(U) STATEMENT OF WORK (SOW)

Joint Geospatial Analytic Support Services (JGASS) H92222-14-R-0013 30 May 14

1. (U//FOUO) Background: The United States Special Operations Command (USSOCOM) is a Unified Command of the Department of Defense (DOD). USSOCOM is responsible for all Special Operations Forces (SOF) in DOD. USSOCOM leads, plans, synchronizes, and as directed, executes global operations against terrorist networks. USSOCOM also trains, organizes, equips, and deploys combat ready Special Operations Forces to combatant commands around the world.

1.1 (U//FOUO) The requirement exists for an intelligence support program to provide comprehensive, actionable intelligence services to USSOCOM element and subordinate commands. Actionable Intelligence is defined as the collection, interpretation, and immediate use of intelligence information gathered from multiple sources to include contract personnel assets embedded and working in direct support with elite SOF units and supporting elements in order to carry out combat and other mission requirements. Actionable Intelligence is real time and requires the rapid synthesis of vast amounts of intelligence data including data from multiple sources including human intelligence (HUMINT), signals intelligence (SIGINT), Imagery Intelligence (IMINT) and Geo-spatial Intelligence (GEOINT) and others.

1.2 (U//FOUO) This specific component of the Actionable Intelligence Program is a multi faceted capability consisting of Imagery Systems Specialist, Geospatial Intelligence Analyst and associated specialty skills sets that contribute to the geospatial imagery intelligence collection, analysis and exploitation. Personnel supporting this effort will be integrated, based on skill sets, into intelligence operations. Support is provided at both permanent facilities and mobile locations in order to accomplish USSOCOM priorities and tasks in accordance with guidance, policies, and mandates of the Department of Defense, U.S. laws, International law, and International agreements.

1.3 (U//FOUO) The JGASS contract will provide the most proficient and capable Geospatial Intelligence (GEOINT) Analysts who are experienced with Processing, Exploitation and Dissemination (PED) of imagery product utilizing a variety of advanced geospatial techniques leveraging multiple GEOINT data sets.

1.4 (U//FOUO) The primary task of the majority of JGASS Analysts will be focused on conducting Full Motion Video (FMV) PED from air, space, ground, and maritime Intelligence, Surveillance and Reconnaissance (ISR) assets. Analysts will be expected to produce extremely detailed analytical products to build Patterns of Life (PoL) and target descriptions. In addition, analysts will be conducting order of battle analysis, Activity Based Intelligence (ABI), Battle Damage Assessment (BDA), and employing traditional Imagery Intelligence (IMINT) tradecraft. FMV Analysts will also be expected to perform traditional PED on electrooptical, infrared, radar motion and still frame imagery. Analysts will also be trained and expected to deploy as ISR Tactical Controllers.

1.5 (U//FOUO) Additional tasks for JGASS Analysts will be focused on Full Spectrum GEOINT (FSG) and Terrain/Geospatial Analysis. FSG Analysts will primarily be focused on Analysis and PED of GEOINT Measurement and Signature Intelligence (MASINT) of Spectral, Radar and Infrared datasets. Production will include but will not be limited to specialized radar analysis, thermal analysis, terrain categorization, multi and hyper-spectral analysis. Geospatial analysts will primarily be focused on highly detailed terrain/geospatial analysis and production. Production will include but will not be limited to image rectification, terrain analysis and specialized map production. All analysts will be expected to participate in the primary and secondary tasks of the contract as required.

2. (U//FOUO) Scope: USSOCOM has a validated requirement to provide Geospatial Intelligence and Imagery Intelligence Analysts in support of on-going and future operations that are executed in Declared Theaters of Active Armed Conflict (DTAAC) and Outside Declared Theaters of Active Armed Conflict (ODTAAC). The purpose of this support is to contribute to the actionable intelligence capability through the use of personnel within the functional spectrum of Imagery Intelligence (IMINT) and Geospatial Intelligence (GEOINT). This support directly contributes to the USSOCOM capability to meet known and emergent mission requirements and operations assigned by the Secretary of Defense.

3. (U//FOUO) Requirement

3.1 (U//FOUO) Unless otherwise specified in this SOW, the Contractor shall provide all labor, travel, training, and other items and services necessary to provide geospatial analysis and imagery intelligence, related technical assistance services to support SOF units and troops for USSOCOM in various worldwide locations. The current known total Fulltime Equivalent (FTE) CONUS requirement is outlined in Table 3.0 with the current known OCONUS requirements outlined in table 3.1. The total known FTE requirement is 226 contractor personnel. The 35 OCONUS FTE positions are filled on a rotational basis by with the appropriate labor category in the total FTE pool. The FTE requirements stated in Tables 3.0 and 3.1 are the estimated requirement anticipated at the start of contract performance. The number of FTEs is subject to adjustment throughout the period of performance depending on operational requirements. Any adjustment is anticipated to be within plus or minus 10% of the current known requirement. The majority of the support is provided in CONUS at Government facilities; however, all FTEs shall be prepared and must be capable of deploying worldwide. OCONUS support may be conducted at established U.S. DOD or Allied Forces facilities, bases, camps, posts or stations. Support may also be conducted in less developed and austere locations. Locations are subject to change at any time throughout the performance of this contract. Currently, OCONUS rotations are planned and scheduled for 120 days in duration. Rotations may be longer or shorter in duration depending on mission requirements. The OCONUS requirement specified in table 3.1 is estimated based on current known requirements and is subject to change based on operational requirements.

UNCLASSIFED//FOUO

3.1.1 (U//FOUO) Work Hours: Personnel supporting this contract are subject to shift work, non-standard work schedules, on-call, extended days and weekend work. OCONUS FTEs are based on a 13 hour day, 365 days per year. CONUS positions identified as regular (non-shift) FTEs are based on 8 hours per day, 5 days per week. Shift work and on-call FTEs are based on 9 hours per day, 5 days per week. The six FTEs required at the Dam Neck, VA location are filled from the Imagery Analyst pool on a 120 day rotational basis with a work requirement based on a 13 hour day for 365 days per year. The labor hour assumptions are also outlined in the pricing sheet of the RFP to derive total hours per FTE for each labor category.

4. (U//FOUO) Personnel Requirements: As used herein, "contractor" includes both prime and subcontractor personnel. The contractor shall ensure the requirements of this Statement of Work (SOW) are included in all associated subcontracts. The contractor shall provide Imagery Analysts, Geospatial Intelligence Analysts, Geospatial-Imagery Fusion Analyst, Geospatial Database Managers/Administrators, System Integrators, Hyper-spectral Analysts, 3D Modeler, and Project Managers to support USSOCOM, subordinate commands and associated Task Forces or units. Specific FTE numbers by skills sets required and locations will be identified in the contract and coordinated through the Contracting Officer (KO) and Contracting Officer's Representative (COR) to the contractor's Project Manager. Changes in the total number of FTEs, locations of performance for each FTE, and the number of each type (labor category) of FTE will be coordinated and approved by the COR and KO. The labor categories identified in this SOW are based on the Government's best description of the work performed and may vary in name from industry or commercially recognized labor category titles and job descriptions. The contractor shall provide personnel who possess the necessary skills, knowledge, and training to perform the services required by this Statement of Work (SOW). Personnel shall, at a minimum, possess the required education, training and experience specified in the SOW. The Government may, at their discretion, waive specific personnel requirements with the approval of the Contracting Officer. The contractor shall at all times remain responsible for the conduct of contractor personnel. The KO may direct the contractor, at the contractor’s expense, to remove and replace any contractor personnel failing to adhere to the requirements of this SOW and other enforceable policies and directives. 4.1 (U//FOUO) General Qualifications of Personnel: All personnel shall be highly proficient in using basic computer applications such as Microsoft Office. Must possess strong demonstrated briefing and typing skills and be capable of multi-tasking in a high stress, time sensitive environment. Proficient is defined as having 2 years of actual hands on experience within the last 3 years. Highly proficient is defined as having more than 3 years of actual hands on experience performing the same or similar duties and functions within the past four years. These definitions apply throughout this SOW.

4.2 (U//FOUO) Imagery Analyst: Imagery Analyst shall perform high level/expert imagery analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex solutions to requirements. Imagery Analyst shall have operational and tactical level intelligence experience to include general experience in the fields of targeting, intelligence systems, and geospatial systems. Imagery Analyst shall have briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments. Imagery Analyst shall be proficient in utilizing computer applications and intelligence related automation to support analytical efforts and product development.

4.2.1 (U//FOUO) Senior Imagery Analyst Qualifications and Experience

4.2.1.1. (U//FOUO) Required: Bachelor's degree with a minimum of ten years of GEOINT Analytical experience within DOD or the Intelligence Community. Five years of technical experience; 5 years of leadership experience with the demonstrated ability to effectively manage junior personnel. At least 2 years of experience within the past three years with GEOINT exploitation tools such as SOCET GXP, ArcGIS and MAAS. At least 2 years of experience with GEOINT analysis, GEOINT production, intelligence architecture, intelligence databases, quality control, and training. The Government may accept 2 years of additional targeted hands on experience beyond the minimum years of experience in lieu of a Bachelor's degree.

4.2.1.2 (U//FOUO) Desired: Master's degree, with at least twelve years of experience with targeting and collection management.

4.2.2 (U//FOUO) Imagery Analyst Qualifications and Experience

4.2.2.1. (U//FOUO) Required: Bachelor's degree with a minimum of six years of GEOINT Analytical experience within DOD or the Intelligence Community. Four years of technical experience. At least two years of experience within the past three years with GEOINT exploitation tools such as SOCET GXP, ArcGIS and MAAS. At least 2 years of experience with GEOINT analysis, GEOINT production, intelligence architecture, intelligence databases, quality control, and training. The Government may accept 2 years of additional targeted hands on experience beyond the minimum years of experience in lieu of a Bachelor's degree.

4.2.2.2 (U//FOUO) Desired: At least 8 years of additional experience with targeting and collection management.

4.3 (U//FOUO) GIS (Geospatial Information Systems) Administration/Integration. GIS Administration/Integration is responsible for the development, implementation, and maintenance of an enterprise wide GIS and associated geospatial databases, network equipment and software tools and applications. The contractor shall perform complex analysis, design and modification of GIS applications and databases and evaluation of new GIS hardware and software. The Senior GIS Database Administrator is responsible for the development, implementation, and maintenance of an enterprise level geospatial database that contributes to the GIS architecture. The contractor duties shall include, but are not limited to, performing complex analysis, design, development and modification of GIS database strategies; monitoring and improving database performance and capacity; and planning for future expansion requirements. The Senior GIS Integrations Engineer is responsible for the development, administration, deployment, and maintenance of custom geospatial applications in support of intelligence organizations. The contractor duties shall include, but are not limited to, performing complex analysis, design, development and modification of .NET tools utilizing traditional RDBMS, NoSQL data stores, Hadoop File Stores and SOLR indexes.

4.3.1 (U//FOUO) Senior GIS Administrator Qualifications and Experience.

4.3.1.1. (U//FOUO) Required: Minimum of ten years GIS experience within DOD or the Intelligence Community. Five years of technical experience. Shall be highly proficient in administering and deploying open source and commercial off the shelf (COTS) GIS server equipment in support of intelligence organizations. Strong ability to write custom scripts for automation and analysis using Python with knowledge of C# and Java. Perform at high level/expert intelligence systems architecture design and evaluation. Shall possess an expert working knowledge of the discovery, analysis and exploitation of geospatially oriented data and the management of that data within a variety of Open Geospatial Consortium (OGC) compliant applications and databases. Shall possess strong oral and written communication skills and be capable of effectively directing subordinates. Shall possess high level/expert ability to manage and work with static and dynamic streaming geospatial oriented data. Security+ certification.

4.3.1.2. (U//FOUO) Desired: Bachelor's degree and 12 years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 2 years of additional relevant hands on experience in lieu of a Bachelor's degree. IAT level II certifications.

4.3.2 (U//FOUO) Senior GIS Database Administrator Qualifications and Experience.

4.3.2.1. (U//FOUO) Required: Minimum of ten years GIS database experience within DOD or the Intelligence Community. Five years of technical experience; 5 years of leadership experience with the demonstrated ability to effectively manage junior personnel. Shall be highly proficient in administering and deploying open source and commercial off the shelf (COTS) GIS server equipment in support of intelligence organizations. Shall be highly proficient in developing, administering and maintaining Microsoft SQL Server 2012 and/or PostgreSQL in support of intelligence operations. Perform at high level/expert intelligence systems architecture design and evaluation. Shall possess an expert working knowledge of the discovery, analysis and exploitation of geospatially oriented data and the management of that data within a variety of Open Geospatial Consortium (OGC) compliant applications and databases. Shall possess strong oral and written communication skills and be capable of effectively directing subordinates. Shall possess high level/expert ability to manage and work with static and dynamic streaming geospatial oriented data. Security+ certification.

4.3.2.2 (U//FOUO) Desired: Bachelor's degree and three additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 1-2 years of additional targeted hands on experience in lieu of a Bachelor's degree. Network+ and Microsoft Certified Solutions Associate (MCSA). SQL Server 2012 certifications desired. IAT level II certification.

4.3.3 (U//FOUO) Senior GIS Integrations Engineer Qualifications and Experience.

4.3.3.1. (U//FOUO) Required: Minimum of ten years system integration experience within DOD or the Intelligence Community. Five years of technical experience; 5 years of leadership experience with the demonstrated ability to effectively manage junior personnel. Shall be highly proficient in developing, administering and deploying custom geospatial and/or intelligence applications in support of intelligence organizations. Shall possess the ability to create and develop custom tools utilizing RDBMS, NoSQL data stores, Hadoop files stores and/or SOLR indexes. Performs high level/expert intelligence systems architecture design and evaluation. Shall possess strong oral and written communication skills and be capable of effectively directing subordinates. Shall possess high level/expert ability to manage and work with static and dynamic streaming geospatial oriented data. Shall be proficient in C# and Java programming languages. Security+ certification.

4.3.3.2 (U//FOUO) Desired: Bachelor's degree and three additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 2 years of additional targeted hands on experience in lieu of a Bachelor's degree. C and C++ experience. Network + certification.

4.4 (U//FOUO) Geospatial Systems Specialist. The Geospatial Systems Administrator is responsible for the effective installation, configuration, operation, maintenance, and troubleshooting of systems supporting large scale GEOINT applications and databases. Technologies supported include but are not limited to ArcGIS, SOCET GXP, OpenGeo Software Suite, Microsoft and Linux server software, and custom Open Geospatial Consortium (OGC) compliant software applications. The contractor duties shall include but are not limited to providing technical assistance and support related to computer systems, hardware and software required for Geospatial systems by running queries and diagnostic programs to determine and implement solutions. The Senior Geospatial Systems Administrator is responsible for the effective installation, configuration, operation, maintenance, and troubleshooting of enterprise level GEOINT applications and databases. Technologies supported include ArcGIS, ArcGIS Server, SOCET GXP, OpenGeo Software Suite, Microsoft Windows Server, Microsoft Active Directory, NetApp Storage Solutions, VMWare, and Linux server software. The contractor duties shall include but are not limited to system architecture backup and recovery plans, the implementation of security protocols and patches, the monitoring of system health and loading and the administration of multiple servers, databases and storage solutions.

4.4.1 (U//FOUO) Geospatial Systems Specialist Qualifications and Experience.

4.4.1.1. (U//FOUO) Required: Minimum of five years systems administration experience within DOD or equivalent with Government agencies required, with three years at the operational level. At least 2 years of experience within the past three years with ArcGIS, ArcGIS Server, SOCET GXP, OpenGeo Software Suite, Microsoft Windows Server, Microsoft Active Directory, NetApp Storage Solutions, VMWare, and Linux server software. Security+ certification. Shall be proficient in administering and deploying geospatial applications and intelligence related automation to support analytical efforts and product development.

4.4.1.2 (U//FOUO) Desired: Bachelor's degree with at least 5 years of additional experience with targeting and collection management. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 2 years of additional targeted hands on experience in lieu of a Bachelor's degree. IAT level II certification.

4.4.2 (U//FOUO) Senior Geospatial Systems Senior Qualifications and Experience.

4.4.2.1. (U//FOUO) Required: Minimum of ten years systems administration experience within DOD or the Intelligence Community required, with five years at the operational level. At least 2 years of experience within the past three years with ArcGIS, ArcGIS Server, SOCET GXP, OpenGeo Software Suite, Microsoft Windows Server, Microsoft Active Directory, NetApp Storage Solutions, VMWare, and Linux server software. Security+ certification. Shall possess NetApp Certified Data Administrator (NCDA) certification. Shall be proficient in administering and deploying enterprise level open source and commercial off the shelf (COTS) GIS server equipment in support of intelligence organizations. Performs high level/expert intelligence systems architecture design and evaluation. Shall be proficient in administering and deploying geospatial applications and intelligence related automation to support analytical efforts and product development.

4.4.2.2 (U//FOUO) Desired: Bachelor's degree with at least 12 years of additional experience with targeting and collection management. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. Network+, Microsoft Certified Professional Server, Desktop and Active Directory certifications desired. The Government may accept 2 years of additional targeted hands on experience in lieu of a Bachelor's degree. IAT level II certification.

4.5 (U//FOUO) Geospatial Intelligence Analyst. The Geospatial Intelligence Analyst is responsible for performing complex and timely geospatial, topographic, imagery and imagery derived MASINI analysis in support of JSOTFs engaged in combat operations throughout the world. Duties include but are not limited to the Processing Exploitation and Dissemination (PED) of ground feature data and remotely sensed data such as Multi-Spectral Images (MSI), Hyper-Spectral Imagery (HSI), Light Detection and Ranging (LiDAR), Synthetic Aperture Radar (SAR) and Electro-Optical Imagery.

4.5.1 (U//FOUO) Geospatial Intelligence Analyst Qualifications and Experience.

4.5.1.1. (U//FOUO) Required: Minimum of ten years analytical experience within DOD or equivalent Government agencies required, with five years at the operational level. Shall be highly proficient in administering and deploying enterprise level open source and commercial off the shelf (COTS) GIS server equipment in support of intelligence organizations. Performs high level/expert intelligence systems architecture design and evaluation. Shall be proficient in utilizing Geospatial Information System (GIS) applications and intelligence related automation to support analytical efforts and product development. Performs high level/expert imagery analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex military imagery systems solutions to requirements. Shall possess an expert working knowledge of the discovery, analysis and exploitation of geospatially oriented data and the management of that data within a variety of Open Geospatial Consortium (OGC) compliant applications and databases.

4.5.1.2. (U//FOUO) Desired: Bachelor's degree with at least 2 years of additional experience with targeting and collection management. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 2 years of additional targeted hands on experience in lieu of a Bachelor's degree.

4.6 (U//FOUO) Fusion Analyst - Fusion Analyst requirements is broken into four disciplines located in Northern Virginia. They four disciplines are Geospatial-Imagery Fusion Analyst, Geospatial Systems Integrator, Hyper-spectral Analyst, and Hyper-spectral Imagery Scientist. The Geospatial-Imagery Fusion Analyst is responsible to perform complex and timely GEOINT and imagery analysis in support of Combat Action Task Forces throughout the world. Duties include but not limited to, Processing Exploitation and Dissemination (PED) of remotely sensed data such as Multi-Spectral Images (MSI) Hyper-Spectral Imagery (HIS), Radar and Electro-Optical Images. The Geospatial Systems Integrator is responsible for performing complex geospatial and intelligence systems integration in support of forward deployed Special Operations forces throughout the world. Duties include but are not limited to: maintenance, integration and administration of geospatial systems architecture for data management. The Hyperspectral Analyst is responsible for performing complex and timely spectral and geospatial analysis in support of Special Operations forces throughout the world. Duties include but not limited to, Processing, Exploitation and Dissemination (PED) of Airborne and Space-Based Hyper-Spectral Imagery (HSI) data and Electro-Optical Imagery. The Hyperspectral Imagery (HSI) Scientist will serve as a Senior Spectral Manager for a Brigade sized element with organic HSI collection assets. Duties include but are not limited to advising the command on all aspects of HSI enterprise operations and associated requirements.

4.6.1 (U//FOUO) Geospatial-Imagery Fusion Analyst Qualifications and Experience.

4.6.1.1. (U//FOUO) Required: Bachelor's degree and minimum of ten years analytical experience within DOD or equivalent Government agencies required, with five years at the operational level. Shall be highly proficient in geospatial applications and intelligence related automation to support analytical efforts and product development. Shall possess strong briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments. Performs high level/expert imagery analysis, imagery product production, intelligence systems architecture and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex military imagery systems solutions to satisfy identified needs and requirements. Performs high level/expert intelligence systems architecture design and evaluation of procedures, processes, techniques, models and/or methodologies used to develop complex military imagery systems solutions to requirements. Shall possess strong working knowledge of geospatially oriented data and the ability to build geospatial databases. The Government may accept 2 years of additional targeted hands on experience beyond the minimum experience level in lieu of a Bachelor's degree.

4.6.1.2. (U//FOUO) Desired: Master's degree with at least 2 years of additional experience with targeting and collection management. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 4 years of additional targeted hands on experience in lieu of a Master’s degree.

4.6.2 (U//FOUO) Geospatial Systems Integrator Qualifications and Experience.

4.6.2.1. (U//FOUO) Required: Bachelor's degree and a minimum of seven years analytical experience within DOD or equivalent Government agencies required, with five years at the operational level. Possess the ability to identify future Geospatial data systems requirements and integration techniques to assist GEOINT, All-Source, HUMINT, SIGINT and OSINT analysts in expert intelligence production. Have a thorough understanding of geospatial scripting using, but not limited to Python, Perl and Shell to enable intelligence analysts to access geospatial data. Must have strong knowledge of GEOINT and database software to include, but not limited to ESRI ArcGIS 10+, ESRI ArcGIS for Server 10+, SQL Server 2008, PostGIS, PostgreSQL, GeoCache and GEOserver and Data Doors. Have a thorough understanding of geospatial scripting using, but not limited to Python, Perl and Shell to enable intelligence analysts to access geospatial data. Automate common tasks with easy to use scripts written to analyst requirements. Expert understanding of multiple intelligence file formats, transmission formats, network protocols and inter-network communication capabilities.

4.6.2.2. (U//FOUO) Desired: Master's degree with at least 2 years of additional experience with targeting and collection management. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable. The Government may accept 4 years of additional targeted hands on experience in lieu of a Master’s degree.

4.6.3 (U) Hyper-spectral Analyst Qualifications and Experience.

4.6.3.1. (U//FOUO) Required: Bachelor's degree minimum of eight years systems experience within DOD or equivalent with Government agencies required, with six years at the operational level. Possess the ability to classify and identify target classification using ENVI and IDL software by comparing exploitation methods with pixel spectra and reference spectrum. Provide a thorough understanding of Spectral Reflectance within the Field and Laboratory spectra. Have a robust understanding of Atmospheric Compensation, i.e. empirical and atmospheric parameter modeling, individual and principle component analysis and false color analysis across the electromagnetic spectrum. Be able to perform non-literal analysis to identify numerous material discrimination events, vegetation analysis and spectral library manipulation using ENVI SPEAR tools. The Government may accept 2 years of additional targeted hands on experience beyond the minimum in lieu of a Bachelor's degree.

4.6.3.2. (U//FOUO) Desired: Master's degree in Image Science or Remote Sensing. Additional years of expert experience in the fields of hyper-spectral imaging techniques, advanced geospatial analysis and production experience are highly desirable. The Government may accept 4 years of additional targeted hands on experience in lieu of a Master’s degree.

4.6.4 (U//FOUO) Hyper-spectral Imagery Scientist Qualifications and Experience.

4.6.4.1. (U//FOUO) Required: Master's degree in Image Science or Remote Sensing with a minimum of 15 years systems experience within DOD or equivalent with Government agencies required, with 10 years at the operational level. Possess the ability to expertly identify shortcomings and troubleshoot faulty data sets from sensors and atmospheric anomalies after collection. This includes but is not limited to noise suppression, optical turbulence compensation and photometric principle. Provide expert sensor calibration recommendations to sensor engineers and aircraft operators on prime sensor capabilities. Expertly analyze and interpret real world spectral data, using medium level statistical analysis techniques to provide solutions. Understanding of Imaging Spectrometers, IDL, MATLAB and other analysis tools and programming languages. Understanding of spectral phenomenology and the processing and exploitation of airborne and space-based HSI and electro-optical data. Be able to provide expert advice to the organizational leaders regarding the processing, exploitation and dissemination architecture for HSI data. The Government may accept 3 years of additional targeted hands on experience beyond the minimum in lieu of a Master's degree.

4.6.4.2. (U//FOUO) Desired: Doctoral Candidate or PhD with additional years of expert experience in the fields of extensive hyper-spectral troubleshooting techniques, sensor to operator knowledge of production and collection experience are highly desirable.

4.7 (U//FOUO) Three-dimensional (3D) Physical Modeler. The Three-dimensional (3D) Physical Modeler provides collection management, analysis, processing and dissemination of geospatial model products derived from imagery and tactical intelligence. The contractor shall prepare imagery derived geospatial models using the 3D modeling reports and products; utilize highly advanced AutoCAD techniques to tailor terrain products and revise planimetric and topographic features; use graphic skills to draw, scribe, digitize and scan cultural, topographic, and hydrographic, and/or other target features in digital formats; and perform digital data manipulation of imagery and topographic information by querying, viewing, evaluating, and downloading digital data. Contractor shall administer and perform user level maintenance on a variety of systems used in physical modeling to include Objet Connex 500 multi-material precision prototyping systems, Dimension 1200es 3D printers and Epilog Legend laser cutter and engraving systems.

4.7.1 (U//FOUO) Three-dimensional (3D) Physical Modeler Qualifications and Experience.

4.7.1.1. (U//FOUO) Required: Minimum of ten years analytical experience within DOD or equivalent with Government agencies required, with five (5) years at the operational level. Shall be proficient in geospatial applications and intelligence related automation to support analytical efforts and product development. A strong knowledge of GEOINT and database software to include, but not limited to ESRI ArcGIS 10+, SOCET GXP, and RemoteView. Shall be proficient in geospatial applications and intelligence related automation to support analytical efforts and product development. A strong knowledge of GEOINT and database software to include, but not limited to ESRI ArcGIS 10+, SOCET GXP, and RemoteView. Shall possess strong working knowledge of geospatially oriented data and the ability to build geospatial databases.

4.7.1.2. (U//FOUO) Desired: Bachelor's Degree. Additional years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are desirable. The Government may accept 2 years of additional targeted hands on experience in lieu of a Bachelor’s degree.

4.8 (U//FOUO) Project Manager/Deputy Project Manager. Project Manager (PM) and Deputy Project Manager (DPM) shall adequately supervise contractor personnel. The PM and DPM shall be responsible for coordinating all aspects of contract management. The PM and DPM shall reside within a one (1) hour recall time of Fort Bragg, NC. Office space will be provided at the Government facility for the PM and DPM. The PM and DPM shall be available to the COR and KO during normal business hours. The PM and DPM are considered Key Personnel under SOFARS Clause 5652.237-9001. The Contractor shall provide to the KO or designated Contracting Officer representative (COR), written notice of any personnel changes in key positions.

4.8.1 (U//FOUO) Project Manager Qualifications and Experience.

4.8.1.1. (U//FOUO) Required: Bachelor's degree with minimum of ten years managerial experience within DOD or equivalent Government agencies required, with at least five years managing projects of similar size and scope. Shall be knowledgeable in geospatial applications and intelligence related automation to support analytical efforts and product development. Shall possess strong working knowledge of geospatially oriented data, geospatial intelligence analysis and geospatial databases. Must possess Project Management Professional (PMP) or Program Management Professional (PgMP) certification and the time of proposal submission.

4.8.1.2. (U//FOUO) Desired: Master's degree with at least five years of experience with targeting and collection management. Minimum of five years of experience in special operations intelligence or operational experience within the SOF community.

4.8.2 (U//FOUO) Deputy Project Manager Qualifications and Experience.

4.8.2.1. (U//FOUO) Required: Bachelor's degree with minimum of eight years managerial experience within DOD or equivalent Government agencies required, with at least three years managing projects of similar size and scope. Shall be knowledgeable in geospatial applications and intelligence related automation to support analytical efforts and product development. Shall possess strong working knowledge of geospatially oriented data, geospatial intelligence analysis and geospatial databases. Must possess Project Management Professional (PMP), or Certified Associate in Project Management (CAPM) certification and the time of proposal submission.

4.8.2.2. (U//FOUO) Desired: Master's degree with at least five years of experience with targeting and collection management. Minimum of five years of experience in special operations intelligence or operational experience within the SOF community.

4.9 (U//FOUO) Conduct of Personnel. The Contractor shall debrief and remove employees from performing under this contract for reasons of documented substandard job performance, misconduct, security breaches, or the suspicion of being under the influence of alcohol, drugs, or other incapacitating agents. Contractor shall comply with the provisions of the appropriate Theater Commander's General Orders pertaining to personal and professional conduct and all regulations, directives, instructions, policies and procedures outlined in paragraph 3.

4.10 (U//FOUO) Resume, Interview, Psychological Evaluation and Drug Testing Requirements. Contractor shall submit resumes for all candidates when requested for final evaluation of proposed personnel following contract award. The COR has the option to accept or reject any person offered by the Contractor for any reason. The USG may ask the Contractor to remove any person from the task for unprofessional conduct, failure to perform as needed or other behaviors that may reflect derogatorily on the Government. The Government reserves the right to conduct a skills verification process for all candidates to assess and validate the qualifications and skills of proposed personnel. This process is conducted jointly with the Contractor. Travel and lodging expenses will be reimbursed for Contractor candidates during the skills verification process.

4.11 (U//FOUO) Personal Appearance: Contractor personnel working under this contract shall comply with organizational Personal Appearance policies as written or directed. Personnel shall present a neat, professional appearance commensurate with standards delineated for Government civilian/military personnel acting in similar capacities. Contractor personnel are expected to comply with reasonable dress and grooming standards based on comfort, productivity, health, safety, and type of position occupied. Clothing shall be kept as clean and neat as practicable (no debris, dirt, mud, stains, rips, tears, holes, etc.), considering work conditions and mission requirements. The Government reserves the right to direct grooming standards and the wear of certain clothing and/or equipment, furnished by the Government, in cases where it is to the advantage of the supported unit and the safety of personnel performing under this contract.

5 (U//FOUO) Security: Security shall be in accordance with Attachment J-3 DD254.

At the start of this task, 226 FTEs shall have current SCI eligibility through DoD populated in JPAS based off of a current investigation within the last five years. All other personnel supporting the contract team that will require knowledge of specific performance locations shall be cleared at the Secret level at the start of this task. All Contractor team individual(s) supporting this task must maintain the required security clearance level throughout the contract period of performance. At the discretion of the Government, selected individuals supporting this task order will require access to Special Access Program (SAP) information. Access to SAP information requires the requisite security clearance based on a security investigation with a date less than 5 years old and requires employees to undergo additional personnel security screening meeting the DOD SAP-accessing directives and policies. Contractors will require access to SCI, SAP, Foreign Government information, and Focal Point material in performance of this effort. Contractors will require access to NIPRNET, SIPRNET, FP/ACCM, and JWICs computer network systems only at Government facilities. Contractor will be authorized to courier classified information up to the "TS-SCI" level in performance of official duties upon approval of and designation by the COR and the SSO. Contractor will require access to secure communications equipment in performance of official duties. In addition to normal security requirements, the Government may perform an independent security determination to potential Contractor personnel both before and during employment. Additionally, the Government may consider persons for a counterintelligence scope polygraph examination. Authorized uses of polygraph examinations will be conducted in accordance with DOD Directive 5210.48-R.

6 (U//FOUO) DELIVERABLES:

6.1 (U//FOUO) CDRL #A001 Kick Off Meeting The Contractor shall host a kickoff meeting and contract review. Included in the review shall be the status of current efforts, path forward for transition if applicable, and discussion of other critical issues.

6.2 (U//FOUO) CDRL #A002 Monthly Status Report. The Contractor shall provide monthly status reports for the contract in Contractor format by the 1oth working day of each month to the COR, and the Contracting Officer. The status report should provide an executive summary roll-up of all contract efforts, as well as detailed individual reports capturing initiatives and efforts to date, as they relate to this SOW. This report, at a minimum, should include a summary of the contract's accomplishments for the reporting period, planned tasks for the next reporting period, itemized costs for the period and expenditures to date, summary of deliverables provided, identification of any vacancies and open positions for the contract, and concerns or issues relate to performance. The Contractor shall be prepared to provide a formal brief of the report when directed.

6.3 (U//FOUO) CDRL #A003 Manning Report. The Contractor shall submit a monthly manning report in Contractor format by the 15th working day of each month to the COR, Program Manager and the Contracting Officer. At a minimum, the manning report shall identify the number of Contractor personnel currently employed under the contract by labor category, the number of hours worked by each labor category for verification by the COR for billing purposes, and any vacancies and open positions for the contract.

6.4 (U//FOUO) CDRL #A004 Travel Report. Trip reports shall be submitted in Contractor format monthly. Trip reports shall provide a brief background justifying travel and provide an itemized travel expense summary.

6.5 (U//FOUO) CDRL #A005 Training Report. Training report shall be submitted in Contractor format monthly. Training report shall provide a brief narrative explaining the requirement for training and provide the point of contact information for the goverrnnent official requesting the training. The report shall include an itemized cost to include a travel estimate as applicable. All training shall be approved by the COR/KO prior to execution.

6.6 (U//FOUO) CDRL #A006 Performance Evaluation Meetings. Performance evaluation meetings shall be held with the Contractor at least quarterly or as required by the COR and/or Contracting Officer. The Contractor may request a meeting when he/she believes such a meeting is necessary in resolving performance or contractual issues.

7 (U//FOUO) TRANSPORTATION

7.1 (U//FOUO) Work-Site. In cases where commercial transportation services do not exist, the Government will provide transportation to and/or from the deployed site and remote locations. Once at deployed location, the Government will provide ground and/or air transportation for Contractor personnel in support of duties performed under this contract.

7.2 (U//FOUO) Reimbursement. The Government will only reimburse transportation costs and Other Direct Cost (ODCs) for those Contractor personnel performing an on-site management function and services in direct support of this SOW, and for those personnel that are selected for the Government Skills Verification process. Reimbursement shall be in in accordance with the Joint Travel Regulation (JTR). Contractor personnel are not authorized to conduct travel unless it is approved and/or authorized in advance by the Government COR. Reimbursable ODCs are listed as follows: Visas, passports, unique SOF training, and other COR and/or KO preapproved related items associated with fulfilling contract requirements. Employee relocation expenses shall not be reimbursed by the Government.

8 (U//FOUO) Government Furnished Items. Except for those specified as Contractor furnished, the Government will provide all necessary facilities, equipment, materials and logistics items required in the performance of services under the contract in the overseas area of operations. The Government will make best effort to furnish the following, as required at the deployed location:

8.1 (U//FOUO) Administrative and Office Equipment and Supplies (i.e. desks, tables, chairs, file cabinets, pencils, paper, computer software and/or hardware, etc.)

8.2 (U//FOUO) Communications Equipment. This equipment will be used for official calls only to the site manager(s), program management team and/or COR as required.

8.3 (U//FOUO) Living Accommodations. The Government will provide living accommodations in the OCONUS Area of Responsibility (AOR).

8.4 (U//FOUO) Identification. Contractor employees will receive a Common Access Card (CAC) which includes the Geneva Conventions Identity Card for Persons who Accompany the Armed Forces, and personal identification tags that include the following information: full name, social security number, blood type, and religious preference. Other identification cards, badges, etc., may be issued depending upon the basis for the operation. At termination of employment under this contract, Contractor personnel are required to surrender Government-issued identification documents.

8.5 (U//FOUO) Weapons. In accordance with DFAR clause 252.225-7040, if the Contractor requests that its personnel performing in the designated operational area be authorized to carry weapons, the request shall be made through the Contracting Officer to the Combatant Commander, in accordance with DoDI 3020.41, paragraph 6.3.4.1 or, if the contract is for security services, paragraph 6.3.5.3. The Combatant Commander will determine whether to authorize in-theater Contractor personnel to carry weapons and what weapons and ammunition will be allowed. Contractors are not authorized to carry or possess weapons, to include, but not limited to: personal firearms, explosive devices of any type, and knives other than pocket and/or belt size. When authorized by the appropriate authority, the Contracting officer or COR will notify the Contractor of the requirement for individual personnel to carry a weapon. When authorized a firearm will be provided by the Government for individual self-defense IAW DoDI 3020.41 and approved by the Commanding General (or a designee no lower than the flag officer level) for the theater. If a firearm is issued or provided, weapons familiarization will be provided by the Government prior to the issuance of a weapon for personal protection. 8.5.1(U) The requirement for contractors to carry weapons is considered to be limited and will be addressed on a case by case basis dependent on mission and security considerations. For the purposes of proposal consistency, Offorer’s shall assume there is no requirement for Contractors to carry weapons. The KO or COR will provide advanced notification of any requirement for Contractor personnel to carry weapons to ensure adequate time for training, administrative and legal compliance requirements.
