Is the required Secret facility's clearance required before award?

Yes, the offeror must have a Secret Facility's Clearance to be eligible for award.

PWS Section 4.8

Will the USG provide the storage, shipping and receiving for the Improvised Explosive Devices (IED) – 6 EA, Rocket Propelled Grenades (RPG) – 6 Each, Indirect Fire (IDF – 6 Each, and Smoke effects?

The Government will provide storage at the training site as well as transportation from NAB to the training location. The Government will not provide transportation/shipping from the vendor’s facility to the training location. Vendor would be responsible for getting it to NAB, or the training location themselves.

Will USG provide copy of the current WD 2007-0137?

The Government is working with DoL to provide an updated WD. WD will be distributed ASAP, submission of quotes is still required at due date of solicitation.

Are all yellow cells required to be filled out regardless of number of hours? For example if there is Zero hours for a category in a location, is the rate required to be entered?

Yes, all yellow cells are required to be completed regardless if there are projected hours or quantities. Hours and quantities are only projections for evaluation purposes, actual orders on the IDIQ may require any combination of ELINs/categories and locations.

Although the TEP – ELIN Price Sheet lists the Niland site estimation as 5 RP x 4 Days, B13 of the Travel Expense Detail tab asks to calculate the pricing for “5 days of training for 5 personnel.” Can the Government confirm if cell B13 should ask to calculate the pricing for 4 days of training for 5 personnel?

The TEP – ELIN Price Sheet lists the Fort Hunter Ligget site estimation as 5 RP X 4 Days, but the Travel Expense Detail tab asks to calculate the pricing for “5 10 days of training for 4 personnel.” Can the Government confirm if cell B27 should ask to calculate 4 days of training for 5 personnel?

This totals to 6 personnel, however cell B41 of the Travel tab asks to calculate “4 days of training for 5 personnel.” Can the Government confirm if cell B41 should ask to calculate 4 days of travel for 6 personnel”?

Is it correct in the Pricing sheet that the Travel Expense detail only provides for 1 evolution of travel for the period instead of total number of evolutions estimated?

The pricing sheet is correct in that it only requires travel costs to be entered for 1 evolution as described with number of personnel and days for that location.

If certain locations may not need the same amount of ODCs as others, are those numbers still supposed to be identical for locations in the pricing sheet?

Yes, The Government is using these quantities as estimations for price evaluation.

Exact quantities will be identified at the task order level.
