Q&A Set 3
1. On Attachment J-5, Tab 3-CLIN 2 – OCONUS, Row 20 is not calculating the total.
ANSWER: Attachment J-5 has been corrected.
2. Will the Government provide a conformed copy of the RFP?
ANSWER: Q&A session ended on 30 June 2014. As a result, a conformed copy of the RFP to include all updates and changes resulting from Q&A Sets 1, 2, and 3, have been posted to FBO.
3. Please clarify if the anticipated contract type for CLINs 0001-4001 CONUS and 0002-4002 OCONUS is Labor Hour or Firm Fixed Price?
ANSWER: The contract type will be Labor hour. The hourly Labor Rates are Firm Fixed Priced.
4. The draft RFP contained Attachment J-6, the past performance questionnaire, however the final RFP did not. Please confirm that submission of past performance questionnaires is no longer a requirement.
ANSWER: Confirmed, submission of past performance questionnaires is no longer a requirement.
5. A messenger service delivering the proposal package on behalf of the Offeror is not considered a hand delivery, and will not be accepted. Please provide clarification on whether or not Offeror’s, through an authorized mail carrier, can mail its proposal to the address and points of contacts listed in Section L.1.9.
ANSWER: An authorized mail carrier (i.e. FedEx, UPS, USPS) is acceptable and is not considered ‘hand delivery’. Offerors may choose to hand deliver the proposal directly to the points of contact listed in Section L.1.9. What the Offeror may not do is arrange for hand delivery (hand off) of proposal documents via a private messenger service.
6. PWS Para 5 states that “other personnel supporting the contract” must have a SECRET clearance. Would the Government please identify which other positions are required to have a SECRET clearance other than the 226 FTE listed.
ANSWER: Vendor personnel that will have access to the performance locations will require secret clearances. For example, the Facility Security Officer.
7. Please confirm what is considered the start date for transition. Is it the day of contract award notification (verbal or email), the day of receipt of the signed SF33, or the first day of period of performance as defined in the RFP?
ANSWER: The intent is for transition to begin the date of the period of performance as defined in the RFP. However, it is reasonable to expect any delay in award would correspond to a slide in the transition start date.
8. Will the Government be providing the template for the Past Performance Information Sheet?
ANSWER: No
9. Both sections reference FAR 52.219-9 and 19.704 which explain that mandatory goals are based on the subcontracted value versus the total contract value as stated. Please confirm this understanding and clarify that the 30% is based on subcontracting value rather than total contract value.
ANSWER: IAW Section L.1.12.3.2, the Government's Small Business subcontracting requirement is 30% of the total estimated contract dollars/value, not of subcontracted dollars. Please refer to Section H of Amendment 03 of the RFP. Unique Small Business Clauses have been added.
10. Can the Government please clarify what information they are looking for in section L.3.1.1.1, where it states “Experience in accessing internal and external team resources that were necessary to provide support for these specific solicitation requirements to include security requirements similar to those contained herein”?
ANSWER: Within each Past Performance submission, define the experience/success in accessing internal resources (i.e. process security paperwork, deal with classified safeguarding, etc.) and external resources (i.e. subs/teaming partners/recruiters/etc.) in order to execute similar requirements as the JGASS effort.
11. As discussed during Industry Day, the Government indicated that there are four shifts that provide support for JGASS. Are these four shifts run solely at the North Carolina location or also at the NVA location? Also, will the Government provide a breakdown by LCAT for each shift so that all respondents can provide the most accurate management plan possible?
ANSWER: According to SOW 3.1.1 “Personnel supporting this contract are subject to shift work, non-standard work schedules, on-call, extended days and weekend work”. In addition to the SOW 3.1.1 please refer to the Labor Pricing Sheet for anticipated Labor Hours, per Labor Category, per Location. The Government has not indicated that there are “four shifts” as it pertains to Labor Category, Location and Hours.
