Group/Solicitation No.QuestionAnswer
Global QuestionIs there an expected activities list for each building?See FedBizOpps website. www.FBO.com for individual "Scope of Work" documents.
Global QAre there any restrictions on sequencing including after-hours shift work for the projects?Yes - For building information see Specification Section "Work Restrictions"
Global QWhat is the methodology for the survey of building for scope and technical plan development?GSA will provide floor plate plans in Auto CAD and access to the GSA NCR Library upon award. Access to individual buildings will be arranged after award. All contractors will have to be cleared before building access is allowed.
Global QAre as-built drawings being provided, or available for each building?Additional drawings/documents may be available for GSA facilities and may be viewed at the Technical Resource Center (Library) in room 2021 of GSA's Regional Office Building at 301 7th Street, SW, Washington, DC. Photocopies or prints of SBU documents may be made and taken away provided proper protocol for secure custody is followed. For most efficient service, appointments are advised. Contact the Contract Specialist if you would like to make an appointment and mention which building you are interested in. CADD files of building floor plans will be provided to the successful offeror following issuance of Notice To Proceed.
Global QWill HAZMAT surveys be provided or will the contractors be required to provide surveys in the cost of our bid? Is this Hazmat scope to be unit priced?Yes - GSA has HAZMAT Environmental Assessment reports available and they shall be reviewed by the selected Offeror. Actions required by issues identified during design or construction will be limited to the affected areas of work. Offerors scope of work will include HAZMET identify and mitigation as necessary to complete the work in accord with GSA policy.
Global QIs the Hazmat Scope of work to be unit priced? Not at the time of Bid.
Global QWhere do we find information HAZMAT report documents? Is the location of current known asbestos, lead, PCB, etc. shown?GSA has HAZMAT Environmental Assessment reports available and they shall be reviewed by the selected Offeror. Actions required by issues identified during design or construction will be limited to the affected areas of work. Offerors scope of work will include HAZMET identify and mitigation as necessary to complete the work in accord with GSA policy.
Global QWill performance specifications be made available?See individual Solicitation for performance requirements.
Global QWhen are the shop drawings due? Submission schedule indicates shop drawings are due at 100% final design.Shop drawings should be provided as soon as design allows.
Global QExpand on the "level of development" for the design documents? Scope of work states all drawing "shall fully support the minimum needs of the construction contractor"See the scope of work in individual project Solicitations for requirements for Professional Services, Design Submittals and Criteria governing design in accordance as P100.
Global QAre there any drawings available on disc?Group 1 - CD was available 8 March. Group 3 - CD is available 12 March at Noon, Group 5 - CD is available 12 March at Noon, No CDs are being provided for Groups 2, 4, 8, 9, and 10. See Solicitations and Addendums for additional information.
Global QEvaluation Factor 1 specifies the submission of one design-build project of similar size, scope and complexity within the past 3 years. Because it is difficult to display all those requirements in one project, can we submit more than one example project? For example, one project example might have everything required, but have been completed in the last 4 or 5 yearsCurrent Aments have expanded the opportunity to provide two (2) design and three (3) project examples.
Global QAnother project might be design-build in the last 3 years with a similar dollar value, but not have the same scope. If it is only possible to submit one project, can you indicate the order of importance of these elements: design-build; similar scope; similar complexity; similar dollar value; or completed in last 3 years?Current Aments have expanded the opportunity to provide two (2) design and three (3) project examples.
Global QIn Evaluation Factors 1 and 3, when you refer to similar size, are you referring to project dollar value for construction and design, or the building square footage. If size is defined as project value, must our example projects be at least the lowest amount in the estimated range. For example, if one of the Green Projects is estimated at $10-20 million, would our submitted project need to be equal to or higher than the $10 million, or could, say, $7 million qualify as being similar?Yes - Present your best project examples that best represent your capabilities.
Global QAccording to your statement, the selection is based on lowest price and technical capability and this is a FFP and is a non-negotiated contract. We (the potential contractors) cannot perform a site walk-through to see the site and ask questions or observe potential problems that may arise as a result. We did get the names of the buildings at the pre-proposal conference, but that did not give us sufficient information for the work that is to be done in it. How does the GSA expect us to bid the lowest price for a site work at a FFP without actually seeing the site or what we are bidding on? What would happen if the work is under bid and there are significant cost overruns, since this is not a negotiated contract?Submit your offer per the available information in the Solicitation.
Global QSite Investigation is all escorted work. Does construction work also require 100% escorts?Contractors will be required to be cleared under HSPD 12.
Global QThe Site Investigation escort costs are required to be paid for by the contractor. How much does an escort cost per hour?Escorts are required. Escorts will be provided by the Government at no cost to the contractor.
Global QThe P-100 and Specification 15930 indicate the VAV boxes are fan-powered series boxes. Is the ceiling space sufficient to fit such large equipment above existing space? What is the floor-to-floor height of the building?During design development the designer will identify the space available, the size and manufacture of equipment suitable for the project.
Global QIn your scope should someone decide to replace system instead of completely upgrade it your equipment list is woefully inadequate You mention nothing of the FCU's on existing JCI system, please comment. The project is limited by available funds. It is the design/builders meet the performance requirements identified. All systems identify are not limited to preclude to exclude any manufacturer or vendor.
Global QWhat happens when third party bids new system based on that minimum amount of equipment your list on the equipment list provided, and someone who knows the building who knows there is a great deal more of equipment.Offers shall prepared based on the Solicitation's performance criteria.
Global QRegarding motor the Solicitation states a number close to amount of motors but it is up to us to verify, how do you propose we verify?Offer should be based on number in Solicitation. Design/builder will verified during the design phase.
Global QRegarding motors are they all to be replaced at once or only as they fail and if that is the case for how long could that number be held to? What if it takes another 20yrs for motor to fail.Building are occupied, work will be sequenced so as not to interfere with building operations. All work will be completed per the terms of the Contract.
Global QWill it decrease our evaluation score if we submit more than one project?Qualified Firms or Teams are encouraged to propose on one or more Project Groups. Each Project Group shall be evaluated independently.
Global QHow do we access the SF 1442 for each project? The GSA - SF1442 form has been issued by Amendment.
Global QCan we get copy of the previous bidders proposals from similar projects?Previous Bidders documents are not available at this time.
Global QWhat is needed for evaluation criteria 4 regarding the bonding? Will a bonding letter only be sufficient?Yes with capacity level identified
Global QPlease clarify the 10 Recovery Act Project Groups are "Design-Build" projects as stated in the solicitation documents, not "Design-Bid-Build" as suggested by the Document Transmittal's reference to CDs loaded with the project "Bid Sets". If these CDs inThe 10 Recovery Act Project Groups are "Design-Build" projects as stated in the solicitation documents
Global QWe understand that as of March 9, 2010, only the Group 1 CD is available for pick-up, and that the date of release on the remaining CDs is not known at this point. We would anticipate that the content of the CDs is critically important to the preparation of our proposal.Group 1 - CD was available 8 March. Group 3 - CD is available 12 March at Noon, Group 5 - CD is available 12 March at Noon, No CDs are being provided for Groups 2, 4, 8, 9, and 10. See Solicitations and Amendments for additional information.
Global QWashington Gas received word Tuesday from two of the DC area's most established and prominent MEP contractors that given the compressed timeframe, the condition of the solicitation documents, the complexity/size of the pricing job.COMMENT - No Answer required
Global QIs there a separate qualification proposal for the HVAC Designers as well?No
