RFP GS-01P-13-BW-D-0008

Mechanical Maintenance and Repair Services, J.C. Cleveland and W.B. Rudman FOB , Concord, NH

RFP Questions and Answers #3 – 25 March 2013

1. Since service call and emergency call back response requirements refer to “during normal working hours”, and “after working hours”, please define normal working hours and normal work week. A: Normal working hours are between 6AM and 6PM. (Pg. 16) The normal work week is Monday through Friday. See also, C.2.27, Amendment 1 and Pre-Proposal

Meeting Minutes page 3, "Note: The normal working hours listed do not require the contractor to have onsite coverage during this entire time period. Staffing Plans should be developed based on the requirements of the solicitation".

2. Are normal working hours and normal duty hours synonymous? A: Refer to Pre-Proposal

Meeting Minutes page 3, "Note: The normal working hours listed do not require the contractor to have onsite coverage during this entire time period. Staffing Plans should be developed based on the requirements of the solicitation".

3. Is Section C.17,”Builidng Management Support Services”, a.k.a. “Miscellaneous Utility Hours” the same as Section C.40.4 “Miscellaneous Work”? If not, please define the difference. A: Sec

C.17 and Section C.40.4 are not the same. Section C.17 refers to support of studies

(engineering, energy, etc.) where Section C.40.4 refers to minor maintenance activities outside the normal scope of the maintenance duties such as hanging pictures or moving a file cabinet. In order to allow an informed proposal, Amendment 3 will be issued which will make the 10 hour per month and $50.00 in material/month cumulative from month to month which will make the labor and material exposure 120 hours and $600 per year maximum. This maximum labor and material cost will also apply to Building

Management Support Services as defined in C.17. So for both of these categories of services, there is a total, combined maximum exposure of 120 hours per year and

$600.00 of material per year.

4. If GSA requested escort duty interferes with maintenance or operations during normal working hours, will GSA reimburse the contractor for these normal operations having to be done after normal working hours. A: No. GSA will reimburse for the additional utility hours if they exceed the contractual amount. In this case, maintenance would be deferred and rescheduled in the CMMS and the revised schedule will be approved by the COR and reported in the Monthly Report.

5. AM1 states that BOMA midpoint is $2.03 per rentable square foot and that GSA will use this number as a benchmark. Does this midpoint take into consideration that the GSA contract has shared liability, more intense reporting requirements, additional services, etc.? A: BOMA LMI

Midpoint is inclusive of all costs associated with building maintenance, including regular repairs and therefore shared liability. LMI data is provided as a local industry "snapshot" and is not necessarily indicative of the costs associated with the maintenance of the buildings and related systems under this solicitation. It is also noted that Offerors should bid to the requirements of the SOW, not industry midpoint costs.

6. How much time will be given to the current HVAC technicians to get certified in accordance with Paragraph H.15.3.3? A: If not certified at the start of the contract, the technician must have equivalent field experience and must be enrolled in a certification program which must be completed within 6 months.

RFP GS-01P-13-BW-D-0008

7. Fire extinguishers are replaced or hydro tested every 6 years. When was the last time Fire

Extinguishers were replaced in both buildings? A: All fire extinguishers are in compliance. The last hydrostatic testing was performed in 2012. During that time, several Cleveland fire extinguishers were replaced due to the fact that the manufacturer is no longer in business.

8. Is GSA responsible for Generator Fuel? A: GSA is responsible for generator fuel.

9. Switchgear testing and inspection is due every three years. When was the last time this inspection was done? A: The last inspection was done in February 2013.
