Amendment 0004 Supplementary Pages
Description of Modification/Amendment:
This amendment hereby makes changes to the following sections of the solicitation: Section C.36.5; Exhibit J.5 - Building Information Sheet; Section L - Instructions to Offerors; Section M - Evaluation Factors for Award:
A) This amendment hereby removes the coupon rack requirement from Section C.36.5 as follows:
(changes highlighted in yellow)
C.36.5 Corrosion Monitoring The Contractor shall install coupon racks, or an equivalent electronic monitoring system for corrosion, in condenser water loops, heating hot water loops, and the building main chilled water loop, if not already present, not later than 30 calendar days after submission of the water treatment plan (For the primary condenser water system, the installation of the water treatment monitoring system described elsewhere in this document meets this requirement). The Contractor shall propose the type and manufacture of the proposed coupon racks to be installed to the CO or their designee for final approval before installation. If coupon racks are present the Contractor may use such existing equipment, but is responsible for bringing it into conformity with all requirements in this document. The minimum quantity of coupons and frequency of inspections shall be described in the water treatment plan. Laboratory analysis of coupons shall be no less frequent than quarterly for major systems (e.g., primary building condenser and chilled water loops, as opposed to specialized systems serving limited areas), and annually for other systems. At a minimum, two coupon racks shall be installed for each loop, and used to monitor mild steel and copper. Coupon racks will be the property of the Government upon installation. The Contractor shall have responsibility for maintaining (and if necessary replacing) the coupon racks for the duration of the Contract. The liability threshold for repairs does not apply to this equipment; the Contractor has full responsibility. Acceptable corrosion rates are established in the Public Buildings Services Operations and Maintenance Standards 2012. Molybdenum shall not be used in GSA buildings.
See Section C.42.3, Water-Based Fire Protection Systems, which references NFPA 25 for information regarding evaluating corrosion of water-based fire protection systems.
Contractors during their inspection of water-based fire protection systems shall verify such systems are free from corrosion.
B) This amendment hereby removes references to coupon racks from Exhibit J.5 - Building Information Sheet as follows:
(changes are highlighted in yellow)
6. BUILDING AUTOMATION SYSTEMS and OTHER CRITICAL EQUIPMENT (Include manufacturer names, model #s, serial #s, tonnage KW, etc) EMS/BAS/SMART Technologies: Yes CMMS: Yes CHILLERS: No – district supplied UPS SYSTEMS: Being removed in the next few months GENERATORS: Yes Other important equipment/information:
Water Treatment (coupon racks?) Yes No coupon racks.
Roof Anchorage Points and Systems - How many? – YES, 52 davits Is Electrical Labeling up to date? Yes
C) This amendment hereby eliminates the “Prior Experience” go/no-go factor from the Evaluation Factors for Award as described in Sections L and M of the solicitation.
a) There will no longer be a “Phase One” and “Phase Two” in the evaluation process. All proposals will be evaluated in a single phase.
b) The definition of “comparable” facilities as previously outlined in the “Prior Experience” evaluation factor has been moved to the “Past Performance” evaluation factor. However, the definition of “comparable” has not itself been altered.
c) These changes in evaluation methods do not alter the requirements for what offerors must submit as part of their proposal package.
d) All other technical factors and weights remain the same.
(Changes to Section L are highlighted in yellow)
Section L.6 - INSTRUCTIONS FOR SUBMITTING PROPOSALS
Provided below are instructions for the preparation and submission of proposals. The purpose is to establish requirements for the format and content of proposals so that proposals are complete, contain all essential information and can be evaluated equitably.
The evaluation for this procurement will be conducted in two phases. All information required to conduct both phases of the evaluation must be submitted by the closing date of the RFP.
Phase One (Prior Experience).
Submit evidence of current (contract in place for at least 2 years) and previous (within the last 5 years) contracts (government or commercial), demonstrating performance of full mechanical operations and maintenance services, similar to those described in the solicitation, in facilities comparable to the locations contained within the solicitation. A facility is considered to be “comparable’ if it is a commercial or federal office building of at least seven (7) stories, at least 400,000 gross square feet, or the total number of stories and square footage from multiple buildings serviced under one (1) contract meets the (7) stories and at least 400,000 gross square foot minimum, (Example: A contractor has a contract that services three separate buildings, none of which meet the minimum requirements when looked at individually, however when totaled they do meet the minimum. Building “A” is 2 stories and 75,000 gross square feet, building “B” is 3 stories and 150,000 gross square feet, and building “C” is 3 stories and 225,000 gross square feet. When this is totaled it comes to 8 stories and 450,000 gross square feet and would then meet the minimum Prior Experience requirement.), and has/had complex central systems consisting (at a minimum) of the following:
• Fire alarm systems
• HVAC systems
• High voltage electrical distribution systems
• Domestic water systems
• Plumbing systems
• Sewage and drainage systems
Offerors shall submit Attachment A – Past Performance References to include all of the following information for at least 3, but not more than 5, buildings, “comparable” to the location contained within the solicitation (as defined above), in which full mechanical operations and maintenance services, similar to those described in the solicitation, were provided (within the last 5 years) . The offeror cannot use the same reference (i.e., same project and same contact person) more than once.
REQUIRED REFERENCE INFORMATION
1. Building Name & Address
2. Building Owner's/Manager's Name
3. Contact Person's Name, Title, and Phone No.
4. Contract No.
