1. Is there any Lead Paint in Hoist ways? Sheet A-301 Passenger Elevator says the Hoist ways "tested negative for lead". However, sheet G-004 Passenger Elevator has General Note 3 saying "the elevator hoist way walls are painted with peeling lead-based paint. The contractor shall remove the lead paint as part of the project".

Response: Per the Appendix of the Specifications, the only location detected in our work zone it lead-containing paint (LCP) (0.07%) on the sanitary piping painted with gray paint. Disregard General Note #3 – the hoistway walls to have lead-based paint. If this LCP paint is disturbed, comply with the following requirements.

3.01 Prohibited Activities

A. The following shall not be permitted:

1. Open flame burning or torching.

2. Use of heat guns above 1100oF.

3. Use of machines to remove paint or other surface coatings through high speed operation such as power sanding, power grinding, power planning, or needle gun unless such machines have shrouds or containment systems and are equipped with a HEPA vacuum attachment.

4. Use of abrasive or sand blasting without Level 3 work area isolation and preparation engineering controls.

5. Dry scraping or sanding farther than one (1) foot from electrical outlets.

6. Use of volatile strippers in poorly ventilated spaces or strippers that contain methylene chloride.

7. Use of compressed air.

8. Eating, drinking, smoking, chewing tobacco, chewing gum, or applying cosmetics in the work area.

9. Use of strippers that are not compatible with new paints, coverings, or coatings to be installed.

B. Level 1 lead work procedures to clean existing lead dust shall not be permitted. Level 2 and Level 3 lead work procedures shall be utilized as a response action to remove identified lead contaminated dust.

3.02 Personal Protective Equipment

A. Employers are responsible for providing adequate personal protective equipment (PPE) for their employees to ensure they are protected during work activities based on personal air monitoring data required by OSHA.

B. Employers are responsible to ensure that their employers wear and correctly use PPE to avoid lead dust from migrating outside of the work area. Any additional clean-up as a result of lead migration from improper worker practices will be the responsibility of the contractor. Any such areas shall be immediately cleaned by the contractor and the clearance sampling performed at no cost to the government.

C. Disposable foot covers are required at a minimum.

D. Don disposable foot covers each time a worker enters a work area.

E. Doff disposable foot covers each time prior to a worker leaving the plastic containment area.

3.03 Lead-Containing Paint Work Procedures

A. Lead-Containing Paint Work Practices:

1. Adhere to section 3.01

2. Compliance with OSHA Lead Standard for Construction 29 CFR 1926.62 & Lead

Standard for General Industry 29 CFR 1910.1025

B. Work Area Isolation and Preparation:

1. Isolate the work area to prevent unauthorized access.

2. Cover floors in the work area, including carpet, with plastic sheeting or other impermeable material to six (6) feet in each direction beyond the perimeter of the surfaces that are undergoing renovation.

C. Clean-up:

1. Conduct prompt clean-up of dust and debris using HEPA vacuum and wet methods on a continuous basis.

2. Clean drop cloths using HEPA vacuum and wet methods.

3. Visually inspect the work area for dust, dirt, debris, or residue and clean as necessary.

D. Disposal:

1. Dispose of any dust or debris in leak-tight containers.

2. Dispose of drop cloths by folding inwards, securing with duct tape, and placing in leak-tight containers.

2. We aren't seeing a spec for Epoxy floor painting; can one be provided?

Response: Refer to following painting specifications for epoxy paint.

1. Epoxy Floor Covering: Duraflex Shop Floor MR or approved equal.

A. System Application: Mechanically prepare floor, manufacturer’s recommended primer and sealer, Waterproof Membrane, Shop Floor with broadcast of flintshot aggregate, Shop Floor Grout Coat, Armor Top Coat.

B. Color to be selected from Manufacturer’s standard colors.

C. Control joints to be extended through the new system.

D. Provide 10-year warranty: Test concrete and follow manufacturer’s written instruction to achieve 10-year warranty.

3. Sheet A-101 - Do the walls/floors in Elevator Pit Access Room B3-002 get painted? The rest of the elevator pit area has key notes 3 & 4 saying the walls and floors get painted and that area doesn't.

Response: Apply Keynotes 3 and 4 to paint the walls and floor of Elevator Pit Access Room B3-002.

4. Will you accept a similar or like designed cab interior from Vendor G&R Cabs in lieu of Forms+Surfaces?

Response: No. Please bid Forms+Surfaces per drawings and specifications.

5. Are all car and hoistway doors being replaced?

Response: Refer Specification Section 14 22 11. Per Paragraph 1.01.C.2.k, retain hoistway entrance frames and door panels. Provide new door hangers, tracks and door guides. Per Drawing A-201, all door panels facing the Lobbies shall be painted or polished per Keynotes 1 and 2 respectively.

6. Spec Page Ref 11400-1, 12: Please clarify that onsite storage, roughly 30x30 or equivalent, will be available for elevator equipment/mod project?

Response: Various areas of the mechanical penthouse will be available for storage and will need to be coordinated with GSA and the O&M for access of the equipment located in the penthouse. There may also be space available in the Basement, Sub-Basement and Parking Garage. The 30x30 space will not be contiguous, but will be that square footage or greater in the building.

7. Spec Page Ref 13-14: Is Interim maintenance and 12 month warranty maintenance to be included in the MOD pricing? Or should these each be submitted separately from the mod pricing?

Response: Interim maintenance pricing during modernization construction should be bidded and included in the appropriate division number on the offer breakdown forms for the 3 passenger elevators and 1 service elevator and does not need to be separated out from other construction costs within that particular division breakdown.

The 12 month warranty maintenance price is its own separate cost that you will see a spot for on the offer breakdown form. There is an available line that says "1 year maintenance after construction completion". This is on the offer breakdown form for the 3 passenger elevators and on the form for the 1 service elevator, both towards the bottom of the forms before the subtotal area. Please provide a 1 year cost for maintenance on each form, ie, a cost to maintain the 3 passenger ones on the offer breakdown for passenger elevators and a cost to maintain the 1 service one on the offer breakdown for service elevator.

8. Spec Page Ref 25: If we are to use a KONE machine, the dual brake is integral to the machine and please confirm this is acceptable E lieu of a BODE, HW or Draka device.

Response: Imperial or Hollister Whitney gearless hoist machines are acceptable for use.

9. Spec Page Ref 28: MCE iBox controls specified. Is it acceptable to submit a voluntary alternate to use another controller and/equipment? Especially ones that can satisfy the buy America requirement?

Response: Provide MCE iControl as specified.

10. Spec Page Ref 28: Tech support from MCE is not free and there is a cost to this. How should we account for these costs should we need to use them during the mod project?

Response: Account for those costs in your base bid.

11. Spec Page Ref 31: Confirm all 4 elevators E-Power? If not, please confirm the Emergency Power Generator has enough power to run at least 1 car in each group simultaneously.

Response: Confirmed. Provide sequential emergency power operation as specified.

12. Spec Page Ref 38: Note: There is compensation ropes, and no cwt Guards will not be provided since

Response: If means of compensation are provided, counterweight guards are not required.

13. Spec Page Ref 40: Traveling cables will not contain CAT 5e nor CAT 6 cables as they are not allowed per code. We will provide additional twisted, shielded pair that can be used for these purposes.

Response:

Shielded twisted pairs and wiring capable of supporting GSA cameras, security devices and USMS requirements are required for this project.

14. Spec Page Ref 42: Existing Entrance struts shall be reused as specified on p.41

Response: Correct. Unclear if there’s a question or concern with this statement that matches the content of the Construction Documents.

15. Please if interim dispatching/ cross registration is required. If it is not required, please confirm that GSA is okay with two simplex units serving the building while the middle car is being modernized.

Response: Provide cross cancellation panel and/or call assignment panel during modernization.

16. Will the GSA allow advanced payments (down payments) for any materials or equipment to be procured or will invoicing be restricted to when the physical materials and/or equipment have been delivered to the project site?

Response: No, there will be no advanced payments on this project. The contractor may invoice for materials once they have been delivered to the project site or any alternative offsite warehouse/storage that the contractor has. Before any payments are made a GSA official or authorized representative may inspect the materials and/or proof of purchase and pictures of materials may be required before payment is released.

17. All previous GSA projects have specified the use of 3rd party, non-proprietary, universally serviceable equipment and have disallowed the use of OEM manufactured equipment. Can the GSA please confirm that this is also requirement for this solicitation?

Response: Yes, except where otherwise specified in the construction documents.

18. RFP states that contractors are not allowed to communicate qualifications, exclusions, or conditions in their proposals and that the Contracting Officer may reject the proposal if these are included. Can the GSA confirm that this is a requirement of this solicitation?

Response: Yes. An offer/proposal must be submitted based on the specifications and drawings uploaded in SAM. The GSA is looking for a full proposal for all of the work and will not entertain exclusions regarding the work.

Furthermore, the GSA will not entertain qualifications or offeror’s conditions. The GSA terms and conditions in the RFP will be the only ones for the project.

19. Spec Section 01 10 00 1.8(c) states that the contractor is to pay O&M contractor fees at $63.33/hr. for regular time and $90.66/hr. for overtime for all work during unoccupied hours. Are contractors to assume all night work is to be considered unoccupied? Can the GSA confirm how many O&M individuals are required per night shift so the contractors can accurately include these costs in their estimates?

Response: Night work is considered unoccupied building hours. To be clear, you do not need O&M staff hired or to be present when performing “regular” work whether its during occupied or unoccupied building hours. A single O&M individual is generally needed per task for items such as fire suppression system drain downs or handling Fire Alarm monitoring test mode work. The quantity of personnel will depend upon how many tasks you are trying to accomplish simultaneously where such O&M personnel are required to be onsite to assist.

20. Please confirm if the maintenance on all four (4) elevators is to start upon contract execution? Please clarify if this is upon award or upon mobilization onsite.

Response: The interim maintenance will not begin upon award of the initial contract. It shall begin when the Onsite Notice To Proceed date occurs and continues throughout construction. The 12-month warranty maintenance will follow and begin after all 4 elevators have been accepted by the GSA.

21. Can the GSA confirm if the one year warranty is to start on all four cars after the last car has been turned over?

Response: Yes, confirmed.

22. Will the submission of Certified Payroll be a requirement of the project?

Will this be a requirement for submitting monthly invoices?

Response: Yes and Yes

23. Can the GSA please confirm that the pricing sheets provided on pages 28- 31 (of 113) are to be utilized and included in the pricing sections of our proposals?

Response: Yes. The offer breakdown forms from pages 28-31 will help GSA understand a basic breakdown of costs. It is not required to have a cost in every division number on the breakdown form; it is up to each offeror to decide how they want to show their breakout on the forms. Please note there is a separate line on the offer breakdown forms for the 1 year warranty of maintenance cost for the passenger elevators and the service elevator. Please only include the 1 year warranty maintenance on that line. Interim maintenance of the elevators, which is required during construction, may be included in any of the other division numbers on the breakout form.

Please note that a final lump sum price shall be placed in block 17 of the Standard Form 1442 for the entire project. The Standard Form 1442 can be found on pages 26-27 and directly precedes the offer breakdown forms in the RFP. You shall add together your “total project cost- 3 passenger elevators” and the “total project cost- 1 service elevator” from the offer breakdown forms to get to the final lump sum total price for block 17 of the Standard Form 1442.

24. Does the GSA plan to contract the DOR for construction services on this project once awarded? Will the GSA contract a CM to assist in the execution of the project once awarded?

Response: This has yet to be verified. However, it is currently the intent to engage the DOR.

25. Please confirm if the GSA/DOR will provide a submittal register for this project or is it the Prime Contractors responsibility to create a submittal register? The spec sections do not clearly indicate the submittal requirements for each spec section: Can the GSA provide the submittal register to contractors during time of bid to clarify the extent of the submittals required on the project?

Response: Part 1 of each spec section has submittal requirements. Contractor shall prepare a submittal register.

26. Will contractors be required to utilize Kahua software for all submittal, RFI, and document sharing on the project?

Response: Per Spec section 01 30 00, yes Kahua is the GSA's Project Management Information System currently.

27. Will Microsoft Project be an acceptable scheduling tool for the project?

Response: Yes

28. Spec section states that the contractor shall provide administrative and supervisory personnel for the proper performance of the work. This includes a project coordinator, safety and health officer, and a waste management coordinator. Can any of the above individuals Double or Triple hat? Can any of the above individuals be an employee of a subcontractor, or will the GSA require the above individuals to be a full time employee of the Prime Contractor?

Response: Individuals can serve multiple roles and can be employed by the prime or a subcontractor.

29. Can the GSA confirm the applicable ASME A17.1 code year for this project?

Spec Section 14 22 11 states 2019 and drawings state 2013.

Response: 2019

30. Can the GSA please confirm if the elevators currently receive a pre-transfer signal from the ATS (Automatic transfer switch)? The new controllers will require a pre-transfer sign from the ATS.

Response: The elevators receive a signal but it is most likely not a pre-transfer signal. For bidding purposes assume that it does not. Field verify this specific information after Award.

31. If no pre-transfer signal currently exists, does the ATS have the capability to time delay and send a pretransfer signal to the elevators it serves?

Additionally, where is the ATS located within the building for each elevator identified in the solicitation? Conductors will need to be run in Conduit and programmed to function. Contractor needs to know the length of the run, quantity of runs, and potential routing.

Response: The new ATS was replaced 2 months ago and is located in a room on the basement level of the building straight East from the Northern elevator shaft bank. The new ATS does have the capability to time delay and send a pretransfer signal to the elevators it serves. The contractor will have to schedule a site visit and field verify specific information.

32. Can the GSA please confirm that MCE iBox controllers are the only acceptable controllers for this project?

Response: Confirmed

33. Can the GSA please confirm that the rear opening on the service elevator is two-speed center opening operation and the front is single speed center opening operation? Drawings show two speed front and rear.

Response: Confirmed. The contractor is responsible for field verifying all dimensions and specific information.

34. Can the GSA please advise if Forms and Surfaces is the only acceptable cab finish manufacture, or can "similar" products be utilized?

Response: For bidding purposes use Forms and Surfaces.

35. Can the GSA please confirm that Imperial is the only acceptable machine manufacturer desired on the project?

Response: Imperial or Hollister Whitney gearless hoist machines are acceptable for use.

36. Can the GSA confirm the application for the car operating panels?

Specifications call for swing type and drawings (Q-502) show applied.

Response: Delete the requirement for swing return panels.

37. Can the GSA please confirm that the inconspicuous risers are to be provided on the front openings only for car #3?

Response: Confirmed. The project requires four (4) total risers of hall push buttons as required by 142211 and 142212.

38. Is it the GSA's intent to retain the existing Fire Command Center Panel on the service elevator as shown in the drawings Q-301, or if new is to be provided should it match the existing?

Response: A new panel is required to be installed in the fire control room as specified.

39. Can the GSA please provide point of contact for the building's preferred Fire suppression vendor and/or the vendor who currently maintains the building's fire suppression systems?

Response: Flashpoint Fire Protection does the testing, but Total Fire Protection and other vendors have worked in the bldg as well.

40. Per Spec Section 23 09 00, the Contractor is to furnish and install a temperature control building automation system consisting of direct digital control system controllers, data communication network controller and associated network wiring. Can the GSA please confirm the location of the existing network controller as shown on M-802? Contractors will need to know this location in order to understand the length of the run for pricing purposes.

Response: The JACE to connect to is located on the Mechanical Penthouse level (the floor below the machine room) on the East side of the building.

Contractor shall schedule a site visit to confirm existing field conditions and distances.

41. Can the GSA provide a contact to the current BAS contractor who currently services the existing BAS system?

Response: Knight Watch has done a lot of BAS work in the bldg.

42. Can the GSA please provide point of the contact for the Building's preferred Fire Alarm Vendor and/or vendor who currently maintains the fire alarm systems?

Response: There isn’t a preferred vendor. Any vendor certified by the manufacturer to work on the building’s panel.

43. Elevator specifications specify providing a fire control room elevator annunciator panel, but the drawings do not show this panel. Can the GSA please clarify the need of an annunciator panel.

Response: Include the annunciator panel. Mount in 1st Floor Fire Command/Security Office located adjacent to the south entrance. Column Line H-16.

44. Drawings do not indicate network drop requirements for the new elevator controllers. Can the GSA confirm if network drops will be needed at each new elevator controller? If so, contractors will need clarification on where these feeds are to be supplied from so they can be accurately estimated.

Response: Network connections are required for use with the Video Observation System. Do not include the cost of this unknown connection in your bid. GSA will determine if the system will be activated or installed for future use.
