Amendment 4 Questions

Question 1: Please advise how and when the Government will grant access to the MTF Equipment lists.

Answer 1: The equipment lists have been added to Explicit Access.

Question 2: Please provide the Government’s definition of the local coefficient factor and how it is derived.

Answer 2: The local coefficient factor (LCF) allows the bidder to adjust the fully burdened hourly rates to the state or country where the work is actually performed. The LCF represents the difference in cost to supply a fully burdened labor hour between your corporate site and the state or country where the work will be performed.

Question 3: Please clarify in what work category the Handiman will typically function and how the Government wishes the contractor to be compensated for the Handiman’s efforts.

Answer 3: The Handiman will serve as the maintenance arm of the facility manager. The Handiman is billed at a fixed price separate CLIN item priced per month.

Question 4: Please clarify the apparent conflict between paragraphs C.1.5.8 and C.13.

Please provide Appendix 12 Answer 4: Section C.1.5.8 is a general definition of Quality Assurance. Section C.13 specifies that the contractor will have an acceptable quality assurance program. Correct Appendix 12 to Appendix 2, which addresses the various standards that apply. Quality requirements are a subset of each standard. Appendix 4 addresses how the Government will perform it’s inspections and what measures are available to deal with quality failures.

Question 5: Please clarify and provide the appendix paragraph C.23.2 should reference.

Answer 5: C.23.2 should reference Appendix 7 not Appendix 8

Question 6: Please provide clarification and explicit instructions and references so offerors may confidently comply with paragraph M.5.

Answer 6: The Section H references in Section M.5 are incorrect. The reference to Security requirements is not H.2 but rather H.4. The reference to Sub Contracting requirements is not H.4 but rather H.8.

Question 7: Please clarify if the Government requires a ramp up/startup/transition plan for this contract. If so, please provide criteria for the plan.

Answer 7: The Government identifies in C.28, titled “Transition”. The Government intends to provide approximately 21 days of transition between task order awards and assumption of maintenance responsibilities.

Question 8: Please specify a page limit for Past Performance information.

Since Past Performance and Qualifying/Offeror Experience are part of the technical evaluation factors but are submitted separately, we assume the total number of pages for those two sections is counted against the total number of pages in the August 9

- 2 -submission. For example: 10 pages for Experience plus 20 pages (TBD) for past performance is a total of 30 pages. The August 9 submission may contain no more than 50 pages. Is this assumption correct?

Answer 8: 30 pages for the July 9, 2010 submission is acceptable. 50 pages for the August 9, 2010 submission is acceptable.

Question 9: Section J.11.x, paragraph 1.1; C.19.4; C.19.5 Paragraph 1.1 in the site-specific performance work statements says, “The medical facilities to be maintained are identified in Technical Exhibit 1 (TE-1) to this Site- Specific PWS, IAW Section C.19.5.4 and C.19.5.5.”

Paragraph C.19.5 has two subparagraphs numbered C.19.5.3 and C.19.5.4.

Recommend renumbering C.19.5 subparagraphs and clarifying which paragraphs apply to the site-specific work statements.

Answer 9: The correct reference is C.19.5. All subparagraphs apply.

Question 10: Does the compliance matrix count toward the page limit for each cost and technical proposal submitted?

Answer 10: No.

Question 11: Please clarify which resumes are required and when they should be submitted.

Answer 11: The Government expects that key personnel resumes be submitted and may include some of the onsite personnel, if selected. The resumes submitted after NTP will however include all personnel that will require badging for recurring access.

Question 12: Please clarify which section the offeror is meant to refer to since Section I.5 does not refer to key personnel resumes.

Answer 12: Section I.4 refers to key personnel.

Question 13: May offerors substitute for key personnel identified in the proposal before contract start date?

Answer 13: Once the proposals are in an offeror will not be able to modify the key personnel assigned until after award under the requirements as stated in I.4.

Question 14: Is our understanding correct? If not, please clarify what level of PM information is in DMLSS and if this information will be provided for each location.

Answer 14: DMLSS is a complete CMMS system. However the Government is interested in the maintenance contractor’s view of what is required against what previous contractors thought was required.

Question 15: Is our assumption correct? If not, please clarify the Government’s intent with respect to the statement prime contractors or team members shall be an HVAC service company that is approved/certified by the OEM of major HVAC equipment.

Answer 15: Your assumption is correct.

Question 16: What does the Government consider to be a satisfactory source of documentation to define the current industry standard?

Answer 16: Appendix 2 lists the various governing standards.

Question 17: a. Will the Government provide or conduct a post award joint inspection of all facilities at each location identifying any and all pre-existing fire wall penetrations?

b. Will pre-existing penetrations be considered repairable under an IDIQ reimbursable CLIN and not part of the Firm Fixed Price CLINs?

c. Request clarification if any future penetrations not performed by the contractor (e.g., communications or IT installations, or a subcontractor approved by the Government MTF Facility Manager) will also be repaired under an IDIQ reimbursable

CLIN.

Answer 17: Solicitation section C.11.1 requires the successful contractor to perform inspections including firewall penetrations. Items b and c will be handled through technical instructions.

Question 18: Please provide the criteria to determine routine, urgent, and emergency work.

Answer 18: C.19 defines all three categories.

Question 19: Please identify and describe Government-furnished computer network access and ADPE for this solicitation.

Answer 19: Section H.9 correctly indicated no ADP access.

Question 20: Please identify and describe Government-furnished equipment for this solicitation.

Answer 20: C.20 and H.9 adequately define the Government Property and services provided.

Question 21: Please clarify the submission requirements with regard to evaluation considerations and qualification information.

Answer 21: Section L has all the information you need.

Question 22: Please clarify the content and intent of the second bullet in paragraph M.5.3.1 Answer 22: Communicate your maintenance strategy with your service personnel.

Question 23: Will the contractor be reimbursed for overtime costs? If not, please provide an estimate of hours worked during other than normal duty hours and during holidays.

Answer 23: All TIs are FFP. The Government will advise at the time of TI pricing the access issues so that the contractor can shift schedules to accomplish the maintenance task at hand. The contractor is able to provide alternative pricing solutions some of which may involve overtime to expedite completion.

Questions 24: Is our assumption correct? Are repairs resulting from facility abuse reimbursable?

Answer 24: All work, other than preventative maintenance, is covered by TIs.

Question 25: During the site visits, the Government stated the following information will be posted to FedBizOpps:

• Incumbent personnel names and contact information

• RPIE list from DMLSS

• PM schedule from DMLSS

• Workload history

• Last five years of annual test data, (i.e., closed loop chemical treatment; annual chiller test results; annual fire alarm panel test results; annual fire protection sprinkler test results; lightning protection system test results; etc.)

• Site visit attendee lists

• Floor plans for all included facilities

• FM contact information

• List of items under warranty

• List of corrective work orders under $1000

• Renovation schedule

• Air balancing reports

To provide the most accurate proposals, this information and other related data should be provided for all MTF sites concerned. Hopefully, this information will be provided soon to allow adequate review and analysis before the proposal submission date.

Will this information be provided for all MTF sites? When will this information be available?

Answer 25: No, only limited amounts of information which is deemed reasonable will be provided for each site.

Question 26: Please clarify which compliance matrix and paragraph to which the Government is referring.

Answer 26: L7 labeled “Compliance Matrix”

Question 27: Does the Government intend for the small business plan to be evaluated or the subcontracting plan to be evaluated as Go/No Go? Please clarify the Government’s intent regarding Go/No Go Evaluations.

Answer 27: Government intends to evaluate the small business plan as required by H.8 on a Go/No Go basis.

Question 28: Does the Small Business Utilization plan required in paragraph M.5.3.4 count toward the overall 12 page limit of the Technical Approach section of the proposal?

Answer 28: Yes.

- 5 -

Question 29: Is our assumption regarding the Government’s vetting of our proposed key personnel correct? If yes, please provide guidance regarding what additional information the Government wishes offerors to present for this technical factor. If not, please provide guidance regarding what information the Government wishes offerors to present for this technical factor.

Please clarify the criteria to meet the standard for the Qualifying Experience technical factor.

Please clarify the Government’s intent for the Qualifying Experience technical factor.

Answer 29: Section M.6 clarifies all qualifying experience factors

Question 30: Amendment 02 modified section M.7: “The CMM and Handiman reference is changed to CMM and Site Supervisor.”

In the Site Proposal Support Package details, paragraph L.8 says, “Key personnel plan ( identifying the Contract Maintenance Manager (CMM) and the Handiman).”

We assume the reference to Handiman should be changed to Site Supervisor in this paragraph too.

Is our assumption correct?

Answer 30: Depends. An offeror may manage it’s workforce proposal as it chooses.

Question 31: Section L.4.12, Are we limited to just 3 Past performance References or can we submit as many as relevant?

Answer 31: A minimum of 3 references are required.

Question 32: Does L.4.12 tie directly into M.6 for each of the Past performances information?

Answer 32: No, it ties to M.5.1

Question 33: Section L.8 Additional Sites list the same sites up in L.7 thru L.7.8. Should there different bases listed in L.8 or are the ones listed correct? We expected to see other sites not listed in L.7.

Answer 33: No, additional sites will be solicitated under the abbreviated FAR 16.505 ordering process among awarded IDIQ holders.

Question 34: What is meant by “rates based on the Corporations geographical location” ? Are those the rates to be provided under B.3 which states the rates are to be fully burdened and not to exceed the RSMeans hourly rate ceilings?

Answer 34: Most CFOs determine fully burdened rates for the corporations current location. The local coefficient factors (LCF) enable the CFOs to calculate the fully burdened rate for the states and countries in Section B.5.2.

- 6 -

Question 35: Is the price/cost for preventive maintenance in section B.2 the only site specific pricing required?

Answer 35: No, the LCF is also site specific.

Question 36: If the government is asking for resumes of key personnel, which are defined as site-based in section C.10, does the government expect the contractor to supply its own CMMs (in favor of the incumbents) for each of these initial locations?

Answer 36: The Government expects the contractor to supply qualified key personnel.

The government is allowing 21 days of transition to enable the contractor time to acquire any available qualified Key personnel.

Question 37: M.6 refers to a "contract manager." Is this the same as the CMM? Section C.10.1 indicates that the CMM will be a site-based position.

Answer 37: Yes.

Question 38: Section C.10.2 calls out a "Corporate POC Communications." Would the government accept corporate individuals, such as this title as "key personnel?" Are their other corporate personnel credentials that the government would like to review?

Answer 38: Yes.

Question 39: I suggest that the past performance volume not include any "key personnel" information. If the government still wants this, then I would recommend that it evaluate key corporate personnel, who would most likely not be funded by this contract. Perhaps, this would include the Corporate POC Communications position, and given the intense regulatory (JCAHO, etc.) environments, corporate quality control and safety managers.

But I would ask for these in the Resume section of the tech/management volume.

Answer 39: The Government will accept appropriate technical key personnel resumes in the Technical Proposal submission.

Question 40: What is the maximum size of document that you can receive electronically?

Answer 40: 10 Meg.

File details come from the government source that posted it. Updated .
