GS11P15MMC7000, DOC A- PH 2 FitOut Construction, St Elizabeths W Campus, SE, Wash., DC
Issued under Amendment Two
DOC A RFI LOG (01/06/2016)
QUESTIONRESPONSE (12/31/2015) Amendment 1
RESPONSE (01/06/2016) Amendment 2
IT/AV drawings seem incomplete – can we expect an addendum to be issued?Drawings are 100% complete including addendum 1 and addendum 2 which were uploaded. DHS has its own contractor who will be responsible for the final hook ups not included in the DOC A package.
Who are the building preferred vendors/contractors for Elevators? Fire Alarm? HVAC Controls? The following is a list of existing vendors currently installed: Elevators = Thyssen Krupp Fire Alarm = Siemens HVAC = Temtrol HVAC Controls = Siemens
Please provide a list of vendors/contractors NOT permitted to work on the premises.N/A
We are writing to request an extension of the referenced due date. We have a few reasons for our request. 1) with the holidays between the issue date and the due date, we are losing numerous business work days; 2) we are finding that, again due to the holidays, many suppliers and vendors have a week long office shut down and they will be delayed in their responses to our requests; 3) Having attended the site visit (our representative XXXXXXXXXX attended), we appreciate the complexity of this project and would request an extension to provide your office with our best, responsible proposal.Proposal Due Date extended to January 15, 2016; time and place of proposal receipt remain unchanged.
Are the Representations and Certifications, Bid Guarantee, and GSA Form 527 to be included in the Price Proposal? If these documents are to be included, under what Section would the GSA want them placed?Volume 1: Price Proposal and Related Documents (Original and 3 copies): SF 1442 and Contract Price Form; Bid Bond; Representations and Certifications; GSA Form 527; Joint Venture Agreement (if applicable) Volume 2: Technical Proposal (Original and 3 copies): Non-Price Factors; GC Reference Form and/or Past Performance Questionnaires
Does the contractor need to provide a QCSM (Quality Control Safety Manager) for this project?Yes.
7011000 page 3 requires partnering for this project as described in section 013100 part 1.6D. Does this apply since this project is projected at 5 to 10 Million.SEE AMENDMENT 2Yes.
Please clarify the access flooring alternates. Do we assume this is all level, no ramps, cut outs, etc?The flooring alternates are called out on the Architectual set in the proper areas.
Please clarify the lighting drawings. It is confusing what is new and what is existing. Existing to remain is in light penweight per note 2. It is hard to tell the penweight on the electrical drawings.SEE AMENDMENT 2The light penweight described to in note #2 refers to items shown by gray lines. Items shown in black are new or (when indicated) relocated. Refer to architectural ceiling plans (AC series) for additional information on lights and other ceiling-mounted fixtures.
Page 6 of the Solicitation, II.A Proposal Contents, Item #6 states to include Other Documents required. Can you please confirm what other documents are being referred to for this section?Joint Venture Agreement (if applicable); GC Reference Form and/or Past Performance Questionnaires
Page 6 of the Solicitation, II.B states 12 point font is to be used and that we are not to exceed 50 pages. Can you please confirm if the 12 point font applies to any tables & charts have to include? The 12 point font DOES NOT apply to any tables and charts.
Page 7 of the Solicitation, II.D. Technical (1) Experience in Similar Projects states to provide at least (2) similar projects as a General Construction Contractor. Is there a maximum number of projects we can submit? The RFP does not state a maximum, however, the Offeror must submit at least two (2) similar projects substantially completed within the last five (5) years.
Page 8 of the Solicitation II.D. Technical (3) Past Performance of Offeror requests at least (3) comparable projects completed within the last five (5) years. Per Page 7, Section II.D, Experience on similar projects states that we’re to have at least (2) similar projects. We are assuming that we would need to provide the GC reference forms for the projects we submitted under #1. Experience in Similar Projects but the number of projects in each section are not the same. Can you confirm if the number of projects is correct and if the GC reference forms are to be submitted for the similar projects we include in Section 1. Experience in Similar Projects?See ITEM C on page 2 of this Amendment 1.
Would GSA consider permitting the Offeror to submit previously completed Performance Questionnaires or CPARS evaluations in lieu of the GC reference forms for the projects we provide in Section 1. Experience in Similar Projects to be included in 3. Past Performance of Offeror?Yes. Completed Performance Questionnaires or CPARS evaluations may be submitted in lieu of the GC reference forms. The name, title, company name, current address, current phone number, and current fax number for each reference must appear on these forms.
The plans are dated from July; is this project a re-bid?No.
Do tabs count against the 50 page limit of the Technical Proposal? No.
For JVs is an Sf 24 required for only the JV or for the JV and each JV partner? The joint venture must be identified as the bond principal.
Can past experience also include Offeror's teammates/subcontractors?This factor evaluates the extent of the Offeror’s past experience.
Is the cited GC Reference Form the Past Performance Form provided in the Solicitation 2 package from fbo.gov? If not, can this form be provided? If not, what is the purpose of the Past Performance Form?Yes.
If Offerors are to use the Past Performance Form from the solicitation package, should this form be included in the Technical Volume or submitted directly to the Contracting Officer by the client/customer?Past Perfromance Questionnaires may be included in the Technical Volume or submitted directly to the Contracting Officer.
Proposal instructions do not indicate in which proposal this information and forms (C301 and GSA Form 527) are to be included. Should these forms be included in the Technical Proposal? If yes, do these forms count against the 50 page limit?Volume 1: Price Proposal - Representations and Certifications; GSA Form 527;
In which proposal (pricing/technical) should this document (Joint Venture Agreement) be placed? If in the Technical Proposal, does this count against the 50 page limit?Volume 1: Price Proposal - Joint Venture Agreement (if applicable)
Do these forms and information (Representations and certifications, financial information, and past performance information) belong in the Technical proposal and does this extra information count against the 50 page limit?Volume 1: Price Proposal - Representations and Certifications; GSA Form 527; Volume 2: Technical Proposal - GC Reference Form and/or Past Performance Questionnaires
RFI-01 On the drawing TN-601 it list LanA, Lan B, Lan CLan D,ECC, CMS, TSG, VIPer, Lan B Voisip, Lan C Vosip, DRSN(TSA),
DSRN(DOD) ,. What types of cables are these , or where can this information be found ?SEE AMENDMENT 2Cabling for these networks will be provided by others. Quantities of drops indicated in the schedules on TN-601 may impact size and configuration of pathways, conduits, and WAO boxes. Refer to notes on T-100 for summary of telecom, A/V, and Physical Security work to be provided under this contract.
On page 26 of the Solicitation, under Factor 3 – Past Performance of Offeror,….The Offeror must provide a GC Reference Form for each reference (a person or persons who may be contacted regarding the quality of the Offeror’s past performance). The name, title, company name, current address, current phone number, and current fax number for each reference must appear on the form. Where can the GC Reference Form be found? This GC Reference Form can be a self-generated form, company form, as long as the form contains the requested contact information for the reference. Offerors may also use the Pat Performance Questionnaire included in this RFP ( submission under Technical Volume or directly to the attention of tthe Contracting Officer).
There was a Past Performance Questionnaire provided with Solicitation 2 folder. Is this PPQ form to be completed and submitted with the Technical proposal under the Past Performance of Offeror tab?Yes, or the form can be submitted directly to the attention of the Contracting Officer.
If the PPQ is to be used to demonstrate Past Performance of an Offeror, would the GSA accept a Construction Contract Appraisal Support System (CCASS) evaluation in place of the PPQ?Yes. The document must address the Offeror's past performance and must contain the relevant contact information.
Will projects with a contract award of less than $5 mm and a completion contract value that had increased to over $5 MM (resulting from owner’s scope expansions/modifications) be considered as a similar project?Yes. Offeror must be specific in its explanation that value increase was due to owner's scope expansion/modifications.
The RFP calls for a “Design Build” ( see” The Agreement” , Section I, paragraph I.A). At the walk through, it was discussed that the project will be amended to be a “ Build” only project. Is the project a Design Build or a Build only projectThis is a BUILD only project.
Can Key Personnel fill more than one position? For instance, can the Project Manager for Construction also serve as the Project Scheduler?Yes, make sure this is clear in the documents.
The RFI log from Amendment 1 includes a question someone asked about providing a Quality Control Safety Manager for this job. Does this mean that there are actually FIVE positions rather than FOUR?There are ONLY four key personnel positions to be submitted and evaluated. Whether the title is QCSM or QCM, both cover the same role.
