Operations and Maintenance Services Minneapolis US Courthouse 300 South 4th Street Minneapolis, MN 55415
SOLICITATION NO: GS-05-P-17-SA-D-0002
Questions and Answers, Part 3
A note to offerors: this third Questions-and-Answers document addresses all questions received by the procurement team between May 18, 2017 (when the document “Questions-and-Answers, Part 2” was published) and May 25, 2017.
1: With this being a 15 story building, are there any other “door types” including hardware that would need to be covered in this solicitation for maintenance services? Examples: Wood Doors, Swinging Doors, Hollow Metal Doors, bullet proof doors, door hardware, etc.
A: There are many doors in the building. Maintenance and repair of public doors is covered under the standard monthly services contract. Tenant doors are primarily the tenant’s responsibility.
2: Are there any appropriate Specifications available for any and all doors and door systems in the building that would fall under this solicitation? Or would GSA Master Specifications apply for all known doors?
A. As this is a performance-based contract, we do not have explicit work specifications for particular doors/door systems other than what is found in the solicitation. Please note the work requirements for architectural and structural systems maintenance in Section C.39.1:
“C.39.1 General The Contractor shall maintain, repair, replace, modify, and restore all of the architectural and structural components of the building. In general, these components include walls, floors, doors, windows, docks, levelers, lighting, and all items that are part of or otherwise associated with them. The Contractor shall conduct routine inspection and minor maintenance and repair of interior and exterior architectural and structural systems components. All replacement items and parts shall be either the same quality or better than the manufacturer’s original parts.”
3: If Q1 or Q2 above do apply, can an itemized door list of any additional doors and their locations be provided similar to the inventory items listing already identified on Exhibit 16?
A: We are unable to provide an itemized door list.
4: We are posing the following question based on the answer to Question 70 in Amendment 4:
Since the contractor is required to expend up to 6 hours and $250 in materials per request for miscellaneous hours, we need to know the number of miscellaneous requests for the past year or an estimate of the anticipated requests per month . This open-ended work function may have a significant effect on staffing levels and the cost of supplies and materials. For instance, should the GSA make just 4 requests per month, the cost to the contractor could be $12,000 per year.
A. We have addressed this issue in Amendment 0005, which adjusts the language to specify that the 6 hours and $250.00 in materials will be a monthly cap as opposed to per work request. Please refer to Amendment 0005 for further details on this change to the language.
5: In the section Q and A part 2, the question about fire alarm/sprinkler inspections was raised. The answer stated that the Fire Alarm, Fire Sprinkler, and Fire Pump inspections would be made available. I can only find the Fire Alarm inspection report online. Could you please provide the most recent fire pump and fire sprinkler inspection reports?
A: A fire sprinkler inspection report has been added as an attachment to the solicitation on www.fbo.gov on May 25, 2017.
6: Are electronic submissions of offers acceptable?
A: Yes, offers may be submitted to Kaye Wierzbicki, Contract Specialist, at kaye.wierzbicki@gsa.gov. A similar question was addressed in the document “Questions-and-Answers, Part 1”. For further clarification, we have also included this email address in Amendment 0005.
