SECTION 00 73 00 - SUPPLEMENTARY CONDITIONS
Part 2 - PERFORMANCE
Add the following to Paragraph 2.01 (a):
2.01 (A) Completion of Work: Contract completion time: Two hundred twelve (212) calendar days for the substantial completion / beneficial occupancy of the project.
The time allotted assumes that most of the primary materials are in-hand or readily available prior to the issuance of Notice To Proceed. Final completion of the project must occur within forty-five (45) days of substantial completion including, but not limited to, the completion of all punchlist work, final close-out documentation and final payment application.
INTERIM NOTICE TO PROCEED
1. The Contracting Officer will issue an Award Letter to the Successful Offeror which will serve as the Interim Notice To Proceed (NTP). The Interim NTP allows the successful offeror to:
a. Apply for and obtain security clearances
b. Prepare and submit project schedules, shop drawings and material submittals
c. Order materials and equipment
d. Perform any other off-site work
e. Submit required insurance and bonds
2. No on-site work may be performed until security clearances for proposed employees have been received and approved by GSA MSO/OPM.
Contractor employees will not be allowed to work in Federally controlled space prior to obtaining the appropriate background investigation.
Security Clearance requirements are defined in Specification Section 01 35 53, Security Regulations.
NOTICE TO PROCEED (NTP)
1. The Contracting Officer may issue a Notice To Proceed upon verification that the Contractor has received approved security clearances for a suitable number of employees to begin on-site work and receipt of acceptable insurance and bond coverage. The Contract Performance Period, as stated in block 11 of the SF 1442, begins upon the issuance of the Notice To Proceed.

1.3 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work of Project is defined by the Contract Documents and consists of the following:
1. Abbreviated Written Summary: Briefly, and without force and effect upon contract documents, the intent of the project is to renovate the existing service elevator.
2. Furnish demolition operations as required to complete the project. Remove an existing hoisting machine, elevator controls and equipment and electrical equipment.
3. During construction, all egress corridors shall remain clear, with sprinkler protection, lighting, exit signage, and door operation as required by Code or the Authority Having Jurisdiction.
4. New work to include new elevator gearless elevator machine, control panels, variable voltage variable frequency solid state motor drives, new counterweight roller guides, new mechanical and electrical equipment, new LED lighting, and new elevator cab interiors and finishes.
5. Fire Alarm System modifications include new connections to the new elevator panel. New notification devices are to be provided in the elevator hoist way and machine room. All other notification devices in elevator lobbies have been recently updated under a separate Prospectus project for the building.
6. The Contractor shall submit all samples requiring color selection under a single package and comply with all other submission requirements as contractually required.
7. Security clearances are required. See Section 01 35 53 Security Regulations.
8. Manage waste as described in Section 01 74 19. There is no room available on site for a dumpster. All waste shall be stored and sorted within the work area and trucked immediately off site once removed from said work area. All work that creates noise, odor, or disruption to building tenants shall be performed between 6 PM and 6 AM, coordinate with government. This includes hazardous materials remediation, fire sprinkler and fire alarm testing.

1. Project will be constructed under a single prime contract.
1.4 PHASED CONSTRUCTION
A. The Work shall be conducted in three phases. Only one elevator is to be out of service at a time throughout the duration of construction. Refer to G-003 for phasing diagrams.
1.5 WORK UNDER SEPARATE CONTRACTS
A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying Work under this Contract or other contracts. Coordinate the Work of this Contract with work performed under separate contracts.
B. Concurrent Work: Owner may award separate contract(s) for the following construction operations / repair at Project site. Those operations will be conducted simultaneously with work under this Contract.
1.6 ACCESS TO SITE
A. General: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section.
B. Use of Site: Limit use of Project site to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Confine operations at the site to the areas permitted under the Contract.
Any staging of work or storing or materials beyond the areas indicated in the Contract is prohibited. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to the site rules and regulations affecting the work while engaged in project construction.
2. Driveways, Walkways, and Entrances: Keep driveways, parking garage, loading areas] and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or for storage of materials. Comply with the directions of Owner’s authorized personnel.
3. Schedule deliveries and construction waste removal to minimize use of driveways and entranced by construction operations.
4. Schedule deliveries and construction waste removal to minimize space and time requirements for storage of materials and equipment on-site.
C. Condition of Existing Building: Maintain portions of existing building affected by construction operations in a weathertight condition throughout construction period.

1.7 COORDINATION WITH OCCUPANTS
A. Full Owner Occupancy: Owner will occupy site and existing building(s) during entire construction period. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's day-to-day operations. Maintain existing exits unless otherwise indicated.
1. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors or other occupied or used facilities without written permission from Owner and approval of authorities having jurisdiction.
2. Notify Property Management a minimum of 72 hours in advance of activities that will affect Owner’s operations.
3. Protect physical environment of tenant occupied areas during construction operations.
B. Partial Owner Occupancy: Owner will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Perform the Work so as not to interfere with Owner's operations. Maintain existing exits unless otherwise indicated.
C. Owner Limited Occupancy of Completed Areas of Construction: Owner reserves the right to occupy and to place and install equipment in completed portions of the Work, prior to Substantial Completion of the Work, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and limited occupancy shall not constitute acceptance of the total Work.
1.8 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, unless otherwise indicated.
1. Building is closed on Federal Holidays.
2. Weekend Hours: There are no designated weekend hours. Any work outside of the above building hours shall be coordinated with Building Manager.
3. Hours for Utility Shutdowns: Utility Shutdowns must take place outside of tenant operating ours and with a 72-hour notice.
4. Hours for Core Drilling or other noisy activities: To be performed between 6:00 PM to 6:00 AM. Coordinate with Government.
5. Hot work is to occur after hours.

6. Provide 2-weeks’ notice for any after-hours work.
C. Contractor's Required Work During Unoccupied Hours (5:00 PM to 7:00 AM) shall be at no additional expense to the Owner. The Contractor is responsible to pay all Building O&M Contractor fees required to perform the work under this contract. The O&M Contractor's hourly rate is $63.33/hr. for regular time and $90.66/hr. for overtime.
D. Periods of Prohibited or Restricted Work: Following are time periods during which the contractor shall not perform construction work. These restrictions are as follows:
1. Prohibited and Restricted Work is determined by the tenant. The building manager can provide the tenant schedule as needed during the project.
E. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
1. Notify Owner's Representative and Building Manager not less than 72 hours in advance of proposed utility interruptions.
2. Obtain Building Manager's written permission before proceeding with utility interruptions.
F. Noise, Vibration, and Odors: Coordinate operations that may result in high levels of noise and vibration, odors and other disruptions to Owner/Tenant occupancy with Owner.
1. Notify Owner's Representative and Building Manager not less than 72 hours in advance of proposed utility interruptions.
2. Obtain Building Manager's written permission before proceeding with utility interruptions.
G. Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of the entrances, operable windows or outdoor air intakes.
H. Restricted Substances: Use of tobacco products and other controlled substances within the existing building and on the Project site is not permitted.
1.9 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

SECTION 01 14 00 - WORK RESTRICTIONS
PART 1 - GENERAL
1.1 CONTRACTOR USE OF PREMISES
A. The Contractor will review and document the existing conditions surrounding the project premises. Provide documentation to the Government prior to the commencement of any construction activity.
B. The Contractor shall limit use of the premises to the work in areas indicated, and to allow for Government occupancy and public use.
1. Confine operations at the site to areas indicated. Do not disturb portions of the site beyond the areas in which Work is indicated.
2. Space in the building for temporary storage will not be available for this project.
3. Keep driveways and entrances serving the premises clear and available at all times to the Government, Government employees and to visitors. Do not use these areas for parking or storage of materials.
4. Comply with the limitations on use of public streets and other requirements of authorities having jurisdiction.
5. Schedule deliveries to minimize space and time requirements for storage of material and equipment on site.
6. Maintain existing building in a safe and weather-tight condition throughout the construction period. Repair damage caused by construction operations to the satisfaction of the government. Take precautions to protect the building, its occupants and the public during the construction period. A representative of the Contractor shall be available to arrive on site within one (1) hour of notice should an emergency occur.
7. Keep public areas, such as hallways, stairs, lobbies and toilet rooms, free from accumulation of waste material, rubbish, construction debris and construction materials.
8. Space on the premises will not be made available for the Contractor's storage and related activities outside of the Contract / Project limits area.
9. Use of the existing loading dock facilities will be shared with Government activities on a first-come-first-served, wait-your-turn basis. Prior to the arrival of goods on the site, the Contractor must coordinate the delivery at least 2 business days in advance of the delivery with the GSA. The loading dock is available for the

delivery of materials, tools, and supplies between the hours of 7:00 a.m. to 5:00 p.m.
10. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or designated to be salvaged as Government property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.
11. Pollution producing equipment shall not be located near air intakes where airborne smoke or fumes could be drawn into the building. When not required for powering unloading operations, turn off engines when docked.
12. Smoking is not permitted in or around the building, see Facilities Management Regulation (FMR) Case 2008-102—3. Also see Code of Federal Regulations (CFR) 41 CFR Part 102-74.
13. Parking will not be available on site.
14. Cell Phones: Contractor is to provide company cell phone during this contract. All cell phones to be “on vibrate” at all times. If a telephone begins audibly ringing, the building guards will take the cell phone and hold until the end of the working day prior to the contractor leaving the property. Cell phones are only permitted in construction area and contractor’s office space.
15. No apparatus with an open flame is allowed to be used within the facility without the prior receipt of a burn permit. Contact the Field Office to obtain burn permits.
Burn permits are required for each separate occurrence.
16. Permits: Refer to FAR 52.236-7
17. The work shall be sequenced to minimize disruption to building occupants, visitors, and maintenance activities. To the greatest extent feasible, demolition work should not take place until supplies are on hand to perform new work.
18. Coordinate with the GSA Building Manager and the COR for site access.
19. Coordinate with the GSA Building Manager and the COR on correct response procedures for any building system alarms occurring during or resulting from the construction process.
20. All building systems outside the immediate construction area shall be kept fully operational during normal working hours.

22. Building has room for a dumpster. It will likely be stored inside of the building in the parking structure. The Contractor shall include all labor and associated costs for moving construction and demolition debris to the dumpster in the bid.
1.2 GOVERNMENT OCCUPANCY
A. The Government will occupy the site and the existing building during the entire period of construction. Cooperate with the Government's representatives during construction operations to minimize conflicts, mitigate noise, and facilitate Government usage.
Perform the Work in a manner that does not interfere with the Government's operations.
B. The Government reserves the right to occupy, place, and install equipment in completed areas of the building prior to Substantial Completion, provided such occupancy does not interfere with completion of the Work. The Government's installation of equipment and partial occupancy shall not constitute acceptance of the total Work.
1. Prior to partial Government occupancy, mechanical and electrical systems for the space shall be fully operational, and required inspections and tests shall be successfully completed. Upon occupancy, the Government will operate and maintain mechanical and electrical systems serving the occupied portions of the building.
2. Upon occupancy, the Government will assume responsibility for maintenance and custodial service for the occupied portions of the building.
1.3 WORKING HOURS
A. Government Occupied Hours: Government personnel are scheduled to occupy the building at all times during the duration of construction. The building is always in operation. The Contractor shall schedule all work to take place during normal business hours of 7:00-AM to 5:00-PM Eastern, with the exception of noisy and/or disruptive work and asbestos abatement / lead mitigation work.
1. Building is closed on Federal Holidays.
2. Weekend Hours: There are no designated weekend hours. Any work outside of above building hours shall be coordinated with Property Manager.
B. Government Unoccupied Hours: There are no unoccupied hours.
C. Contractor's General Working Hours: The Contractor working hours shall be during Government Normal Business Hours.

c. Product Data, including drawings and descriptions of products and fabrication and installation procedures.
d. Samples, where applicable or requested.

Provide a schedule fragnet with a time impact analysis to allow the Government to consider the proposed substitution.
j. Cost information, including a proposal of change, if any, in the Contract Sum.
k. Proposed substitution complies with requirements in the Contract Documents except as indicated in substitution request, is compatible with related materials, and is appropriate for applications indicated.
l. The Contracting Officer may require the Contractor to provide a contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to produce indicated results.
2. The Contracting Officer or Contracting Officer’s Representative (CO) or (COR) Action: If necessary, the Contracting Officer or COR will request additional information or documentation for evaluation. The Contractor shall be entitled to receive notice of action on submittals within a reasonable time, given the volume or complexity of the submittals and the criticality of the affected activities to Substantial Completion as may be indicated in the Project Schedule. The Contractor shall not be entitled to receive notice of action on submittals containing variations from Contract requirements in less than twenty working days.

A. This Section specifies administrative and procedural requirements necessary to prepare and to process Requests for Payment.

A. Schedule of Values: A detailed written statement (masterformat/uniformat) furnished by the Contractor outlining the portions of the contract sum, which allocates values (price & percentage) for the various parts of the work and used as the basis for payment application and reviewing progress payments. The Agreement provides further details.
B. Request for Payment: A contractor’s invoice and request for progress payment with substantiating information consistent with approved schedule of values.
1.3 SCHEDULE OF VALUES
A. Coordination: Submit completed Schedule of Values no later than (14) calendar days after notice of award.
B. Schedules for Phased Work: Where the work is separated into phases, provide Schedules showing values correlated with each phase using the standard format referenced below.

1.4 REQUESTS FOR PAYMENT
A. Requirements for Requests for Payment are in Section III, Terms and Conditions of the Agreement.
B. Each Request for Payment following the initial Request for Payment shall be consistent with previous Requests.
1. Initial Request for Payment, Request for Payment at time of Substantial Completion, and final Request for Payment involve additional requirements.
C. Payment Request Times: Submit Request for Payment to GSA on a mutually agreed upon date at the pre-construction meeting. The period covered by each Request for Payment is one month.
1. Submit one paper draft copy (aka pencil copy) of Request for Payment to the COR along with construction progress report seven calendar days prior to due date for review by GSA. Provide documentation evidencing the cost of work performed to be included in the Request for Payment. Resolve questions resulting from GSA review of draft Request for Payment and construction progress report prior to submitting Request for Payment.
D. Stored Materials: Differentiate between items stored on-site and items stored off-site.

PART 1 GENERAL
1.1 PURPOSE
A. For the purposes of this document and the Division One Specifications, the term ‘GSA Project Management Information System’ (PMIS).
The Contractor shall use the GSA Project Management Information System identified by GSA for use on the project.
1.2 DEFINITION
A. The GSA’s PMIS is a web-based project management tool which provides GSA’s Public Buildings Service with an automated workflow, collaboration, document management and project management solution to help manage GSA design and construction projects.
1.3 PROJECT COLLABORATION AND DOCUMENTATION
A. General
1. The Contractor shall effectively manage the PMIS including maintaining adequate staffing levels and ensuring that personnel attend the mandatory GSA-provided training sessions.
2. The Contractor shall use PMIS to upload, store, capture, preserve, record, maintain, update, and route all project-related documentation to comply with GSA's Document Security Requirements. Classified material is not permitted to be stored in this system.
3. The Contractor shall use the workflow processes contained within the
PMIS to submit and receive approval for all project deliverables.
4. The Contractor shall continuously monitor and review the PMIS to ensure the Contractor data is current through completion of the Close-out Phase of Construction.
