Question/Comment Answer

10/10/16 N/A N/A N/A N/A N/A Good afternoon. We just saw the final solicitation files posted for BMO Zones 2 - 6. Thanks. Within the files, we didn't see an Industry Day or any Pre Bid Conference information and just wanted to ask in case we happened to miss

it. Any information you can provide would be appreciated.

No Industry Day or Pre-Bid Conference will be held for this Solicitation.

Industry Days to discuss the BMO Phase II Draft Solicitation were held in January and February of 2016 in San Francisco, Atlanta, Fort Worth, Kansas City, and Boston. Transcripts of these events are posted to our GSA BMO webpage. (https://interact.gsa.gov/document/bmo-phase-2-industry-day-series-presentation-transcripts).

10/11/16 N/A N/A N/A N/A N/A Could you please provide the incumbent contract number? If not, is this a new requirement?

This is a new contract vehicle. It is a governmentwide, multiple award, IDIQ contract. There is not a previous contractor as this is a new vehicle. The contract users will post/solicit their RFQ's to the awarded vendors.

10/18/16 5 60 H.9 Acceptabl e Accountin g System

2 Is any certification of the accounting system or other review of the system needed other than the SF 1448 form?

Please refer to Section H.9, Section M.4.2.4, and Section M.4.2.5 of the Solicitation, assuming you are referring to the Standard Form 1408.

10/18/16 5 N/A N/A N/A N/A If we are only proposing under the Janitorial/landscaping the invoice is for firm fixed and there is no payment advance?

Thank you for your question, there was not enough information in this question to provide a sufficient answer. However, any issues of advanced payment will be addressed at the task order level.

10/18/16 5 N/A N/A N/A N/A If we were to be awarded a BMO Contract in our zone do we have to bid on all solicitations put out for bid?

BMO Awardees are not required to bid on all BMO task order solicitations; however, Per Section H.33 of the Solicitation, "Starting from the date of the BMO Notice-to-Proceed, the Contractor shall attain a minimum of 5 task order awards or a total task order estimated value of $1.25M (total estimated value of all task orders inclusive of all options) prior to the exercise of Option I under BMO." Failure to meet this may result in a vendor being off-ramped from the BMO solution.

10/18/16 N/A N/A N/A N/A N/A We will verify the RFP to check if various questions from the draft were answered in the solicitation. I believe that the time given for questions and the response date are too tight however we will work on it.

Thank you for your comment. The BMO team has reviewed the request and will consider it.

M.6 Price Are we to submit productive hourly rates or a 2080 rate? For example, a productive hourly rate is the rate to perform 1 hour of work. This rate includes the associated non-productive costs (i.e. paid leave) for performing one hour of labor. Stated another way, if the Government’s requirement calls for 100 hours of productive work, there would be a certain amount of paid leave the employee would be entitled in addition to the 100 hours of actual work. The productive rate would include this cost whereas the 2080 rate would not.

All pricing should be submitted in accordance with Attachments J.9, J.10, J.11, J.12, and/or J.13, regardless of the employee type (non-exempt/non-professional or exempt/professional) fully burdened rates (rates inclusive of all costs) will be evaluated.

M.4.10 Subcontra cting Plan

In developing our subcontracting plan we need to establish what the estimated value of the contract (Base and all options) is. In paragraph B.1.3(b) it states that the maximum contract ceiling value is $27 Billion.

Should we use that number or is there a more realistic number to use for the estimated value of the 5-yr base and then the 5-yr option. We need that number so we can develop or subcontracting goals.

The total contract value amount entered into the subcontract plan should be $771 million. (that is a base value of $385.5 million and an option value o f $385.5 million).

Part III - List of Documents, Exhibits, and Other Attachments

The templates for each Zone shows four (4) different levels for each labor classification, yet the wages are the same for each level and we are unable to change any of the wages, except for the Regional Multiplier. Is this the Government's intent that the wages be the same for each of the four levels or was this an oversight? Request clarification, please.

Attachment J.9, J.10, J.11, J.12 and J.13 Price Templates are as intended. Offerors are able to input information into the "cells" highlighted in yellow. Please refer to the "Instructions Tab" within each of these templates for more information.

10/21/16 2,3,4,5, 144 M Pass/Fail Requirem ents for Relevant Project Experienc e

M.4.3.2.1 Is it permissible to use one contract for every zone, even if it does not actually perform in that zone, as form appears to allow it to cover all zones that apply.

Per Section M.4.3.2.1, Number 4, it is stated, "Each project shall be located within the Contiguous United States, to include Alaska and Hawaii." Therefore, past performance provided does not need to be performed in the proposed zone.

Relevant Project Experienc e Template

N/A Clarification on page 2 in reference to: "CLINs proposing (select all that apply)" - Please clarify that we can use more than 1 zone with the same project represented on this attachment. For instance, if we have a contract project where we do HVAC work in Zones 2 through 6, can we use this Attachment to represent our work in all 5 zones on this one attachment or do we need to provide a separate Attachment J.14 for each zone?

Yes, submitted Relevant Project Templates and the Relevant Project Template Matrix can be used to qualify for multiple zones.

10/21/16 2,3,4,5, 2 Attachm ent J.15

Relevant Project Experienc e Template Matrix

N/A Do we complete this Attachment for each Zone we are providing experience?

If so, where do we indicate on the form which Zone the Matrix is correlated to?

The Relevant Project Experience Template Matrix is not Zone specific.

There should only be one Matrix submitted.

10/21/16 2,3,4,5, 143 M Relevant Project Experienc e

M.4.3.2 Is it admissible to be a Subcontractor on a Relevant Project, provided we use our direct experience on the project?

Per Section M.4.1.4 of the Solicitation, "If an Offeror wishes to be credited for capabilities and past performance of a Teaming Partner or Subcontractor (i.e., a firm that is NOT the prime contractor or part of the JV) a Contract Teaming Agreement Commitment Letter (CTACL) signed by the Teaming Partner and the prime contractor or JV shall be submitted." For more information on CTACLs or Joint ventures see Section M.4.1.4 or M.4.1.5.

10/21/16 2,3,4,5, 131 L Proposal Instruction s, Electronic Copies

L.10 Since the GSA is requesting USB to be labeled with Solicitation Number and Company Name, can CDs be used in lieu of flash drives as it would be very difficult to label a flash drive?

The requirement for use of a USB Flash Drive has been changed to DVD+R Disk. It is at the Offeror's discretion for how to label the submitted DVD+R Disks. Please make sure the Disks are accurately and clearly externally labeled with the company's name and Solicitation Number.

10/21/16 2,3,4,5, 132 L Section 4 - Price

L.10.4 There are two subsections listed as “Price” and “Price Template” but only one subsection listed in L.10.5 Proposal Format Table. Are these two subsections the same requirement (XYZ.SEC4.PRICE.xlsx)?

Under Section L.10.4, the first bullet "Price" is referencing the price section of the solicitation overall. The only document to submit regarding price is the applicable Price Template(s).

10/21/16 2,3,4,5, 133 L Proposal Format Table

L.10.5 Section 2 lists a CLAUSEPROV.pdf subsection that does not appear in Section M or Section L.10.2. The Proposal Format Table says this section should include I.3 and K.3 but K.3 is already to be included as file REPS&CERTS.pdf. Is CLAUSEPROV.pdf to be included with submission, and if so, should it only include I.3?

A corrected Proposal Format Table been posted with the amendment.

Any provision or clause that requires completion (fill in the blank), whether provided in full text or incorporated by reference, shall be addressed by the vendor and submitted with their proposal.

10/21/16 2,3,4,5, 133-134 L Proposal Format Table

L.10.5 The Self-Scoring Worksheet and Price Template are listed in the example file name with the extension .xlsx but section L.10 Electronic Copies states that those sections should be in Excel 2007 (.xls) format. Which version of Excel is correct?

This has been corrected and posted with the amendment. The Self Scoring Worksheet and the Price Template(s) shall be completed using Microsoft Excel and submitted.

10/21/16 2,3,4,5, 150 M, Attachm ent J.18 Subcont racting Plan

Small Business Subcontra cting Plan

M.4.10 Can you provide what contract value should be used so that we may complete the dollar values for the subcontracting plan.

10/21/16 2,3,4,5, 152 M Past Performan ce

M.4.11 Can you please confirm that we are to return only 3 Surveys', regardless of how many zones a contractor bids, not 3 surveys for each zone.

Yes, this is correct. Three past performance surveys (in total) are required.

10/21/16 2,3,4,5, 149 M Sustainabi lity

M 4.9 Each offer should include a Prior Experience narrative, does this apply for each zone?

This requirement applies to an offeror's proposal overall and not the individual zone.

10/21/16 2,3,4,5, 152 M, J.8 Past Performan ce Survey

M.4.11 May we submit CPAR's in lieu of Past Survey's? 3 Past Performance Surveys must be provided as detailed in Section M.4.11 of the Solicitation.

Additional Evaluation Criteria Points Relevant Project Experienc e with Subcontra cting/Tea ming With Small Business

NA For this large business procurement, why would any extra points be awarded if a business is a small business. ? There is a separate small business procurement for these Zones. This is inherently unfair to large businesses proposing on this large business solicitation. Also, the section heading says "subcontracting/Teaming with Small Business" not being small business.

This should be removed or rewritten.

Thank you for your comment. Section M.4.3.2.4 has been corrected and posted with the amendment. See M.4.3.2.4 for how to receive additional evaluation criteria points when subcontracting/teaming with small business.

10/21/16 All 150 M.4.10 Subcontra cting Plan

All This section states that we are to provide the percentages and dollar amounts that will be subcontracted. Please provide contractors with the dollar amount we should base our subcontracting plan on. Using the $27 billion dollar amount given on page 13 of the RFP is not realistic. Or will plans be evaluated and subsequently after award be deemed compliant, if the percentages are met?

10/21/16 All 152 M.4.11 Past Performan ce

All We have completed and signed Past Performance Surveys from a previous GSA BMO proposal. These are for completed projects, so the evaluation from our clients will not change if we request a new Past Performance Survey. Rather than burden our customers with a repeated request, may we resubmit these Past Performance Surveys as they are?

Per M.4.11 of the Solicitation, "The surveys must be submitted on the template provided in the Section J Attachment, Past Performance Survey. No other format will be accepted. Past Performance Surveys are to be completed by the customer, given to the contractor, and submitted with the offeror’s proposal."

10/21/16 All 156 M.6.1 Tier Pricing Discounts

All How would the tier discounts actually be applied? The RFP states "if a modification to a task order increases the value, moving it up to a tier range or a higher tier range, the discount would apply from the modification effective date forward and would not be retroactive", but it doesn't fully address the issue. For example, if the prime contractor was awarded a task order valued at $900K and receives a funding modification valued at $200K, this would increase the total task order price to $1.1M. Given that the new price has now exceeded the Tier 1 threshold of $1M, is the prime contractor required to apply its Tier 1 discount to the portion of the total price greater than $1M, i.e., $100K? Or will the prime contractor be required to apply the Tier 1 discount to the entire funding modification of $200K?

Section M.6.1 of the Solicitation has been amended to include the verbiage, "The resultant additional discount would be applied to future work that had not already been invoiced." referring to the tier discount described in your scenario.

10/21/16 All 15 B.2.4 T&M and LH Task Orders

All The RFP states "The Contractor may provide separate and/or blended loaded hourly labor rates for prime Contractor labor, each Subcontractor, and/or each Division, Subsidiary, or Affiliate in accordance with the provisions set forth in FAR 52.216-29, FAR 52.216-30, or FAR 52.216-31." Is the offeror required to provide separate loaded hourly labor rates if it intends on using affiliates and subcontractors but does not intend on blending the team's rates into one rate schedule?

For the BMO IDIQ contract, one rate should be provided and should not provide separate loaded hourly rates. If separate and/or blended loaded hourly rates are used at the Task Order level, those rates must be equal to or less than the agreed upon BMO IDIQ rates, terms, and conditions.

10/21/16 All 51 G.3.2 CAF Payment Data

All The RFP states "contractors are required to submit CAF payments in the FAS Sales Reporting System via Pay.gov". It is our understanding that pay.gov currently does not have a "pay later" option where contractors can remit CAF payments via paper checks. Is it GSA's intent to have the "pay later" feature available in pay.gov down the road, consistent with the 72A Quarterly Reporting System for remitting IFF?

When the vendor logs into pay.gov to report their sales, they are asked whether they would like to pay for it now. If yes, than pay.gov steers them to a site to make payment. If the vendor elects to pay later, instructions are provided on where to submit the paper checks.

M.4.1.4 Contract Teaming Agreemen t Commitm ent Letters CTACL, if Applicable

Para 1 Section M.4.1.4 variously references both a “Contractor Teaming Commitment Letter (CATCL)” and a “Teaming Agreement.” Is the Government using the terms “Contractor Teaming Commitment Letter” and “Teaming Agreement” interchangeably? Additionally, does GSA require a copy of Teaming Agreements?

Yes, under Section M.4.1.4 of the Solicitation, the term "Contactor Teaming Commitment Letter (CATCL)" and "Teaming Agreement" are used interchangeably. Yes, the CATCL needs to be submitted with the offer as stated in Section M.4.1.4 of the Solicitation.

Yes, a 3-ring binder is acceptable.

10/21/16 5 144 M.4.3.2.

Pass/Fail Requirem ents for Relevant Project Experienc e

5 Paragraph 5 states that "Relevant Experience projects" must "involve the performance and integration of a combination of services offered per service category for all the required services and optional services (if applicable) for each service group...". This contradicts the Relevant Project Experience template which states that Relevant Experience projects may encompass one or more service categories. Please confirm that we may submit Relevant Experience projects that demonstrate competency in a single service category.

This has been changed and posted with the amendment. The verbiage "integration of a combination of services offered per service category" refers the various tasks identified in each of the Service Category Descriptions provided in Section C of the Solicitation. (As an example, tasks performed under HVAC include maintenance, repair and operation of heating, air conditioning, and ventilation systems, including chillers, boilers, radiators, refrigeration compressors, refrigeration units, water treatment, air ducts, etc. Services include, cleaning; air balancing; monitoring and maintenance of Building Automation Systems, controls and monitoring equipment, restoration and de-contamination of HVAC systems, etc.). Each Service category contains various tasks that would be performed within that specific Service Category.

10/21/16 5 3 J.14 Relevant Project Experienc e Template

G If we have a relevant experience project where we are not the prime contractor, but we have subcontracted/teamed with at least 2 separate entities that are certified as small businesses, how will this be evaluated?

Thank you for your comment. Section M.4.3.2.4 has been corrected and posted with the amendment. Section M.4.3.2.4 relates to Block G of Attachment J.14. See M.4.3.2.4 for how to receive additional evaluation criteria points when subcontracting/teaming with small business.

Pass/Fail Requirem ents for Relevant Project Experienc e

2 If we have provided services to a single federal facility on a continuous basis but through more than one contract, can that experience be combined into a single "Relevant Experience project"?

Per. M.4.3.2.1 of the Solicitation, "A Relevant Experience “project” is defined as a single contract." Therefore, each contract is separate and would be identified as such through submitting separate Relevant Project Experience Templates for each of those contracts.

6 Assuming that we provide at least three relevant experience projects for each service category that have been completed in the last three years or are ongoing, is it acceptable to also submit a relevant experience project that has been completed more than three years ago but is highly relevant to this solicitation (i.e. federal facility, integrated BMO services, etc.)?

Per M.4.3.2.1 of the Solicitation, to qualify, a must have been completed within the past Three (3) years prior to the solicitation closing date or be on going.

10/21/16 2-6 M.4 Sustainabi lity Plan

M.4.9 Section M.4.9 states the Sustainability Plan “should describe in detail how the offeror will meet the minimum sustainability requirements identified in the Scope of Services, Section C“.

A review of Section C, Scope of Services indicates there are no identifiable Sustainability requirements within the section. There are several references to sustainable topics in Paragraph C.9 Definitions (such as C.9.35 Green Cleaning, and C.9.36, GSA Green Purchasing Program).

There are, however, Sustainability Requirements cited in Section H, Paragraph 14 through 14.3 inclusive that deal with Sustainability requirements.

Does the Government want offerors to submit the Sustainability Plan to meet the requirements stated in M.4.9 and Section H, Paragraphs H.14 through H.14.3 inclusive?

This has been corrected and posted with the amendment. M.4.9 now references Section H instead of Section C.

10/26/16 N/A N/A N/A N/A N/A Hello, we are an elevator contractor with several GSA contracts for elevator maintenance. We have a handful of areas we cover and are not in all states How will this RFP affect us and what can we do to be part of future elevator work for this RFP?

Please refer to Section C.3, C.4 and Section M. If you do not believe your company can meet the BMO requirements, serving as a subcontractor for a BMO vendor may be a good opportunity. Another option is detailed in Section M.4.1.4 Contract Teaming Arrangement Commitment Letter.

10/27/16 3 and 4 N/A N/A N/A N/A There are several SCA Classifications with pay rates below the Executive Oder as below:

On September 16, the U.S. Department of Labor’s Wage and Hour Division (WHD) published a notice (link is external) in the Federal Register announcing a new minimum wage rate of $10.15 for direct federal contracts and subcontracts covered by Executive Order 13658 (link is external).

Federally assisted contracts are not affected. The rate goes into effect on January 1, 2016.

In particular, these appear in the wage determination for Atlanta (Zone 3) and Houston (Zone 4).

Zone(s) Classification Code Classification Title 3,4 11030 Cleaners of Vehicles and Equipment 3,4 16030 Counter and Rental Clerks 3,4 16030 Customer Service Representatives 3,4 11240 Maids and Housekeeping Cleaners 4 11150 Janitors and Cleaners

With the published wages, considerably lower than the mandated wage of $10.15/hr., the problem becomes assigning a wage to the First Line Supervisors under the NON-SCLS Pricing Model.

In addition, Column “C” highlighted, in the SCLS Pricing Tab, is protected so

Yes the current minimum wage rate would be applicable at the task order level.

Section I

Contract Clauses

N/A The RFP instruction is to complete and submit (via pdf) the fill-in Clauses listed under I.3 of 52.222-42 Statement of Equivalent Rates for Federal Hires.

This requires the offeror to provide employee class/labor category, hourly rate and fringe benefit for all employees under the purview of the SCA. This information is identified in the ‘Price Proposal Template SCLS’ tab in attachments J.9 – J.13.

Is the offeror required to provide this information separately, in addition to attachments J.9 – J.13?

Any provision or clause that requires completion (fill in the blank), whether provided in full text or incorporated by reference, shall be addressed by the vendor and submitted with their proposal. Note:

When the fill-in clause or provision is more appropriately completed at the task order level, complete the fill-in with “N/A.” Clause 52.222-42 and 52.223-3 should be addressed at the Task Order level.

Any services ordered under BMO will be done as a Task Order. A combination of services (including full service) or a single service may be issued at the Task Order level. Customers cannot establish an IDIQ contract against the BMO vehicle. Please refer to Section B.1.2 Contract Type for more information.

N/A General Instruction s

Paragraph 4, number 5

The General instructions state that the offeror’s responses to Section W.

Services Categories Performed are expected to be unique for each Relevant Project Experience submitted. For example, a response to the question under HVAC Maintenance (i.e., What specific HVAC Maintenance tasks were performed?) the government requires the responses to be unique for each of the three projects for this Service Category. GSA has standard PM guides and OEM’s have standard PM guides. If our firm is performing the same HVAC scope of work at multiple client sites, then an accurate response will nearly be identical for multiple Relevant Project Experience accounts submitted. In this instance, will the response (while accurate) be considered non-responsive because the responses are not unique?

While the services performed may be duplicative in some cases there will always be differing circumstances for each project. Examples could include location/sqft/# of elevators/# of buildings/specific requirements (i.e. grass cut kept to 3" vs. grass cut weekly)/etc. Because of this, there will always be the ability to provide a unique description specific to the task, even if some portions may overlap with other project descriptions. Therefore, responses should not be identical representing the specifics of that job site and the work performed.

Please clarify what supporting data is being referenced as it relates to the Project Experience Template.

To clarify, supporting data/documentation as detailed in Attachment J.14, first paragraph, and under #6 of the J.14 Instructions, is not required. Examples of supporting data/documentation include SOW copies, RFQ/RFP copies, etc. What is required is the completion of the Relevant Project Experience Template and Relevant Project Experience Template Matrix. Paragraph 2 The RFP states that projects must meet minimum conditions, one being that projects must involve the performance and integration of a combination of services offered per service category. Please clarify if projects must include multiple service offerings in each description to remain compliant with this requirement.

Will offeror’s receive additional evaluation points if they submit more than three (3) relevant projects or will they only for three projects per Service Category be evaluated?

Regarding additional evaluation credit outlined in M.4.3.2.2, some of the additional credit applies to only the "Required" services and some of the additional credit applies to other areas of the contract such as optional services, socio-economic status, etc. Please refer to Attachment J.3 - Self Scoring Table or Section M.5 Scoring Tables to see how the additional credit is applied.

Also, the "Level I-IV" is confusing to me. In New England the wages vary greatly. Is the level meant to vary from Boston rates to northern Maine Rates?

The labor categories and/or levels are as intended and shall not be edited. When completing a given Price Template (Attachment J.9, J.10, J.11, J.12, J.13), please refer to Rows 19 and 25 of the amended "Instructions" Tab within these documents. Row 19 states, "Indicate all labor categories and all levels that are being proposed by using the dropdown box, located in Column C, to place an "x" in the associated labor category/level cell. Labor categories and levels containing an "x" indicate the labor categories and levels the offeror is proposing." Row 25 states, "Submit the fully loaded hourly labor rate for all labor categories and all levels that are being proposed for use on the BMO contract in column C."

For information on the BMO labor category structure, refer to Attachment J.4 - Standardize labor Categories and Definitions.

Levels I - IV refer to the different experience and education levels within a given labor category . Definitions for each level is provided in the "Labor Cat Lvls and Reqrmts" Tab of Attachment J.9.

11/14/16 2 155 M.6 Section 4 - Price Some trades don't appear to be represented in the wages (ie: Elevator Inspection, Fire Suppression Maintenance and Repair, Roofing, Building Management Services, Janitorial, Waste management / Recycling). Can you please advise which rates to used for these?

For the services mentioned, Offerors are to propose a Regional Multiplier to be applied to the applicable Service Contract Labor Standards (non-exempt) rates already provided for you in Columns D and E of the "Price Proposal Template SCLS" Tab within Attachment J.9. Please refer to Section M.6 for how the BMO IDIQ level pricing for non-exempt labor categories will be evaluated. Note: Per M.6 of the Solicitation, "These fully burdened rates will be used to establish each offeror’s Regional Multiplier (a ceiling percentage established at the BMO IDIQ level) for use at the Task Order level.
