SECTION B: SUPPLIES AND SERVICES AND PRICES

B.1 GENERAL DESCRIPTION

This solicitation as prescribed in FAR 19.508 is a partial set-aside for small business services.

Twenty percent (20%) of all Medical Treatment Facilities (MTFs) awarded will be awarded to small businesses under guidance provided in FAR prescription 52.219-502-3 (c). Up to three small businesses will be selected for MTF Enterprise IDIQ set-aside awards. NAICS code 561210, Facilities Support Services has a size standard of $35.5 million which means a firms average annual receipts must not be larger that $35.5 million to qualify as a small business in this facilities support services procurement.

This solicitation will result in the selection of up to eight Indefinite Delivery Indefinite Quantity (IDIQ) contract holders. Seven MTF site task orders will be awarded concurrent with the IDIQ contracts.

Each contractor will compete under FAR Subpart 16.505 against the other awarded IDIQ contract holders for thirty-three (33) remaining Medical Treatment Facility (MTF) task orders. The MTF site task order awards will be made to those IDIQ holders representing the best value to the Government. The award of more than one MTF site task order to a single IDIQ holder is possible.

Other Armed Service or Department of Defense agencies may also order similar services under this contract provided IDIQ capacity exists. Order placement is to be made through Region 8's Denver Federal Center FAS office.

The military health system currently includes 59 inpatient medical facilities and 661 medical, dental and veterinary clinics serving an eligible population of 9.3 million. The military health system operates worldwide in 32 states, Washington DC and 20-countries overseas. The military Health Systems operational goal is to provide high medical facilities availability through an operational maintenance approach which streamlines the repair process, improves standardization and lowers overall operational cost. One prime contractor will be selected for each MTF site. Each MTF site will be awarded a single task order covering up to a 5 year period of performance. The Government may elect to have geographic grouping.

Each selected task order recipient will perform all future within the scope work performed at each of the seven awarded MTF sites until the task order period of performance is completed and/or all options have been exercised. The Air Force intends to award up to 40 task orders in total.

Preventative Maintenance Pricing for Section B will be based on the 7 sites. Each additional MTF site(s) will be separately competed after this initial solicitation cycle. Each contractor shall perform complete facilities maintenance as required by this contract on a Firm Fixed Price basis. The contract instrument will be a Firm Fixed Priced Hybrid. The hybrid contract vehicle will employ Technical Instructions (TI) as its implementation tool. Contractors will receive statements of objective (SOO) and will using RS Means (current year) as the standard, with the Government supplied Technical Instruction software forms develop statements of work (SOW) and cost quotes detailing their work plan on the provided TI. The work shall be performed in accordance with this RFP and the contractor's IDIQ contract. Optional CLINs may be exercised unilaterally by the Contracting Officer. All optional CLINs will be ordered on an as-needed basis only. There is no guarantee that these services will be required. It is at the option of the government to order optional services.

10RT0084 Solicitation GS08T10BPR0084

GSA will award up to eight IDIQ contracts. Up to five (5) IDIQ contracts will be awarded to large businesses and up to three (3) IDIQ contracts will be awarded to small businesses. All task order awards beyond the initial seven awards will be solicitated and awarded under FAR 16.505 procurement procedures.

Offerors will provide hourly rates for their corporation's geographic location. A table of local coefficients Section B.5.2 will address AFMSA's geographic regional diversity. AFMSA's worldwide footprint has been broken down into a state by state coefficient for CONUS and country by country coefficient for OCONUS

The offeror's ability to provide system assessments, material requirements planning, inventory management and operation, configuration control and system modernization consultation will increase AFMSA's mission attainment of its maintenance operational goals.

AFMSA operates a large amount of mechanical and electrical equipment necessary to provide continuous, medical environmental support to mission-critical medical services at each of it's worldwide sites. Because of the complexity and consistency of this support, AFMSA requires dedicated maintenance, repair, engineering, and other service support work in order to ensure that mission-critical infrastructure support equipment is continuously available.

Each offeror is to initially complete the IDIQ proposal section using the Vance AFB site for the purposes of Section B completion. All solicitation Sections L and M requirements are to be addressed in the offeror's IDIQ proposal. Section B is to be completed for each of the seven sites preventative maintenance FFPs. The Vance AFB task order will be awarded from this IDIQ proposal. The following six sites are to receive a reduced data response requirement analogous to future FAR 16.505 responses:

1. Hickam AFB, Hawaii

2. McGuire AFB, New Jersey

3. Beale AFB, California

4. Shaw AFB, South Carolina

5. Buckley AFB, Colorado

6. Dover AFB, Delaware

Six site specific FAR 16.505 solicitations will be included as appendices to this solicitation. Each of the six sites require the following Site Proposal Support Packages:

• A site management plan

• A site staffing plan

• A site technical approach

• Completed site specific compliance matrix

• Key personnel plan ( identifying the Contract Maintenance Manager (CMM) and the

Handiman)

• Other cost and pricing data supporting each specific site proposal.

Offerors may discount the initial submitted ceiling pricing (base proposal) for any of the site specific task order solicitations. The local coefficients submitted for the base IDIQ proposal may be discounted for individual task order proposals. In no case shall reductions offered in individual task order proposals affect the IDIQ ceiling labor, material handling or local coefficient rates for other than the specific proposal for which the reductions were offered.

10RT0084 Solicitation GS08T10BPR0084

All six task order proposals, as listed above, are to be submitted as standalone site proposal support packages. All section B quotes are to be completed with ceiling price quotes from base IDIQ proposal at or lower rates. Offerors not proposing specific sites, will be dropped from further consideration for additional MTF site awards in the states or countries for which the offeror has elected not to respond.

B.2 SERVICES AND PRICES/COSTS

All prices/costs for this section will be based on the offeror's fully burdened base hourly rates plus an Local Coefficient Factor (LCF) for each listed MTF site. The pricing provided in response to this solicitation in subsections B.3 and B.4 shall be used as allowable ceiling rates for all future task order solicitations against any IDIQ contracts issued as a result of this solicitation. The remaining MTF sites will be competed under FAR 16.505 and awarded to that IDIQ holder that represents the best overall value to the Government, price and other factors considered.

Note: Contract Line Item (CLIN) detail may vary from agency to agency. The overall scope of whole MTF facilities operations and maintenance shall remain the same.

B.6 GOVERNMENT CONTRACT MANAGEMENT

Responsibility for contracting activities rests solely with the Government Contracting Officer. No conversation, recommendations, or direction, whether given directly by, or implied by Government personnel, that will affect the scope, schedule, or price of the program covered by this contract, shall be acted upon by the contractor unless specifically approved by the Government Contracting Officer.

Separate agreements or contracts, either verbal or written, are strictly prohibited under this contract.

The Contracting Officer is to be contacted immediately if any such issues arise under this contract.

B.7 NEGOTIATED BILLING RATES

The contractor is responsible for insuring that the negotiated fully burdened billing rates for each labor category are not exceeded by either the prime contractor or any subcontractors. During the course of the contract should new labor categories arise, the contractor shall submit to the Contracting Officer a list of proposed new labor categories with fully burdened labor rates. The contractor shall provide other cost data consistent with the other cost data provided during pre-award negotiations to the CO. The contractor shall not use new labor categories unless approved by the CO. In no case shall the contractor's or sub-contractor's labor category billing rates exceed the contractor's negotiated labor category billing rates.

B.8 IDIQ

B.8.1 IDIQ ORDERING LIMITATIONS

The following IDIQ ordering limitations will be enforced on each issued IDIQ contract and any resulting task orders issued against the IDIQ contract.

B.8.1.1 Minimum Order: When the Government requires supplies or services covered by this contract in an amount of less than $10,000.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

B.8.1.2 Maximum Order: The Contractor is not obligated to honor --

(1) Any order for a single item in excess of $15,000,000;

(2) Any order for a combination of items in excess of $15,000,000; or

(3) A series of orders from the same ordering office within 21 days that together call for quantities exceeding the limitation in subparagraph (B.8.1.2) or (2) of this section.

10RT0084 Solicitation GS08T10BPR0084

B.8.1.3 IDIQ Combined Maximum Total: The combined total value of all IDIQ contracts and any task orders to be issued as a result of this solicitation shall not exceed $530,000,000.

B.8.1.4 Authorized Order Users: Only GSA / FAS Region 8 contracting officers are authorized to place task orders against the MTF Enterprise IDIQ for projects supporting the Air Force Medical Support Agency, uniformed services (Army/Navy/Marines) and department of defense agencies involving any medical treatment facility worldwide.

B.8.1.5 Guarantee

CLIN Description Qty Unit Amount

GUAR 001 IDIQ Guarantee up to 8 10,000 $80,000

B.9 GEOGRAPHICAL PERFORMANCE AREA

Each offeror is requested to provide in their response to this solicitation a chart indicating any geographical zones the offeror is incapable or unwilling to supply services in. Geographical diversity will be an evaluation factor in the business evaluation factors. See Section M.

B.10 CONTRACTOR TEAMING AGREEMENTS /LETTERS of INTENT

GSA strongly encourages the submission of the subcontractor teaming agreements (CTA) or letters of intent (LOI) in response to this Request for Proposal (RFP) so that GSA/FAS and the requesting agency's personnel may gain an understanding of how the teaming arrangements will work, and may identify any areas of responsibility that may require clarification. CTAs and LOIs are encouraged for small businesses.

B.11 CEILING RATES/DISCOUNTS

Ceiling rates are negotiated for each IDIQ award and remain in effect at the pre-award negotiated yearly rates through out the IDIQ contract period of performance. Discounts to the awarded IDIQ rates are negotiated separately for each newly awarded task order against the contractor's IDIQ contract.

B.12 IDIQ TASK ORDER AWARDS

Awards against any of the IDIQ contracts may occur up until the final period of performance (POP) expires. Awards made just prior to the POP end date must meet the following criteria:

• The combined total value of all IDIQ contracts and any task orders to be issued as a result of this solicitation shall not exceed $530,000,000.00.

• The order meets the criteria established in B.8.1.2 of this solicitation or any task order issued as a direct result of this solicitation.

• The order's performance period will end not later than the end of this IDIQ's POP.

Section C - Description/Specifications/SOO

C.1 INTRODUCTION:

Note: Descriptions/Specifications detail may vary from agency to agency. The overall scope of whole MTF facilities operations and maintenance shall remain the same.

C.1.1 ORGANIZATION: US Air Force Medical Support Agency (AFMSA) provides administrative support of Medical Treatment Facilities located at US Air Force bases worldwide.

C.1.2 BACKGROUND: AFMSA provides facility maintenance support to Air Force medical treatment facilities (MTF) worldwide. MTFs are responsible for providing health care to Air Force personnel. Maintenance/repair of equipment at MTFs has been inconsistent due to non-standardized equipment, service levels, response times, and costs. The absence of standardization meant inefficiencies in repairs and maintenance schedules that resulted in excessive costs and downtimes.

It is believed that meeting these requirements by awarding a single broad-based Indefinite Delivery Indefinite Quantity (IDIQ) contract will be considerably less costly than obtaining this support through separate contracts or agreements. Task orders will be awarded against the individual IDIQ contracts under a FAR 16.505 abbreviated solicitation cycle

C.1.3 OBJECTIVE: AFMSA seeks to award task orders to contractors who will improve the operational capabilities of the medical treatment facilities and lower the cost of providing the services. By awarding a facility to one contractor, AFMSA believes that there will be fewer operational problems, improved communications, increased efficiency within the facility and a reduction in the number of complaints.

C.1.3.1 All designs, system modifications and installation of new equipment and materials must improve operations, reduce costs, increase reliability, provide for ease of maintenance, and extend the operational life of the system.
