QUESTION SET 4

85. “In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. The Offeror, however, must affirmatively state this in its proposal to identify the status to GSA. Does this mean we are still technically acceptable for Past Performance as long as we affirmatively state this? Also, in regards to “Experience of the Firm”, what if we do not possess experience? Is this the same as the Past Performance section?

Answer: If you have no prior past performance and no references that can submit a reference on the CPARS form, this evaluation factor will be rated neutral. In regards to Experience, please detail any experience that you may have under another company.

86. Please advise what the difference is between Administrative Support, and Administrative Assistant positions in the solicitation

Answer: If you are referring to the Schedule page on the 1449, Administrative Support Services is the umbrella of what is being procured (This was meant to be the header). Under that description in CLIN 0001, it references Secretary III.

87. Is this evaluated by LPTA?

Answer: This procurement will be evaluated based on Best Value.
