Q.1. With regards to joint ventures, per 13 CFR §§ 121 and the Frequently Asked Questions on the SBA website, the revenues or the employees of all joint venture partners are added together to determine the size of a joint venture. However, on certain large Federal procurements, a joint venture comprised of only small businesses would qualify as a small business joint venture. This is limited to (1) procurements that exceed $10 million in value that are classified with an NAICS industry having an employee-based size standard, or (2) procurements that exceed one-half of the size standard for procurements classified with an NAICS industry having a revenue-based size standard. Could you please provide the methodology used to calculate the small business size status of joint ventures on this procurement?

A.1. According to 13 CFR § 121.103 (h)(3)(i), A joint venture of two or more businesses may submit an offer as a small business without regards to affiliation for this procurement when each concern is small under the size standard associated with NAICS code 611630 ($7 Million) because this is not a “bundled” requirement and the dollar value of this procurement, including options, exceeds half of the size standard for NAICS 611630.

Attachment 6 has been amended to reflect these changes.

Q.5. Where should the pricing for proposal task orders be included? Will the Government provide a price template for the proposal tasks?

Q.43. The RFP requires the bidder to price three specific tasks under CLIN 2. Is it the Government’s intent to use this CLIN for other unspecified tasks as needed?

It is the offeror’s responsibility to ensure they have the proper access to the military base where the drop-off is located if hand delivery is requested and approved.

Q.50. Attachment 4 and Attachment 7 do not match up for CLIN 1 pricing. Was that the Government’s intention?
