. WD is 2007-0137, included will be used for this RFP. Government is waiting on updated WD from DoL.

Section 5.1 para 5.1 states “Contractor expertise shall include Naval Special Warfare Group, NATO Military Forces (NMF) and SOF training support experience.” And page 3, para 5.1.4 states “Contractor personnel experience with USSOCOM units may be specified at the TO level.”
Does the government require contractor experience for all three groups or will training experience with one or more of the groups suffice?
Experience in 1 or more areas will suffice unless specifically identified at the Task order level for a particular type of role player (I.e. Category V).

Section 12.4
Para 12.4 states “The contractor will provide safety personnel, equipment, and medevac plans required for each evolution on site…… ” And Page 7, paras 15 and
15.1 Contractor Furnished Equipment state “Contractor
will provided the following equipment which will be specified at the task order level -----Helmet, gloves, throat guard, groin guard…”
Will the contractor be required to provide any safety equipment items over and above those items listed in para 15.1? If so, what additional safety equipment will the contractor be required to provide? No additional safety equipment required other than what was identified in paragraph 15.

Page 7: Performance Requirements Summary lists performance objectives that appear widely out of synch with the contractor requirements set forth in the solicitation PWS; i.e. references to instructors, curriculum development, vehicle and site maintenance, provision of suitable training sites, etc. Can the government please clarify?
The Government will provide an updated QASP with corrected Requirements Summary QASP updated

PWS (14.3 and 4.5.9) states weapons/munitions/marking rounds will be issued by the Navy, after role players are trained by NSW personnel. What are the anticipated duties of the weapons SME? Are there individual requirements/qualifications specified for the weapons
SME?
The Government added information under the Lead Role Player that will take the place of requiring a Weapons expert. The Weapons expert category is removed from the PWS and pricing sheet. PWS updated.

Will the Government provide any moulage materials/supplies or is the Contractor supplying the materials? Is the Gov’t providing staff to apply moulage or does the Contractor need to provide?
Moulage Artist is required and added to the PWS and as an ELIN on the Price Sheet. Materials for moulage will be added to ODC line.

Does the Government intend the Contractor to provide onsite safety and/or medical personnel? If so can the Government adjust the pricing workbook to include pricing safety personnel and issue an updated pricing workbook?
No, the Government does not require onsite safety or medical personnel

18 PWS 5.1.1
In accordance with California Labor Laws we will have to pay overtime to employees working in excess of 8 hours per day. The pricing workbook supplied has only 8 hour days in the template. Can the Gov’t confirm 12 hour work days required? If so can the Govt supply a revised pricing workbook so Contractor can price overtime?
The California State Law requires any overtime hours be paid at 1.5x the regular rate, therefore if hours are required over 8/day, a rate of 1.5x will be used. The Government does not believe separate lines are required for this rate. A statement will be added to the pricing sheet that all overtime hours will be at 1.5x the regular rate.

- Corporate Experience
The RFP states that “The offeror shall provide sufficiently detailed information for it to demonstrate that it has at least one year of recent experience (within the last three years) delivering same or similar services as required by this solicitation; and have resources available to enable the offeror to fulfill requirements. Additionally, the offeror shall submit a summary sheet listing three (3) recent prime contract efforts and how each contract is relevant to the required services of this solicitation.” Does the government require that we show 4 past performance examples, or 3? The Government requires three (3) contracts

Do the corporate experiences have to be as a prime contractor? If the offeror has recent and relevant experience as a subcontractor, would the government find this acceptable?
The Government has updated Solicitation document to state that offeror may submit prime or subcontract efforts to meet this requirement.

Attachment 6-Sample FY22 Role Player, Section 2.4
If training dates include a weekend, are weekends going to be workdays or reserved as make-up or weather days? Are there any days where the role players may not be working? Weekends are working days if specified in the Task
Order.

How frequent are the task orders? Historically, task orders are placed when needed.
Depending on the customer, contract ceiling is calculated on potential need across 5 years.

“offeror shall submit a summary sheet listing (3) recent prime contract efforts and how each contract is relevant to the required services.” Do all (3) efforts need to be under separate prime contracts, or can all
(3) be separate task orders under a single prime contract?
Each effort identified must be a separate contract, task orders under one contract do not meet this requirement. This is one area of the Technical factor which is evaluated and rated with a Technical/risk rating.

52.222-41, Service Contract Labor Standards (Aug 2018) (41 USC 67). According to 41 USC 6707, “a contract which succeeds a contract to this chapter, and under which substantially the same services are furnished, a contractor or subcontractor may not pay a service employee less than the wages and fringe benefits the service employee would have received under the predecessor contract, including accrued wages and fringe benefits.” Q1: Does this contract opportunity succeed a current or prior contract? If yes, Q2: What are the wages and fringe benefits for the service employees under the predecessor contract for each of the labor categories?
Yes, this is a re-compete of a prior contract. DoL WD 2007-0137

52.222-42, Statement of Equivalent Rates for Federal Hires (May 2014). The solicitation does not identify the classes of service employees (and the monetary wage and fringe benefits payable to each) expected to be employed under the contract. Q: Does the government expect a response from the offeror regarding this clause to be included in the quote submission? More specifically, since the solicitation only references the clause and provides no further direction or notes, does the government expect the offeror to recommend a class and list the monetary wage and fringe benefits for each category listed in the PWS? The Government will provide DOL wage determination.

Section 4.5.6 para. 4.5.6 states role players may be asked to fire blank-firing weapons; however, the provision of blank-firing weapons is not specified anywhere in the PWS. Q: Does the government expect the contractor to provide blank-firing weapons and blank ammunition, or will the government provide them?
The Government does not require contractor to provide these items. PWS Section 14
PWS
Section 5.2.1 states “all task orders shall have a lead role player” who shall have experience serving as a “Special Operations Forces role player.” Q1: Is the “lead role player” position an actual “role player” position, a managerial position, or both? Q2: Should the position be considered as Category V role player, or should there be a separate new Category and CLIN for this position altogether?
The Lead Role player will be added as a separate category. This is not the same as Category V. Category X has been added

Section 16.1
Does the government require a QCP to be included as part of its technical volume or as an attachment?
The Solicitation states "The offeror shall submit a narrative response that clearly demonstrates its understanding of the technical capability of management and personnel categories to accomplish the service requirements set forth by the PWS.." It is up to the offeror on how to communicate those capabilities.

Does the Government want a sample quote in response to the Sample TOR, or is it simply for reference?
No, the Sample TOR is an example of what to expect.
Only pricing to submit is on the pricing spreadsheet - Attachment 2
Will the USG consider allowing USG vans to transport role players from site to site on USG ranges or property?
No. That would entail significantly more logistics support on behalf of the Government. Costs for rental vehicles were included ODC tab to be priced.
