b. If goals were not met on the SF 294/295s, provide an explanation as to why the goals were not met.
L.3.1.3 Relevant Contracts. Relevancy will be determined based on contract references reflecting past and present performance over the past three years which is relevant to the following:
L.3.1.3.1 For the prime Offerors, relevancy is defined as contracts that are most similar to this overall effort. Some of the factors in determining relevancy include: magnitude, project complexity, security classification requirements, contract type, number of employees required, special operations support, other Federal Government agency support, scope required in the SOW (full motion video focused/functional spectrum of CONUS/OCONUS Imagery Analyst Support Services), etc. The more the overall effort is similar in these areas, the more relevant it becomes.
L.3.1.3.2 For proposed subcontractors/teaming partners, relevancy is defined by that which reflects experience in the area of expertise the subcontractor is projected to actually perform under this contract, (i.e. specific areas in the SOW/labor categories).
L.3.1.3.3 When making the relevancy determination the following definitions will be utilized.
Rating
Definition
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant
Present/past performance effort involved similar magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant
Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
L.3.1.3.4 Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. In order to facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts identified for the past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts identified and general enough to apply to efforts on which the Government receives information from other sources.

1. Current Forward Pricing Rate Agreement (FPRA) for the contract period of performance, or
2. Detailed historical pool and base costs for the Offeror's prior three (3) years and budgeted pool and base costs for the contract period of performance.
L.4.6 Adequate Business Systems. The Offeror shall provide valid documentation from DCMA, DCAA, other Federal Audit Agency or other Offeror provided information that allows the contracting officer to determine that the contractor's accounting system will permit timely development of all necessary cost data for the cost type CLINs and the negotiation of cost in accordance with the Federal Acquisition Regulations and applicable supplements in order to be considered for award (within the last 3 years from date of the issuance of this RFP). If the Offeror does not currently have an accounting system determined to be adequate by the Government, the Offeror shall complete Attachment J-7 - SF 1408 Checklist.
Contracting Officer has determined there is a high probability of adequate competition on this acquisition. Upon examination of the initial proposals, the contracting officer will review this determination and if in the Contracting Officer’s opinion, adequate competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the Contracting Officer determines that adequate competition no longer exists; Offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of price. Additionally, all information related to pricing shall be included in the section of the proposal defined as “Volume 4 Price Proposal”. UNDER NO CIRCUMSTANCES should pricing data be included elsewhere in the proposal.
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
M.1.0 Introduction: This section outlines the criteria the Government will use in evaluating the Offeror’s capabilities and proposals for the Joint Geospatial Imagery Analyst Support Services (JGASS) Contract. The Government will compare each Offeror’s capabilities and proposal elements against the predetermined evaluation criteria related to the Government’s requirement defined herein. This is a competitive, best value, source selection that will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 215.3.
M.1.1 Evaluation: The Government will evaluate all proposals received against Qualifying Criteria, Management/Technical Capability, Past and Present Performance, and Price/Cost. All qualifying criteria are evaluated on a pass or fail basis. A color rating technique will be used to evaluate the Management/Technical Capability. Past and Present Performance will receive an overall confidence level rating. The Price/Cost Factor will not be given a color rating but will be assigned a TEP. The subfactors within the Management/Technical Capability Factor are in descending order of importance. Management/Technical Capability, Past and Present Performance (Factors 1 and 2) at the Factor level are equal and when combined are significantly more important than Price (Factor 3).

Evaluation of risk associated with the proposal for this factor is inherent in the evaluation. The Government will roll up subfactor ratings into an overall rating for this factor. Subfactors are in descending order of importance. Note that if a proposal demonstrates a material failure to meet a Government requirement, it is a deficiency in the proposal.
M.1.4.1Subfactor 1: Management and Personnel Processes: Under this subfactor, the Government will evaluate the extent to which the Offeror’s outlined plans for each organizational element demonstrates clearly defined responsibilities and sound business management practices and processes to meet the organization, logistics, personnel, security, various deployment procedures and management required of the SOW. The Government will evaluate the extent to which the proposed team collectively demonstrates the knowledge and expertise required of this solicitation. The evaluation will include an assessment of the offeror’s plan to recruit and retain qualified personnel for the various units both CONUS and OCONUS to include current infrastructure/procedures in place to support deployed personnel and continuous employee development training. The evaluation will include an assessment of the Offeror’s plan to execute a realistic, organized, seamless and timely contract phase-in to transition the contract while minimizing impacts to SOF users. The Government will evaluate the extent to which the Offeror demonstrates a clear understanding of the required timelines for transition. The Government will further evaluate the extent to which the Offeror’s plan demonstrates an understanding of how the required personnel support the mission and appropriate risk mitigation strategies to successfully deploy personnel during performance of the Contract while minimizing degradation in services. The Government will determine whether the proposal meets the requirements and to what degree the proposed approach indicates an understanding of the requirements per the definitions contained within Table 1 below. For proposed subcontractors/teaming partners, evaluation shall focus on the recency and relevancy as defined in Section L regarding how well the Contractor performed or is performing the same or similar type of work under other Government contracts with a focus soley on work that the subcontractor is projected to actually perform under this contract.
M.1.5.1 The Government will conduct an in-depth review and evaluation of all performance data obtained to determine how closely the work performed under those efforts relates to the current requirement. The performance evaluation will be based on the data gathered by both interviews with those references provided from the Offerors proposal information sheets, submitted SF 294/295s, and CPAR reports as available through the Past Performance Retrieval System (PPIRS). The Government is not limited to these resources.
M.1.5.2 The Government will evaluate the present and past performance of the efforts (that meet the recency and relevancy criteria in Section L) in order to determine the Government’s overall level of confidence in the Offeror’s ability to successfully perform the required effort. The Confidence Ratings with definitions that will be utilized are contained within Table 2 below.
SECTION M - Table 2. Performance Confidence Assessments
Rating
Description
Substantial Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence
Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence
Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence
(Neutral) No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
M.1.6 FACTOR 3 –Price/Cost: Price will be evaluated in order to determine that it is fair and reasonable IAW FAR 15.404 to include ensuring the price is not unrealistically low or unreasonably high without valid explanation. Accordingly, both price and cost analysis will be used to determine reasonableness as well as cost realism (Cost Reimbursable CLINS only). IAW FAR 15.404 the Government will use price and cost analysis techniques and procedures to ensure a fair and reasonable price including comparison of prices proposed by each of the offerors and the Government cost estimate. Price will not receive a color rating or score.
Price anaylsis will be performed for the proposed fixed price hourly labor rates. The total price for Labor (CLINS 0001/0002) will be calculated by multiplying the Offeror’s proposed hourly rates by the hours for each category to arrive at a total Labor price for each year.
Cost analysis will be performed for the proposed Travel and ODCs costs. Travel Cost CLIN (0003) will be based on the Government provided travel base amount within Attachment J-5 of $500,000.00 per CLIN per year plus the offeror's proposed indirect rates. ODC Cost CLIN (0004) will be based on the Government provided ODC base amount within Attachment J-5 of $1,410,000.00 per year plus the offeror's proposed ODCs, plus applicable indirects. The Government shall compute a Most Probable Cost (MPC) and conduct cost realism on these cost CLINs (Travel and ODCs).
The Government will roll up the MPC for Travel and ODCs and the total Labor prices for each year as outlined within Attachment J-5. Price proposal evaluations will consider the total of all CLINS for a Total Evaluated Price.
The Government will ensure the offeror currently has an accounting system determined to be adequate by the Government and evaluate the total compensation plans IAW RFP provision 52.222-46.
M.1.7 Basis of Award. To arrive at a source selection decision, the Source Selection Authority (SSA) will perform an integrated assessment using the evaluation factors described in Section M. This may result in an award being made to higher rated, potentially higher priced Offeror where the decision is consistent with the evaluation factors.
