GS-05P-P-16-FD-C-7000 – Construction Manager as Constructor, for the 536 S. Clark Street 9th Floor Build-out Project; Amendment to Solicitation 004 – Updated Answers to Questions Received.
This Amendment to Solicitation, 004, is hereby issued to incorporate/provide the following:
1. Fourth Set of Contractor Questions
All other terms and conditions shall remain unchanged. The due date and time remains unchanged - Thursday, January 14, 2016, at 1:00P, CST.
1. At column line (cL) 9 just west of cL H an existing door is there that is not shown on AD102.
It has specialty hardware including a full length piano hinge and exit panic device. Please confirm Code review that’s been performed to get the drawings complete to 65% construction documents demonstrates the door is not part of any required fire separations.
-The door is a tenant separation door and not part of a rated separation. The demo drawings will be updated to indicate removal of that door, frame, and related construction.
2. Please confirm that upon Award, working files of the specs will be provided (Word or similar, not just pdf’s).
-EXP will make a Word version of the specifications available to the awarded CMc if directed by GSA.
3. While at the walk through held on 12/30/15, we inquired about inspecting the southwest area of the 8th floor where the new 2” waste line needs to be installed in the ceiling. We were told that access was not available. Please refer to drawing P-201 which shows this waste line and the areas that may be affected on the 8th floor.
-The next issuance of the construction documents will be updated to indicate Work that is necessary on the 8th floor to complete the plumbing installation for the 9th floor.
a. Will the work on the 8th floor occur during regular working hours or at night?
-Work will occur at NIGHT
b. Since ceilings will need to be removed to perform this work what type of temporary partitions will be required to be installed to keep dust, debris and the work isolated to the immediate area where the work is being performed? Will a visqueen barrier or plywood partition be required?
-Plywood with a visqueen barrier will be required.
c. Will there be any special credentials / badging be required for access to the 8th floor?
-Workers must have the standard GSA clearances. All workers must also submit their personal information to the tenant agency on the floor for review and approval before worker will be allowed on the floor. This process takes about a week.
d. Has this area (especially in the ceiling) been tested for any ACM (asbestos)?
-Previous testing has occurred, not ACM found.
e. When can a walkthrough be schedule in order to inspect this area prior to the bid submission?
-At this time, no walk-through is scheduled. If you feel you would like to see the space again, please reach out to the Property Manager (per the Request for Proposal) and request an additional walk-through. As mentioned on other Amendments to Solicitation, there is no guarantee that an additional walk-through will be accommodated.
4. On page 11 of the RFP, Item IIE – Reps & Certs – states to submit with the proposal Annual Representations & Certifications (FAR 52.204-8) using the attached Offeror’s Representations & Certifications (CMc301). Please confirm the Attachment FAR 2.204-8 ANNUAL REPRESENTATIONS & CERTIFICATIONS on page 28 of the PDF RFP document is the CMc301 that is referred to.
-Yes, please treat it as the same document.
5. Please advise spec details/selections for the VCT-1, LVT-1 and for LVT-2. I wasn’t able to find these in the manual.
-Previously answered on addendum #3.
6. SHEET A204 Adjudication #9048 calls for the LVT 1 & LVT 2. Corridor #9057 calls for only LVT-1. Where is the break between these 2 areas?
7. SHEET A204 Adjudication #9031 calls for the LVT 1 & LVT 2. Corridor #9011 call for CPT-1.
Where is the break between the 2 areas?
8. Relocation Consultant Relocation Consultant is mentioned in the RFP. Is the Move Coordinator the same position as Relocation Consultant? What are the duties of the Relocation Consultant in conjunction with the GSA Move Coordinator? PLEASE CLARIFY THE
INVOLVEMENT OF THE RELOCATION CONSULTANT FOR THIS PROPOSAL.
-The CMc shall coordinate with the Relocation Consultant (RC), who is under a separate contract from the CMc. The RC will order and install furniture systems for the agency. The CMc shall also coordinate with the RC, who will be responsible for moving small quantities of existing equipment from the JCK to new office space.
Coordination will be needed for scheduling, reviewing elevator ability and any subcontract work related to installing the furniture systems.
9. Quality Control Mgr. & Fire, Life and Safety Coordinator Can one person act in a dual role of Quality Control Manger (QCM) and Safety Manager (SSHO) ? PLEASE CLARIFY IF A DUAL
ROLE IS ACCEPTABLE FOR THIS PROPOSAL.
-The Quality Control Manger, and Fire, Life and Safety Coordinator can be one person acting as both if that person is qualified for both roles and having dual responsibilities will not over-extend their workload capacity.
10. Partition type A1 (see sheet A911) calls for #9/10 ga. welded wire mesh to be in the wall, and partition type A4 (see sheet A911) calls for level one ballistic resistant material to be in the wall. There are no spec sections for this welded wire mesh or ballistic resistant material.

14. Page 2 of RFP Agreement states: I.C. Period of Performance (1) Design Phase Services (a) Commencement of Design Phase Services. The Contractor shall commence performance of the Design Phase Services within 10 days after the Contractor receives the Notice to Proceed (NTP). (b) Completion of Design Phase Services. Design Phase Services shall be complete upon acceptance of all deliverables required by the Design Phase Services Statement of Work. Is the “Design Phase Services Statement of Work” provided by the architect? Please provide document. “Contractor to commence performance of Design Phase Services within 10 days of NTP”. Will the contract award date constitute the NTP with regard to Commencement of Design Phase Services? Please clarify I.C.Period of Performance.
-The CMc is expected to provide Design Phase Services, this does not refer to the Architect and it will not be provided by the Architect. The design phase services are described in the Scope of Work. With regard to the NTP, the contract award will constitute conditional NTP and the Contractor (upon adhering to certain contract requirements) will be required to commence work.
15. RFI question and response #14 and #15 state that Adjudication #9031 and Adjudication #9048 are to be CPT1 with VB2 now, however these areas are part of a large open office space that was calling for LVT1/2. Am I to assume all the areas within this open office is to receive carpet now? (Ie 9034, 9040, 9044, 9053, 9057, and 9065.)
-Yes
16. Are record drawings of existing HVAC system available? – if so, can they be shared?
-No, GSA to confirm.

19. Pipe sizes are missing on the HVAC drawings. Please clarify.
-Chilled water supply and return will be 3” diameter, 2” diameter for steam and ¾” steam condensate.
20. We could not locate any exhaust fans / ductwork associated with the new washrooms – are they required? – if so, please elaborate.
-No new fan will be required for the new bathroom. New bathroom will be exhausted to the existing toilet exhaust riser.
21. Please provide material selections / specifications for tags PTB-1 and SSM-1 on Room Finish Schedule on sheet A903.
-PTB-1 = Porcelain tile base , TDB SSM-1 = Solid surface material TBD
22. Is existing terrazzo cementitious or epoxy based?
-This issue is to be determined at a later time.
23. RCP on A204/205; F211/212; E204/205 do not correlate. Number of electrical fixtures are not consistent and location of sprinkler heads are in conflict with electrical fixtures.
-The RCP will corrected in the next drawing issuance. For bidding purposes use the A drawings for the architectural construction, F for Fire protection and E for Electrical construction quantities and layout.
24. Please provide specification of “Deal tray” and package pass-thru at the Transaction window (Detail 8/ A420).
-Specification to be provided in the next issuance of the drawings. Not available at this time.

-Specification to be provided in the next issuance of the drawings
26. Please provide door hardware schedule.
-Please see previously issued Amendment, 003, which addressed door hardware schedule.
27. Amendment 03 includes existing conditions for ACM’s. The details in this report confirm the presence of ACM’s throughout the project area, requiring abatement/demolition to be performed by certified abatement contractors. These costs will require additional time to compile, and our vendors have requested access to the Facility to conduct a site visit. Please confirm intent as costs associated with this scope of work will be a bid driver.
-Abatement report is still in progress and will not be available prior to bid opening.
28. Reference drawings F-001, FD-211 and FD-212 regarding sprinkler work. F-001 Note #6 states a 24 hour fire watch will be at the discretion of the Facility Manager. FD drawings require sprinklers and piping to be removed, back to mains, while leaving areas NIC covered, along with protection of the construction area at end of shift (each day). There are no provisions for temporary upright sprinklers in the construction area. Please confirm if the installation of upright heads is considered means and methods or best practices of the trade. A multiplier for (undetermined) 24 hour fire watch vs. hard number to provide upright heads where applicable and phase new branch/head install is a variance which may affect the bid. Please provide direction.
-Provide temporary upright heads
29. Reference drawing M-702. Confirm all new VAV boxes are to have reheat coils, as shown.
-No reheat coils.
30. Reference drawing M-702. Details show a perimeter fin tube control valve for VAV zones, but the floor plans do not show the quantity and location of these valves. Please confirm if new electric motorized control valves should be provided or if existing valves can be reused.
In addition, please provide the quantity and location of said perimeter control valves be installed.
-Remove existing pneumatic controls. Provide new DDC control valves
31. Reference drawings M-001; Note #20 and M-700; Note #22. Project specifies all temperature control wiring is required to be in conduit, yet building standard allows for open plenum rated cable above accessible ceilings and conduit in mechanical spaces. Please confirm conduit requirements.
-In conduit.
32. Don’t seem to have spec’s for PT-1 (floor tile at the washrooms) – please advise.
-To be determined later, will be issued with the next set of drawings.
33. In reviewing the addenda I don’t believe the question regarding the existing wood subfloor has been answered. Will it still be required to remove the existing wood subfloor material down to the concrete structure? If so, please provide details on what the existing floor is made from? How many layers? Is it consistent throughout the space? What will need to be done to prepare the remaining structure floor to accept new finish floor materials?
-The wood subfloor will remain in place, as per the 65% Construction Drawings.
