G. To preserve and enhance the cultural property.

H. To provide for a more energy efficient building that is satisfying to the tenants.

I. To provide Full Building Commissioning

2. PROJECT SITE

2.1 This project is located at 1300 Pennsylvania Avenue, Washington, DC 20004.

The Ronald Reagan Building and International Trade Center (RRB & ITC) was dedicated in May, 1998. At 3.1 million GSF, it is the largest Federal building after the Pentagon. The complex is comprised of the Federal Office Building (FOB), the International Trade Center (ITC), and a structured parking garage containing approximately 2,000 spaces. Within the main structure, there are five, multi-story office towers connected by an atrium, three levels of public/private space (concourse, ground floor, and mezzanine levels) and four basement levels. The North Tower is commercially leased. Office spaces are also belowground level.

Major tenants in the Federal Office Building (FOB) are:

• US Agency for International Development (USAID) occupies 599,981 sf of office space plus 12,017 sf of joint use space;

• US Customs and Border Protection (CBP) occupies 527,601 sf of office space plus

10,571 sf of joint use space;

• The Environmental Protection Agency (EPA) occupies 244,344 sf of office space plus 10,571 sf of joint use space;

• The Woodrow Wilson International Center for Scholars occupies 102,042 sf of office space;

• The General Services Administration occupies 52,557 of office space,

• US Department of Commerce International Trade Administration (ITA) occupies

445,000 sf, including conference and retail space.

1.1 Site working conditions (the following where divergent from, supersede provisions shown in Volume 2).

A. No space is available for a contractor's office in the building.

B. A space, of a maximum size of 144 square feet will be made available for storage of construction materials. The construction contractor is solely responsible for the security of this area.

C. During the contractor's working hours, parking is permitted on site.

No space will be allocated for a contractor's trailer.

D. Public toilet facilities on the floor involved in the works are available to contractor personnel.

3. PROJECT DETAILS

The facility houses about 7,000 employees and hosts about 20,000 visitors each week.

The building core hours depends on each tenant's operations and activities conducted in the public areas at night and on weekends. Generally, and with exceptions, office core hours extend from about 7am to 6pm. Normal evening events in the public areas generally extend to the early morning hours plus time required for breakdown and cleanup. The Food Court operates generally between 6 AM and 7 PM daily. Custodial work for Federal tenants is done mostly during normal office hours, with some extending to 10 PM nightly. Cleaning is done in the public spaces all the time. The parking garage is open daily until 2AM.

712 x 609 and at most 1219 x 812, with each sheet including North-arrows, Key Plan, and graphic scales. All details and sections shall be "back referenced" to the appropriate drawings so that they are easily understood by those who have not been involved in their preparation.

Title block shall be the GSA standard and shall include the project name and location.

10.2 CAD Standards

A. The PBS CAD Standard should be followed for all CAD drawing formatting. The PBS CAD Standard should be obtained via the Internet at:

http://www.gsa.gov/gsa/cm_attachments/GSA_DOCUMENT/CAD_s tandards_R2NY1-k_0Z5RDZ-i34K-pR.pdf .

B. All drawings must be uniform in size. The ISO "A" series are preferred metric sizes for design drawings. Each sheet should offer north arrows, key plans, and graphic scales. Minimum lettering height shall be 4 mm. All numerical references to length, temperature, pressure, energy, mass, weight, work, power, etc. shall be presented in metric units. Floor plans and elevations shall be at least 1:100 scale.

10.3 Metric Design Requirements

A. English units may be used; however metric units shall be primary, with English units secondary and in parenthesis. All dimensions should be in millimeter (mm) only. Building elevation references are also stated in meters.

B. Utilize the GSA “Metric Design Guide” (PBS – PQ260) in identifying the opportunities for incorporating hard metric products and systems in this project. Domestically produced hard metric products shall be specified when they meet GSA guidelines regarding cost and availability. In the event a product is not available domestically in hard metric sizes, a non-metric sized product may be specified, and its data will be soft converted to a metric equivalent.

C. In repair and alteration projects determine which hard metric products identified are feasible for being incorporated. Indicate in all contract documents that shop drawings, product literature written correspondence and construction measurements are provided in metric measurements.

10.4 All drawings developed by the Contractor, if computer based, shall be prepared in a format which can be used directly, without conversion, on AutoCAD operating under Windows. Drawings shall be maintained on a compact disk (CD) with at least one back-up copy furnished with each original. Drawing as "shop drawing" may be prepared by manual drafting.

10.5 Specifications included in Volume 2 shall be edited, expanded, or otherwise modified, as needed to reflect the design, and quality control standards proposed by the Contractor. 11.2 Purpose: The Government will provide reviews of Contractor design submissions to verify adherence to contract requirements. Design reviews by the government are not to be interpreted as resulting in an approval of the Contactor's apparent progress toward meeting contract requirements but are intended to discover any information which can be brought to the Contractor's attention which might prevent costly errors and/or misdirection. The Contractor shall remain completely responsible for designing and constructing the project in full accord with the requirements of this contract.

11.3 Resolution of Comments: The Contractor shall resolve all design review comments in writing, indicating one of the following: (1) Adoption and action taken (2) Adoption with Modifications and action taken, (3) Alternative resolution and action taken, or (4) Rejection. In cases other than unqualified adoption, the Contractor shall provide a statement as to why the reviewer's objection and/or recommendation is inappropriate. Design review comments shall not relieve the Contractor from compliance with terms and conditions of this contract.

Contractor's comment resolution shall be transmitted to the Government within fourteen (14) calendar days of review comment receipt.

11.4 Specification/Calculations: These submissions shall use standard white bond paper or formatted sheets, 8-1/2" x 11", bound in other than metal prongs, organized in a logical sequence, tabbed to each section heading.
