About this file

This document is a Questions and Answers file for federal contract opportunities related to two National Park Service (NPS) road projects in Wyoming: Moose Wilson Road Phase 2 and Teton Park Road from Moose to Taggart Lake Trailhead. The Q&A addresses 52 technical and general questions submitted by prospective bidders between January 22, 2026 and February 2, 2026, with responses provided by the contracting agency.

The questions cover concrete specifications (mix designs, colors, reinforcement, finishes), electrical and conduit work (burial depths, spacing, cable types), traffic management equipment (counters, signals, markings), erosion control measures, contractor housing and camp requirements within 20 miles of Moose, Wyoming, seeding and mulching responsibilities, sidewalk construction details, and various bid item clarifications. Notable responses indicate that several items are being addressed under Amendment A001 or A002, including connection items A2120 and A2140, vault toilet work specifications, traffic counter product substitutions (following Diamond Traffic Products' inability to supply certain obsolete models), contractor office trailer requirements, and housing implications for periods when lodging is unavailable. The document clarifies that the 20-mile housing requirement applies specifically to bid item 63706-0000, that traffic detector loop counters will be solar-powered, that NPS will conduct seeding and mulching, and that contractors must refer to FP-24 standards and various plan sheets for detailed specifications. Several amendments have been issued, with Amendment 2 extending the bid due date to January 29, 2026.

We are not getting any response from the companies associated to these connection items A2120 and

A2140. Since these Items are going to be paid per invoice should they really be included in the bid? If they are included, they should be a fixed amount to make it far across all bidders. Please advise how we should handle these items?

This will be addressed under Amendment

A001.

1/22/26

8 X

Could you please clarify the purpose Line Items

A2120 and A2140. They appear to be contingency amounts but with no contingency value listed. Should the contractor be pricing the contingency amount or entering 0 for the pricing on those items?

This will be addressed under Amendment

A001.

9 X

Are there going to be any provided Camper spots for this bid? When attending the onsite presentation, it was stated that some would be provided. Also, the

RFQ says to located facilities within 20 miles of

Moose WY. With construction slated during peak tourism season this is almost impossible to do. What if we can not locate housing within 20 miles?

See Section 107.12 Contractor’s Camp.

UPDATED(Additional context): The 20 miles referenced in 637.02 applies to bid item

The project has a large area 39,685 SY and 7,700 SY of placing conserved topsoil. However, seeding and mulching pay items from section 625 seem to be missing. What is the plan to protect the placed topsoil from erosion? It seems the typical approach for this protections would either be seeing and bark mulch or hydraulic seeding and mulching hydraulic bonded fiber matrix.

NPS will conduct seeding and mulching.

Protect topsoil from erosion in accordance with Section 157 Erosion Control.

From Diamond Traffic Products:

"Please be advised that due to recently implemented tariffs we are unable to procure some of the parts required for the RAX/Phoenix, Unicorn and Pegasus counter/classifiers. We have also been notified by our suppliers that after forty years, some of the parts are no longer being manufactured and have been classified as obsolete. Diamond Traffic Products does not have a replacement unit for these models, and we do not plan on spending the time, resources and significant finances that would be required to develop products to replace those items. "

We will need a subsitute for these. Please advise.

This will be addressed under Amendment

A001.

Sheet M16 indicates VMS Service H-Frame panelboards are “future” with conduit capped for future connection, and Sheet M1 shows these same H-

Frame services at Sta. 323+43.12 and 470+20.59.

Sheet P26 provides details for both AC-powered and solar-powered traffic counter stations. Please confirm that traffic detector loop counters associated with Bid Item A2080 are intended to be solar-powered and are not to be connected to the VMS

Service H-Frame electrical services under this contract.

107.10(e)(2) Vegetation removal can only occur from

August 1 to March 15 (dates inclusive) to avoid impacts to nesting birds (May 1 to August 1) and greater sage-grouse (March 15 to June 30).

This drastically limits early season work and does not allow us to take advantage of the early closures in

May / June and effectively pushes any clearing or topsoil work until August. It also limits work that can be done June – July. Would we be able to start this early with bird surveys and would bird surveys be done by NPS?

This will be addressed under Amendment

A002.

1/28/26

17 X Is the reinforcement for the sidewalk to be epoxy coated?

Yes. This will be addressed under

Amendment A002.

1/28/26

18 X

Will 63706-0000 Residential Housing be paid for every month from NTP to Contract Completion or only working months?

Working Months. See FP-24 109.02(m). 1/28/26

19 X Does the median concrete have any reinforcement?

This will be addressed under Amendment

1/28/26

20 X Would it be epoxy coated?

Yes. This will be addressed under

Amendment A002.

1/28/26

21 X Do the medians have a raised centerline?

Bid according to the plans and solicitation documents.

1/28/26

They still show this sign, but there is no Bid Item for it.

Please advise if this is incidental to an item or if you will be issuing an item for this. Thanks.

This will be addressed under Amendment

A002.

1/28/26

23 X

These should only have one conduit per trench.

1/28/26

28 X

Refer to note 6 plan page N.7. Please clarify where the PVC coated GRC sweeps listed in the is note are to be installed per Note 6 “Conduit Burial Notes”.

At all pre-bent sections of conduit. 1/28/26

29 X

Also please note the 36” radius conduit sweeps conflict with plan page N.2 “Conduit Size & Type” 24” burial depths listed as well as the solid and dash/dot lines on N.1 “Lighting and Electrical Legend”.

A 36-inch wide sweep refers to the radius of the bend in a conduit sweep — not the diameter of the pipe and not the width across the bend.

1/28/26

34 X

Section 105.04(f)(3) states that the contractor is to provide an office trailer for the use of FHWA, however, the bid item called out under 637 is

Residential Housing?

This will be addressed under Amendment

A002.

35 X

The specifications clearly state that water and sewer will not be available at the specified location for the

FHWA office, however, the table is not amended for the office requirements which state that the office must have a sink with hot and cold water, this will not be possible without facilities available. Also the restroom facilities will need to be externally located portable toilet units. Please advise if this is acceptable.

This will be addressed under Amendment

A002.

1/28/26

36 X

Section 637 has not been amended in the contract special requirements therefore is it assumed that the contractor is to provide an external storage facility at this office? Also it states to provide a vehicle which was not amended under this contract?

With regards to question 9 in Q&A 1-22-26:

What is the requirement to find lodging within 20 miles of Moose WY?

We have updated the Q/A for question 9.

Original Response: See Section 107.12

Contractor’s Camp.

UPDATED (Additional Context): The 20 miles referenced in 637.02 applies to bid item

63706-0000.

1/29/26

40 X

Please refer to N.2 Circuit Number LCC1A. The ¾” conduit size is insufficient for the three pairs of loop lead cables. For example see LCC1-B&C where the similar applications are in a 2” conduit.

Revised to 2". This was addressed under

Amendment A002. See amended sheet N.2.

1/30/26

41 X Shouldn’t the 2C cables be IMSA 50-2 Shielded loop lead cable between the loops and the traffic counter?

Please bid according to the plans and solicitation documents.

1/30/26

42 X

Are there implications for not finding housing within

20 miles? For the most part it is not possible especially from June – August. During that timeframe anything other then spots provided within the contract are booked out over a year in advance.

See Amendment A002. Please bid according to the solicitation documents.

Thanks.

1/30/26

43 X

Please refer to the Feeder Schedule on N.2. Under the

“KEY” and “Conduit Size and Type” there appear to be multiple conduits in one trench. Refer to LCC1-A, B, C, D, E, K, and O. This is why we inquired for clarification about conduit spacing. Or is it the intention to excavate separate trenches for each conduit.

There is no required separation for the conduits in shared trenches as described in the Feeder Schedule.

1/30/26

44 X

Please refer to N.2. There are a number of conduits listed for 24” burial depth. LCC1-F, G, I, J, 2” on K, and

P. A 36” radius sweep will be above the top of the pull box.

36" is not the height or the length of the sweep, just the curve radius. The conduit can be cut to fit in the splice box. The 24" burial depth is also the minimum depth, as shown on detail 01 sheet N.7, conduit may be buried up to 48" deep, as necessary.

1/30/26

45 X When will Amendment 2 be issued? Will there be a bid extension?

Amendment 2 extended the due date and was issued on 1/29/2026.

1/30/26
