b. If goals were not met on the SF 294/295s, provide an explanation as to why the goals were not met.
L.3.1.3 Relevant Contracts. Relevancy will be determined based on contract references reflecting past and present performance over the past three years which is relevant to the following:
L.3.1.3.1 For the prime Offerors, relevancy is defined as contracts that are most similar to this overall effort. Some of the factors in determining relevancy include: magnitude, project complexity, security classification requirements, contract type, number of employees required, special operations support, other Federal Government agency support, scope required in the SOW (full motion video focused/functional spectrum of CONUS/OCONUS Imagery Analyst Support Services), etc. The more the overall effort is similar in these areas, the more relevant it becomes.
L.3.1.3.2 For proposed subcontractors/teaming partners, relevancy is defined by that which reflects experience in the area of expertise the subcontractor is projected to actually perform under this contract, (i.e. specific areas in the SOW/labor categories).
L.3.1.3.3 When making the relevancy determination the following definitions will be utilized.
Rating
Definition
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
L.3.1.3.4 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. In order to facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts identified for the past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts identified and general enough to apply to efforts on which the Government receives information from other sources.

L.4.4 Other Direct Costs (CLIN 0004): The Government has provided the ODC base amount within Attachment J-5 for training, VISA, labor uplifts (post differential, hazardous duty pay), and DBA base labor. 1. Current Forward Pricing Rate Agreement (FPRA) for the contract period of performance, or
2. Detailed historical pool and base costs for the Offeror's prior three (3) years and budgeted pool and base costs for the contract period of performance.
L.4.6 Adequate Business Systems. The Offeror shall provide valid documentation from DCMA, DCAA, other Federal Audit Agency or other Offeror provided information that allows the contracting officer to determine that the contractor's accounting system will permit timely development of all necessary cost data for the cost type CLINs and the negotiation of cost in accordance with the Federal Acquisition Regulations and applicable supplements in order to be considered for award (within the last 3 years from date of the issuance of this RFP). If the Offeror does not currently have an accounting system determined to be adequate by the Government, the Offeror shall complete Attachment J-7 - SF 1408 Checklist.
Contracting Officer has determined there is a high probability of adequate competition on this acquisition. Upon examination of the initial proposals, the contracting officer will review this determination and if in the Contracting Officer’s opinion, adequate competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate competition no longer exists; Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price. Additionally, all information related to pricing shall be included in the section of the proposal defined as “Volume 4 Price Proposal”. UNDER NO CIRCUMSTANCES should pricing data be included elsewhere in the proposal.
