Gallup Municipal Airport - AWOS III PT Installation
This is a Right-of-Way and Public Easement Work Permit issued by the City of Gallup, New Mexico, for the installation of a new FAA-certified Automated Weather Observing System (AWOS-III P/T) at Gallup Municipal Airport under NMDOT Project No. GUP-24-03. The project encompasses design-build installation services requiring the successful contractor to provide all labor, materials, equipment, coordination, and incidental services necessary to fully install, integrate, test, and commission the AWOS system in accordance with contract specifications and FAA standards. Key deliverables include installation of a 30-foot tilt tower with foundation, multiple sensor pads for present weather, visibility, ceilometer and lighting measurements, electrical infrastructure with underground conduit and cable runs, grounding systems with copper-clad ground rods and cables, and site preparation and restoration work. The contractor must also coordinate the decommissioning of the existing ASOS system upon successful commissioning of the new AWOS system. The competitive procurement via Invitation to Bid (ITB-2617) requires submission of questions by March 23, 2026, at 5:00 PM, with bid proposals due electronically via the City's eProcurement Portal by March 31, 2026, at 2:00 PM. The project must be completed within thirty (30) calendar days from the Notice to Proceed, with liquidated damages assessed at $1,900 per calendar day for delays.
Contractors must submit a bid bond or certified check equal to five percent of the total bid amount with their proposals and furnish separate Performance and Payment Bonds each at one hundred percent of the contract amount within fifteen days of award. Required qualifications include licensure from the New Mexico Construction Industries Division, registration with the State Labor and Industrial Division for public works projects exceeding $60,000, proof of bonding capacity, and current liability insurance. The procurement is subject to federal and state prevailing wage requirements under the Davis-Bacon Act, with all workers paid no less than established prevailing wage rates as determined by the New Mexico Department of Workforce Solutions. The contract includes a Disadvantaged Business Enterprise (DBE) participation goal of 4.05 percent, and contractors must comply with Buy American Preference, Civil Rights Title VI Assurance, and all applicable federal and state regulations. While specific contract award values are not stated, the project scope, completion schedule, liquidated damages, and bonding requirements suggest a project value ranging from several hundred thousand dollars to over one million dollars, consistent with FAA-certified airport infrastructure installations. The City of Gallup reserves the right to reject any or all bids and award the contract to the lowest responsible bidder submitting a responsive bid.
