About this file

This document is a set of General Instructions and Requirements for Proposers issued by the Oklahoma City Airport Trust for an electronic proposal submission process. The document outlines comprehensive guidelines for potential proposers interested in submitting a bid through the Electronic Bidding System, with specific instructions for proposal preparation, submission, and compliance. Proposers are required to electronically submit their proposals through the designated system (BidNetDirect) by the stated deadline, with no exceptions allowed for late submissions. The Trust provides clear directions for registration, document preparation, and technical requirements, emphasizing the importance of thoroughly examining all proposal documents before submission.

The proposal process includes provisions for tax exemptions, with the Trust generally exempt from most city, state, and federal taxes, though proposers cannot utilize this exemption status for their own purchases. Payment terms specify that invoices will be processed promptly after delivery and acceptance of items, and while prompt payment discounts will not be considered in proposal evaluations, they will be accepted if payment is made within the specified discount period. The Oklahoma City Airport Trust reserves the right to award contracts by item or group of items, reject any or all proposals, and waive technical defects. Proposers must comply with applicable laws, including Civil Rights Act provisions, and may be subject to performance bond requirements, patent indemnification, and potential audits to confirm contract compliance.
