About this file
This is a memorandum documenting paint sample analysis results from the Department of the Air Force, Air Education and Training Command, dated May 3, 1995.
The memorandum reports laboratory analysis results for nine paint samples collected from Laughlin Airfield, specifically from Buildings 1700 and 1776. Samples were analyzed by Armstrong Laboratory for total lead content using EPA Method 3050/7420. Eight of the nine samples tested below the Air Force action level of 5,000 ppm and below the Consumer Products Safety Commission definition of lead-based paint (600 ppm). However, Base Sample GM950162, exterior white paint from Building 1776, contained total lead of 19,500 µg/G (1.95%), significantly exceeding the Air Force action level. This sample prompted the memorandum to conclude that if the paint is to be removed, all Air Force mandated lead-based paint abatement procedures must be implemented. The analysis results ranged from 54 µg/G to 19,500 µg/G across the samples collected. The memorandum specifies compliance with 29 CFR 1926.62, "Lead in Construction," for any disturbance of the identified lead-contaminated paint.
