About this file
This is a Site Visit Questions and Answers document for solicitation MXDP 22-1006 (FA309926Q0021), a design-build construction contract to renovate Runway Control Structure Building 1776. The document addresses 27 contractor questions submitted regarding the Statement of Work and solicitation requirements, with corresponding government responses clarifying project scope and expectations.
Key technical clarifications include: the government intends to repair rather than replace mullions and flashing despite observed corrosion; no septic system exists on the airfield despite observed floor drains that should not be sealed; asbestos and lead test results are available in SOW Attachments F and J; the contractor is responsible for removing and relocating wiring necessary for HVAC ductwork replacement, though existing mechanical room equipment will remain in place; the 50% relative humidity requirement is a maximum to prevent efflorescence and is a working setpoint for RAWS equipment; electrical work requires seven days' written notice to the Contracting Officer and government witness for any power shutoffs; and the obstruction light requirement has been removed from the SOW. The government prefers email or DoD Safelink delivery of proposals to SSgt. Johnson (arthur.johnson.9@us.af.mil) and Mr. Adamich (tyler.adamich.1@us.af.mil). The solicitation was amended and extended to September 22, 2026, at 2:00 p.m. CST for bid submission. Contractors requiring access to classified documents and as-builts should request access through SAM.gov. The project is a 100% Small Business Set-Aside with a NAICS code of 236220 and small business size standard of $45.0 million.

MXDP 22-1006
Renovate RSC B1776 Questions:
1. Q#1: SOW 1.1.1: “The Mullions’ seals leak” Due to the deteriorating situation of the Mullions in multiple areas around B1776, and with multiple paint layers potentially masking the severity of the rust decay. An accurate quote to repair or replace the mullions will not be possible until the existing paint layers are removed on the exterior and interior sides to observe the exposed mullions. How would the government like to address this issue?
The Government’s intent is to repair, not replace. The Government does not expect extensive damage.
2. Q#2: SOW 1.4: Due to limits of exterior photos for security reasons, can the government provide photos of the exterior of B1776, Main electrical panels/shutoffs, possible location of a septic tank.
See photos.
There is no water on the airfield, therefore there is no septic tank.
3. Q#3: SOW 1.4: The Statement of Work is inaccessible through SAM.gov, asking for a password once the file is received. Can the government re-upload this document.
See corrected attachment at SAM.gov
4. Q#4: SOW 1.4: Two files are considered classified, please provide the steps to retrieve these files.
Please request access through SAM.gov
5. Q#5: SOW 1.4: Please provide as-builts of the existing building, engineering inspection results, electrical layout, and any other information the government can provide to give contractors the basis for the SOW and the structure repair steps.
Please request access through SAM.gov
6. Q#6: Due to the questions for this design/build solicitation being due on Sept.14, and the bid required due date being on Sept.18, will the government consider extending the due date to 7 calendar days after a response is issued for the questions?
Solicitation was amended and extended to 22 Sept 2026 @ 2 PM CST
7. Q#7: SOW 2.2.4: Please provide any lead and/or asbestos test results taken to confirm the presence of at least the lead.
See SOW Attachments F and J.
8. Q#8: SOW 2.3.1.: Due to the request to “re-level, re-square, re-caulk, re-tighten all structural steel of the cat-walk, stair support, and window frames/mullions.” Multiple fasteners and mullions were observed with varying degrees of metallic corrosion and will have to be replaced to achieve the stated goal, and may cause dramatic settling at a minimum, possibly leading to damaged window panes, to severe cracking and damage of the CMU blocking, up to and including having to re-leveling the second story floor. Does the government acknowledge that the costs to repair any additional cracking and damage during this process will be on the government? (Obviously, due-diligence and mitigation efforts will be presented from the contractor’s side to reduce the chance of stated damage.)
The KTR shall follow the SOW.
9. Q#9: SOW 2.3.2: Due to the request of “dry mechanical scraping/ wire-brushing” to remove “all failing exterior/interior coatings and efflorescence.” A limit of how much F.O.D. will be trapped due to the height and location, does the government acknowledge the limitations, or want to include a price to encase the building in a temporary structure to trap 100% of demolition and abatement F.O.D.?
No.
10. Q#10: SOW 2.3.2.2 and 2.3.2.3: Due to additional cracking and damage that may result from leveling and re-squaring, how would the government like to address these potential costs?
11. Q#11: SOW 2.3.3: Can the government please provide the manufactures instructions for the mullions used during the original design/building of B1776?
As-builts can be provided, but no manufacturer’s instructions are available.
12. Q#12: SOW 2.3.3.: Due to bird droppings observed on the upper ceiling glass, does the government want to include anti-bird measures in the design for the “roof”?
No.
13. Q#13: SOW 2.3.3.2 Due to rust decay observed to multiple areas of exposed metal, including this flashing, an accurate quote to repair or replace the flashing will not be possible until the existing paint layers are removed on the exterior and interior sides to observe the exposed mullions. How would the government like to address this issue?
The Government’s intent is to repair, not replace. The Government does not expect extensive damage.
14. Q#14: SOW 2.3.4: Two open floor drains were observed in the north/center flooring, does this building have an abandoned septic system?
No.
15. Q#15: SOW 2.3.4: Two open floor drains were observed in the north/center flooring, Does the government want these two open pipes to be sealed and capped? If so, does the government want the caps level with the flooring or beneath it?
No.
16. Q#16: SOW 2.3.4: Two open floor drains were observed in the north/center flooring, with the existing flooring raised near the drain openings. Does the government want this floor to be leveled prior to sealing?
No.
17. Q#17: SOW 2.4.2: Will the government remove any wiring as well as the equipment required for the building’s purpose prior to installation of these new designed ducts/returns?
The Contractor should remove/relocate wire as needed to accomplish duct replacement. (Air Handling wiring.) The mechanical room rack containing RAW’s radio and weather equipment will not be removed. The black COMM cabinet will not be removed.
18. Q#18: SOW 2.4.2.1 A stated “50%” humidity is included in the SOW, is this a maximum amount that is preferred? Or is there a requirement based on the equipment in use in the location? What is the preferred location for dehumidifier drainage system?
The 50% relative humidity is to prevent future efflorescence after removal of the efflorescence on the wall. This is also a working setpoint for the RAWS equipment.
19. Q#19: SOW 2.4.3: Corrosion was observed on multiple conduits and junction boxes in the first-floor space, does the government want these replaced or any other panels on the exterior or interior?
Would these be required to be removed to perform the removal of the efflorescence? If so, yes.
20. Q#20: SOW 2.4.3.: Can the government confirm the main shutoff for all electrical for the building prior to any electrical work?
The electrical disconnect is next to the Automatic Transfer Switch. The Contracting Officer will be notified in writing 7 days in advance of the need to de-energize the building. The Government will witness the de-energization. Any power shut-off by the Contractor needs a Government witness.
21. Q#21: SOW 2.4.3.1: Can the government confirm re-installation of the LPS does not include replacing the grounding components and downleads/conduit? Due to age and corrosion, the downleads and grounding components may not meet the latest codes. Does the government acknowledge these grounding components and downleads may have to be replaced at the cost to the government?
The Government will reconfirm the re-installation of the LPS. However, if during inspection the existing components are found to violate current codes due to corrosion or wear, The Government recommends their replacement.
22. Q#22: SOW 2.4.4.: As stated at the site visit, please confirm the government equipment will be removed, and any wiring leading to this equipment.
The Government will remove equipment from the cabin and its associated cabling.
23. Q#23: SOW 2.4.4.: Please provide dimensions of equipment that requires a recessed cut-out.
Dimensions are included in the 100% IFC for B1700’s renovation.
24. Q#24: SOW 2.4.4.: Please provide dimensions of equipment that requires to be installed in a cabinet.
Dimensions are included in the 100% IFC for B1700’s renovation.
25. Q#25: SOW 2.4.7.2: Due to two existing steel poles existing on site, please confirm which of the poles the government intends to reuse for the Obstruction Light. (North or South) Obstruction light requirement has been removed from the SOW.
26. Q#26: SOW 2.4.7.2: Please confirm if the two existing poles have a functioning LPS, will the government be removing this communication equipment prior to installation/re-installation of the LPS?
27. Q#27: “a. Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8 by 11:00 AM (hour) local time 18(22) Sep 2026 (date).
