A. Volume 1- Project Requirements - This document
B. Volume 2 - Project Design and Specifications: Contract Drawings and Specifications produced by the Contractor's Architect Engineer under Section 2 of Volume 1, which, when approved and accepted by the Government shall become the basis for construction work under this contract.
C. Volume 3 - Bid Forms
3. PROJECT GOALS
3.1 Goals: The goals of the project include, but are not limited to:
A. To prepare the required documentation and procure the work required to install a roll out type photovoltaic system on a portion of the roof on the US Tax Court.
B. To establish work order priorities in order to carry work in a phased approach, taking into account the needs and desires of the tenant agencies and the realities of budget constraints and limitations.
C. All work disruptive to tenants shall be performed during "off-hours" (i.e. evening and night) and on weekends. The Contractor shall coordinate all work activity with the Building Manager and the Contracting Officer's Representative to ensure that proper security and access arrangements are made with minimal impact on the construction schedule.
D. Full compliance with all building's security regulations.
E. Provision of the necessary cutting, patching, and repair of the existing buildings.
F. Design shall be in accordance with OSHA and applicable building code requirements.
G. To preserve and enhance the cultural property.
4. PROJECT SITE
4.1 United States Tax Court, 400 Second Street, NW, Washington, DC 20217.
The U.S. Tax Court was constructed in 1974. It is a six-story building with one level below grade.
406 feet long by 120 feet wide, it occupies the east side of Second Street between D and E Streets, NW in the District of Columbia. The building contains chambers for approximately 32 judges and
United States Tax Court 2 of 16 2/8/2010 their staffs, 2 courtrooms (north and south), a ceremonial courtroom, administrative and support functions and a parking garage for 100 cars below grade.
4.2 The roofing systems were replaced in 2008-2009 and were designed as built-up roofing membranes applied directly to the surface of the structural concrete decks in a protected membrane assembly (PRMA) configuration for the Lower West, North and South roofs. Additionally, the center portions of the North and South Roofs have a Vegetative component. The Upper Penthouse and East portion of the roof have a built-up roofing membrane installed on multiple layers of insulation.
The center portion is approximately 9,600 SF.
4.3 Site working conditions (the following where divergent from, supersede provisions shown in Volume 2).
A. No space is available for a contractor's office in the building.
B. The only space available for storage of construction materials is the roof where the photovoltaic array will be constructed. The construction contractor is solely responsible for the security of this area.
C. No parking is permitted on site. No space will be allocated for a contractor's trailer.
D. Public toilet facilities will be made available to contractor personnel. The contractor is expected to leave the rest-rooms in clean and orderly condition for use by building occupants during the day.
5. PROJECT DETAILS
5.1 General: This section covers in general the existing building conditions and when taken together with other sections of this volume covers the expectations of the Government under this construction contract.
5.2 Existing Structure:
In 2009, the US Tax Court was reroofed. Two portions of the roof are covered with a vegetative roof, and two portions are re-roofed with a cool roof. One of these sections, the center section has the structural capacity to add a photovoltaic system.
A. Center (Upper) Roof Framing (location of photovoltaic array). The center roof framing is 8” thick, precast/prestressed concrete hollow-core planks with a composite light weight topping slab. Previous studies have indicated that the center roof framing system includes sufficient capacity for only 7 psf total roofing load maximum.
Existing roofing system accounts for approximately 6 psf of that available capacity.
Therefore, the only PV system meeting the structural criteria is a laminate (roll out) type system.
5.3 Existing Roofing System:
A. The US Tax Court has five primary roofing areas, one over each of the two end blocks, one over the cantilevered entry, one on which mechanical equipment is located and a long thin section connecting the two end blocks referred to in this project as the Center (Upper) roof, and containing about 9,600 SF.
The center roof construction consists of, from the top down, a 4-ply asphalt/fiberglass felt built-up roofing membrane with mineral surfaced cap sheet, perlite and polyisocyanturate insulation on a sloped structural concrete roof deck. The cap sheet is Energy-Star rated.
The photovoltaic system is to be installed on this roof.
5.4 SCHEMATIC PLANS AND DETAILS
The 2007 Roof Replacement drawings are attached to Volume II of this RFP for information only.
