The project aims to improve cabin conditions and extend the structural life of the facility constructed in 1989 by addressing CMU block cracking and separation, efflorescence deposits, walkway support rotation, HVAC ductwork interference with radio transmission, worn carpet, chipped countertops, and leaking mullion seals.

The Contractor must furnish all design, specifications, materials, labor, tools, equipment, and transportation to complete the work, including an approved 100% design before construction begins. Key deliverables include structural renovations (realignment of steel walkways, installation of two new MC10 x 8.4 channels with wedge anchors, CMU block repair and coating with efflorescence-resistant primer and elastomeric acrylic finish, mullion gasket and fastener replacement, and roof flashing recoating); cabin interior renovations (static-dissipative carpet replacement per UFGS 09 68 00, HVAC ductwork redesign to eliminate in-floor vents, replacement cabin lighting and four additional duplex or quadruplex receptacles per UFC 4-133-01, new cabinets and countertops maintaining access to flare port launchers and RAWS equipment, new window shades, and three dual data port outlets with CAT6 cabling); and mechanical room flooring with two-layer epoxy coating. The project is located within the Controlled Movement Area on the airfield, requiring compliance with airfield procedures, AF Form 103 work clearance submission 30 days prior to construction, FAA determination request 60 days prior to construction start, Airfield Driving Training completion, Entry Control Point 5 access, and free zone coordination with Base Operations. Additional requirements include Foreign Object Detection (FOD) planning, enclosed dumpster waste management with approved offsite disposal, water source coordination via Entry Control Point 5 spigot or fire hydrants with backflow prevention, and site restoration upon completion. The design submittal schedule requires 65% intermediate design at day 56 (21-day Government review), 95% pre-final design at day 105 (21-day review), and 100% final design at day 140 (21-day review), with design review meetings within 7 days of receiving Government comments. Applicable standards include UFC 1-200-01 (DoD Building Code), UFC 4-133-01 (Air Traffic Control Facilities), UFC 3-410-01 (HVAC Systems), UFGS 04 20 00 (Unit Masonry), NFPA 70 (National Electric Code), and FAA Advisory Circular 70/7460-1 (Obstruction Marking and Lighting). RENOVATE RUNWAY CONTROL STRUCTURE B1776

LAUGHLIN AIR FORCE BASE, TEXAS

JULY 2026

PREPARED BY: 47 CES/CENMP

MXDP 22-1006 DRAFT July 2026

RENOVATE RSC B1776

1. Project Description

1.1. Purpose

1.1.1. The purpose of this project is to improve cabin conditions and extend the structural life of the Runway Control Structure Building 1776. The facility was constructed in 1989. The Concrete Masonry Unit (CMU) blocks show cracking and separation, since the construction of B1776 is not in conformance with the original design drawings. The CMU blocks also show efflorescence deposits and delaminating paint, indicating moisture. The walkway support shows signs of rotation from the CMU wall, leading to crack development in mortar joints and the CMU. The HVAC in-floor vents interfere with radio transmission during aircraft takeoff and impede chair movement, distracting the full attention of the crew. The carpet shows severe wear. The counter tops are chipped and worn. The mullions’ seals leak.

1.1.2. Within the below documents, the following shall be consistent. When “the Government” is mentioned, it is a representation of the Project Manager (PM), the Contracting Officer Representative (COR), and the Contracting Officer (CO).

When “the Contractor” is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with/for the prime contractor.

1.2. Location of Project

1.2.1. B1776 is located on South Honcho Road between Laughlin’s Center and Inside runways in the Controlled Movement Area (CMA) on the airfield and, therefore;

the Contractor shall comply with all rules and regulations governing said area.

See Attachment A, Building 1776 Floor Plan for cabin layout.

2. Scope of Work

2.1. The Contractor shall furnish all design, specifications, materials, labor, tools, equipment, transportation, and all other incidentals necessary to complete the work outlined within this Statement of Work (SOW). The Contractor shall provide all labor, equipment, design drawings, materials, transportation, and all incidentals required to renovate B1776. The Contractor shall provide an approved 100% design before any construction is to begin.

2.2. Existing Conditions

2.2.1. The Contractor shall investigate the existing condition of B1776 South Honcho Runway Control Structure and obtain all necessary information and engineering design data through on-site investigation, reconnaissance, and surveys, as required to complete the scope of work.

2.2.2. The Government will furnish copies of all available records as necessary to aid in the completion of this project; however, the use of Government furnished data does not relieve the Contractor from performing thorough site investigations to obtain all the information necessary to complete renovation.

2.2.3. The Contractor shall be solely responsible for verifying and validating existing conditions and incorporating the proposed requirements in conjunction with the existing conditions.

2.2.4. Hazardous Materials: Due to the age of the building, there is a possibility of lead paint and asbestos present. During renovation of “sister” building 1700 in 2023, lead and asbestos testing were performed. Though no detectable levels of lead were detected in Building 1700, the Government can confirm the presence of lead based exterior paint for B1776. See Attachment F B1700 Hazardous Material Test Report and Attachment J LeadReport Bldg 1700_1995.

2.3. Required Structural Renovations

2.3.1. Structural Steel:

2.3.1.1. The Contractor shall inspect, re-level, re-square, re-caulk, re-tighten all structural steel (to include walkways, stair support and window frames/mullions). After aligning the exterior walkways, the Contractor shall conduct an inspection of the interior and exterior CMU walls identifying mortar joint cracking, cracks in, or damaged CMU blocks.

2.3.1.2. Steel walkways have additional vertical columns that support the outer edge of the walkways. The walkway support at the free end of the walkway shows signs of rotation from the CMU wall, leading to developing cracks in CMU units and mortar joints The Contractor shall adjust to ensure that the walkway is level.

2.3.1.3. The Contractor shall adjust the existing vertical support column at the free end of the walkway (adjacent to stairs) to bring the end channel into level.

Install two (2) new MC10 x 8.4 x 4'-0" channels, vertically aligned with the CMU bond beams and centered over the existing doorway. Secure using three (3) 1/2" x 3 3/4" HILTI KWIK Bolts TZ2 Wedge Anchors (or approved equal) at 13" O.C., per manufacturer recommendations.
