About this file
This is a Brand Name Justification & Approval (J&A) memorandum from the Western Federal Lands Highway Division (WFLHD) for the Teton Park Road project in Grand Teton National Park. The document justifies the procurement of specific brand-name lighting equipment for a roadway construction project, including luminaires and light poles from manufacturers Leotek, Valmont, and Ecosense. The total estimated equipment value is $17,975.00, consisting of 4 roundabout pole lights from Leotek ($2,500), 4 roundabout light poles from Valmont ($13,600), and 3 sign lights from Ecosense ($1,875).
The justification cites Federal Acquisition Regulation (FAR) exceptions for using these specific brand-name products, primarily based on the National Park Service's requirement for furnishings that reflect the cultural and historic characteristics of the site, and the need for consistent equipment that can be easily maintained. Market research was conducted through internet searches and discussions with the National Park Service, and the document concludes that no other commercially available products meet the project's specific requirements. The project will be solicited via full and open competition, with an expectation that multiple contractors will compete for the lighting installation subcontracts.
