PROJECT IDENTIFICATION
Elevator Modernization Project Gerald R Ford Federal Building & U.S. Courthouse

SCOPE OF WORK
The intent of this project is to renovate three existing passenger elevators and one service elevator.
The contractor will furnish demolition operations as required to complete the project. They shall remove existing hoisting machines, elevator controls and equipment, lighting, electrical and mechanical equipment. During construction, all egress corridors shall remain clear, with sprinkler protection, lighting, exit signage, and door operation as required by Code.
New work shall include new gearless elevator machines, control panels, variable voltage variable frequency solid state motor drives, new counterweight roller guides, new hall push button stations and signal fixtures, new braille entrance jamb plates, new sump pumps, new mechanical and electrical equipment, new LED lighting, new elevator cab interiors and finishes, and new finishes in the elevator pit, hoist way and machine room.
Fire Alarm System modifications shall include new connections to the new elevator panel. New notification devices are to be provided in the elevator hoist way and machine room. Fire Sprinkler System modifications shall include the removal of the fire suppression system from the elevator pit, hoist way and machine room as indicated in the contract documents.
Note: Maintenance of elevators still in service during construction is required as well as a 1 year maintenance period after all elevators have been inspected and accepted. See specification section 14 for more info.
WORK RESTRICTIONS/CONTRACTOR USE OF PREMISES
On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:00 a.m.
to 5:00 p.m., Monday through Friday, unless otherwise indicated.
1. Building is closed on Federal Holidays.
2. Weekend Hours: There are no designated weekend hours. Any work outside of the above building hours shall be coordinated with GSA.
3. Hours for Utility Shutdowns: Utility Shutdowns must take place outside of tenant operating hours and with a 72-hour notice.
4. Hours for Core Drilling or other noisy activities: To be performed between 6:00 PM to 6:00 AM. Coordinate with GSA.
5. Hot work is to occur after hours.
6. Provide 2-weeks’ notice for any after-hours work.
NOTE: Contractor's Required Work During Unoccupied Hours (5:00 PM to 7:00 AM) shall be at no additional expense to the Government.
Smoking is not permitted within the building or within 25 feet of entrances, operable windows or outdoor air intakes. Please refer to the specifications for a full list of other work restrictions and contractor use of the premises.
PROJECT MAGNITUDE
The estimated price range of this project is between $3,500,000 and $4,500,000. This is only a magnitude of construction. The offeror will be responsible for including all costs in their proposal as this will be a firm-fixed price contract.
PERFORMANCE TIME & LIQUIDATED DAMAGES
You will have 587 calendar days after the notice to proceed is issued to achieve substantial completion of the on-site construction work. This time includes 30 days for the Government to inspect and accept the phased work before starting on the next elevator. Contract completion shall be achieved within 45 calendar days after substantial completion. Liquidated damages are $55.87 per calendar day.
An Interim Notice to Proceed will be issued at the time of award permitting the Contractor to: (1) Apply for and obtain security clearances, (2) Submit required insurance and bonds, (3) Complete and submit project submittal documents, (4) Order materials and equipment, and
(5) Perform any other off-site work.
A Full Onsite Notice to Proceed will be issued upon verification that the Contractor has received approved security clearances for a suitable number of employees to begin on-site work, receipt of acceptable insurance and bond coverage, and after Government approval of project submittals. The “clock starts ticking” for the 587 days to get to substantial completion at the time this notice is given by the contracting officer (will be in writing via email).
Note: As stated earlier, this contract also requires 1 year of full elevator maintenance after construction is completed. These maintenance services will be paid monthly to the contractor based on the offer price for such services.
SECURITY REQUIREMENTS
This solicitation includes Controlled Unclassified Information (CUI) regarding the federal building. CUI documents provided under this solicitation are intended for use by authorized users only. In support of this requirement, GSA requires offerors to exercise reasonable care when handling documents relating to CUI building information. The Agreement outlines additional information regarding this.
Contract employees will be required to have a Government security clearance prior to starting work.
Applicable clearance documents for employee completion and submission will be provided after award. Please refer to the Agreement for more information. The clearance process includes various steps and paperwork to be completed so please be sure to have a point of contact at your firm to oversee this process with your employees and subcontractors if you are awarded the contract.
BONDS & INSURANCE
A bid bond (20% of bid price) is required to be submitted with your proposal. Prior to commencing on-site construction work, the contractor will be required to furnish (1) a performance bond in the amount of 100% of the contract price, (2) a payment bond in the amount of 100% of the contract price, and (3) insurance in the amounts stipulated in the solicitation.
SET-ASIDE
This procurement is a set-aside for Small Businesses. NAICS code is 238290 with a size standard of $22 million. To be eligible to receive an award, offerors MUST BE REGISTERED AND ACTIVE in the System for Award Management (SAM) system PRIOR TO SUBMISSION OF YOUR OFFER.
See FAR regulation 52.204-7 in the solicitation for more information. The website is www.sam.gov.
Note: Please refer to FAR clause 52.219-14, Limitations on Subcontracting in the solicitation. Under this set-aside contract there are percentage limits to how much work can be subcontracted to a “non similarly situated entity”, ie a sub that is not also a small business. There are no limits if the small business prime contractor subs to another small business.
ADDITIONAL SITE VISITS
All other site visits after today will be based on the availability of the Project/Property Management staff and may be arranged during normal duty hours by emailing Tom Monaweck at thomas.monaweck@gsa.gov. Such additional visits are not guaranteed to be available.
BASIS OF AWARD
The Government will award a contract resulting from this Solicitation to the Offeror whose proposal conforms to the Solicitation and provides the best value to the Government. Best value will be determined based upon three evaluation factors. The evaluation factors which shall be used to determine best value are (1) experience, (2) past performance, and (3) total evaluated price.
Experience and past performance, when combined, are significantly more important than price.
Please refer to Section II.D, Technical Proposal, in the solicitation for more information on the experience and past performance technical factors. In short, you shall provide 3 project examples similar to this requirement that you have completed in the last 8 years for the Experience factor.
Similarly, for the Past Performance factor, we are asking for the past performance questionnaires (included in the solicitation for distribution) to be completed by your references on the 3 projects you submitted under the Experience factor.
Note 1: The Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to make an award to other than the lowest priced offer if it is determined that doing so would result in the best value to the Government (ie, tradeoff process).
Note 2: If you have not already done so, please make sure you get the past performance questionnaire out to your references asap so that they can be completed. The completed questionnaires may be submitted by your references directly to joe.daniero@gsa.gov or you can collect them and submit them with your full proposal. Whichever method is used, the questionnaires must be received by the due date/time for offers.
PROPOSAL SUBMISSION & CONTENTS
Offers are due May 21, 2025, by 2:00 PM EST, via email to the contracting officer, Joe Daniero, at joe.daniero@gsa.gov. Any change to the due date/time shall be issued by amendment only.
A complete proposal submission consists of the following fully-completed documents:
1. Price Proposal- includes filled out Standard Form 1442 and subsequent pricing pages.
2. Technical Proposal, which includes information regarding Experience and the Past
Performance Questionnaires.
3. Standard Form 24, Bid Guarantee.
4. Representations & Certifications Form.
5. GSA Form 527, Qualifications of Offerors.
6. Any other documents as required (ie: acknowledged SF30 amendments to the solicitation, if applicable). Or you may acknowledge any such amendments by filling out block 19 of the SF 1442.
The offeror shall also ensure that the company name and address information stated on any proposal documents matches the information contained in the SAM system.
INFORMATION CONCERNING THE DISCLOSURE OF PROPOSAL RESULTS
This acquisition is being conducted under the provisions of FAR Part 15 as a negotiated procurement. In accordance with FAR 3.104 and FAR 15.207, after receipt of proposals, no information regarding the identity of those submitting offers, the number of offers received, or the information contained in such offers will be made available until after award except as provided by
FAR 15.503.
CHANGES TO THE SOLICITATION
Any change to the solicitation will be issued by amendment using the Standard Form (SF) 30.
Offerors will be responsible for monitoring the SAM website for amendments and/or additional information. Reminder, amendments must be acknowledged by the offeror.
QUESTIONS
Questions/RFIs regarding the solicitation raised outside of this conference shall be submitted to the Government point of contact(s) below, in writing, via email, not less than 14 calendar days prior to the date established for receipt of offers (currently, that deadline would be May 7, 2025) to ensure GSA can respond timely. Any questions after that are not guaranteed to be answered in time for you.
Answers to RFIs will be posted in the SAM system for everyone to view.
