Instructions

Cost / Price Submission Instructions
Overview of Submission Template
Submitted prices will be evaluated at the individual fully loaded labor category level using a fair and reasonable determination.
For each labor rate, the basis of fair and reasonableness will be based on a price analysis in accordance with FAR 15.404-1 (b) using a comparison of proposed prices received in response to the solicitation.
Only enter values into cells highlighted with yellow. Dependent cells will be automatically calculated based on these values.
The "Price Proposal Template SCLS" tab is where all Service Contract Labor Standards (formerly known as the Service Contract Act) labor categories and prices should be submitted.
The "Price Proposal Template NonSCLS" tab is where all Non Service Contract Labor Standards labor categories and prices should be submitted.
Only submitted labor categories that have been found to be fair and reasonable and approved by the BMO CO may be used in support of this contract.
The "Tier Discounts" tab is where discount percentages at the pre-established tiers shall be submitted. These discounts will be considered in the determination of fair and reasonable pricing.
The "Labor Cat Lvls and Reqrmts" tab provides a reference for the requirements of each labor category level for both the Service Contract Labor Standards and Non Service Contract Labor Standards labor categories. Note that levels and requirements are different between those two designations. Row 17 of this tab outlines deviations from these definitions.
The "All SOCs Used" tab displays all of the Standard Occupational Classification labor category numbers, titles, definitions, and Service Contract Labor Standards codes (if applicable) that may be submitted for the vehicle. The offeror must align its current labor categories with this standardized list. The offeror shall not submit labor categories that are not listed on this tab.
All cost and pricing data submitted should be in accordance with Generally Accepted Accounting Principles (GAAP).
The submitted Regional Multiplier percentage (SCLS labor categories) will be a ceiling percentage for the contract. The offeror can offer a lower rate at the task order level to account for changes in geography or labor mix.
Direct labor and health and welfare cost will be variable only for the SCLS labor categories to account for prevailing wage standard (SCLS, Collective Bargaining Agreements, etc.) variations by location. Prices proposed for exempt labor categories should be ceiling rates for each applicable Zone and may be lowered based on labor market conditions in the place of performance.
Proposal of Service Contract Labor Standards Applicable Labor Categories
The "Srv Cnrt Lbr Stds SOCs Used" tab displays all of the Standard Occupational Classification labor category numbers, titles, definitions, and Service Contract Labor Standards codes that may be submitted for the vehicle.
Enter offeror's name in cell B4 of the "Price Proposal Template SCLS" tab.
Indicate all labor categories and all levels that are being proposed by using the dropdown box, located in Column C, to place an "x" in the associated labor category/level cell. Labor categories and levels containing an "x" indicate the labor categories and levels the offeror is proposing. Labor categories or levels not submitted , may not be utilized in support of the contract.
Submit the Regional Multiplier percentage to be applied to the base rate and health and welfare rate in cell F8. The Regional Multiplier is inclusive of all costs (i.e. overhead, general and administrative, other costs, profit, etc.) an offeror may need to apply to non-exempt labor categories when proposing at the task order level.
Out-year pricing shall not be submitted. These prices will be established by applying the submitted Regional Multiplier (which will not change) to the direct labor and health and welfare costs determined by the wage standards governing a particular geography, facility, and/or date (e.g. Service Contract Labor Standards, Davis Bacon, Collective Bargaining Agreements, etc.).
Proposal of Non-Service Contract Labor Standards Applicable Labor Categories
The "Non Srv Cnrt Lbr Stds SOCs Used" tab displays all of the Standard Occupational Classification labor category numbers, titles, and definitions that may be submitted for the vehicle.
Enter offeror's name in cell B4 of the "Price Proposal Template NonSCLS" tab.
Submit the fully loaded hourly labor rate for all labor categories and all levels that are being proposed for use on the BMO contract in column C. Labor categories or levels not submitted, may not be utilized in support of the contract.
Submit the proposed annual escalation rate in cell D5 which will establish out-year pricing for the life of the contract. The pricing for the base and option years will be evaluated for reasonableness by the BMO CO using available public market indicators.
Proposal of Tier Discounts
Cells D7, D8, and D9 should be completed with the discounts being offered for individual task orders at or above the prescribed amount.
If no discount is being offered, enter 0.00%.
If no discount is listed, the CO will assume a discount of 0.00%.
