About this file

This document is a competitive solicitation bid response from GreenRubino, a marketing and advertising agency located in Seattle, Washington, for the Washington State Department of Enterprise Services' Cooperative Purchasing Agreement No. 20422 for Communications & Marketing Services. The solicitation involves multiple states including Washington and Oregon, with potential participation from state agencies, local government entities, and other eligible purchasers through a cooperative purchasing program.

The bid covers six contract categories: Advertising & Marketing Campaigning, Brand Development, Photography, Social Marketing Campaign, Graphic Design, and Video Production & Editing. GreenRubino has proposed a 30% reduction on standard rates for the contract and will not charge for one partner's hours. The company has committed to a Diverse Business Inclusion Plan, with aspirational goals of 2-6% participation for woman-owned businesses and 5% for veteran-owned businesses. The bid includes detailed pricing scenarios, with a sample project breakdown showing estimated hours and fees across three primary tasks: research and audience identification, message testing, and brand identity development. The total estimated cost for the sample project is $222,350, with the company offering flexibility to adjust fees based on specific project scope and goals.

GreenRubino has a strong DEI ethos and is a very culturally aware agency. Most of our clients have campaigns that either have a transcreation or translation component to it and that percentage grows each year. We’ve completed roughly 120 projects that involved transcreation, translation, development of multi-language campaigns, and used culture-centered approach and messaging in the last three years. Because transcreation and culture-centric approaches are ingrained throughout most of our advertising, a specific number is hard to define. We can approximate that 120 projects fall into this category.

Number of advertising and marketing projects completed: ~120

Audience Analysis, Research, and Message Testing

Requirement ID-4.1—Pima

Pima’s Northgate campus leads and enrollments were lower than expected and not keeping on par with other campuses. GreenRubino was tasked with determining what could be impacting those leads and enrollments.

Methodology – Secondary Research

Our strategy began with an analysis of historical data of new students. We analyzed the two-year trends of new leads at this campus and subsequently followed those leads through the funnel to when the student actually started at Pima. Additionally, we looked at the same data for the Renton campus as a comparison pulling from a nearby market.

We also considered web analytics to better understand search behavior, conducting in-depth research of the Seattle market (for the previous five years to present) in order to understand growth patterns, demographic trends, and other market-specific nuances that would influence the leads and enrollments at Pima’s Northgate campus.

Methodology – Primary Research

GreenRubino conducted 51 one-on-one phone interviews with both students and non-students alike. Through the interviews, we identified randomly selected Pima students, non-Pima students who considered Pima, but chose a school other than Pima, and students that did not even consider Pima. We wanted to better understand potential students’:

• Motivations to attend school

• Considerations when selecting a school

• How, when, and where an individual was conducting research about possible schools

• Perceptions of Pima – why Pima or why not

Action Plan

Armed with both the primary and secondary analysis above, GreenRubino developed an omni-channel approach to reach potential students with creative and messaging that spoke to what they were looking for and reached them where they were looking.

Requirement ID-4.1—Pima (cont.)

Messaging:

• Based on results from our market research, web analysis, and one-on-one interviews, we developed targeted messaging based on our specific audience. Our research indicated that many students were lacking confidence and were hesitant to go back to school, so we put together a strategy and messaging pillars for each need state.

• Since deciding to go back to school is both a considerable time and financial commitment, we wanted students to feel confident in their chosen program and in Pima. By recommending sharing student testimonials on the website and across social media, potential students could hear from their peers what the Pima experience entailed.

Resources:

• Potential students spend weeks to months to years researching going back to school.

By providing resources—via blog posts & social posts—Pima was highlighted as the resource these students were looking for, with topics like:

- Working and Attending School at the Same Time

- Reasons to Enter the Medical Field

- Time Saved is Money Saved

Students saw Pima as a source of truth and information for the questions they were asking.

-Along with blog posts, GR recommended an SEO plan—implementing backlinks, crosslinks,
and tagging.

Personal Outreach:

• Interview research indicated that many potential students were influenced by their high school career counselors and teachers. Empowering high school counselors with resources about Pima, participating in high school career fairs, and delivering presentations in science and medical classes, students can now access firsthand information about Pima from trusted sources.

• Pima classrooms are filled with top-of-the-line training equipment. Getting individuals in the door and experiencing Pima firsthand is key. In addition to the quarterly open house events Pima hosts, we recommended that they host a more casual “Take a Tour Tuesdays.” This would be a low-pressure opportunity for potential students to picture what their life at Pima could look like, plus see the Pima labs and classrooms in action.

Requirement ID-4.1—Pima (cont.)

Redefining Staff Strategy:

• From filling out a form online to starting at Pima, there are numerous touchpoints to reach the potential student along the way. Initial interviews, testing, or financial aid—there are many ways for Pima staff to nurture the potential student to ensure they start at Pima feeling prepared.

- Staff Training: We recommended that Pima staff have product knowledge training, specifically regarding how to engage with high school students, compliance training, and conversion training.

- Outreach Strategy Improvements: We recommended that Pima utilize SMS messages to be more relevant to their particular audience (versus utilizing phone calls or emails). We also recommended that they create as personalized messages as possible, highlighting the potential student’s name and program interest.

Results:

Executing a multifaceted campaign that nurtured these prospects by alleviating their concerns and being relevant to their specific generational and market nuances, we were able to see an increase of leads and enrollments within six months of launch. With the success seen in this market, we implemented several facets of this campaign into other markets and saw growth across the board. (NOTE: the 6 months is estimated)

Transcreation and Culture-Centered Messaging

Requirement ID-4.2—Pima

Pima has a high concentration of Hispanic students, and the San Antonio market has a higher Hispanic population. While Pima teaches classes exclusively in English, GreenRubino explored how to access the Hispanic population in an authentic way, while targeting the individual that would be successful with English spoken in the classroom.

Research:

This project began with conducting market research to better understand the Hispanic population in San Antonio. We also researched how other companies—both in and out of the category – were marketing to this population.
