II. Background Information
This project is the construction part of the Modernization of Utilities in the Research Areas at Patuxent Wildlife Research Center (PWRC). After investigating the existing condition of the Utilities Systems in Animal Research Areas the components which need to be replaced, renovated, or upgraded have been identified. Under this contract we will construct the new systems of utilities in accordance to the new design package (Accomplished under Project # B2007PTX99), including the domestic water and sewer systems, research water and sewer systems, and storm water systems.
Work of Contract can be summarized by reference to the Contract, General Conditions, Supplementary Conditions, specifications sections as listed in the “Table of Contents” bound herewith, drawings as listed in “Drawings Index” bound herewith, addenda and modifications to the contract documents issued subsequent to the initial printing of this project manual, and including but not necessarily limited to printed matter referenced by any of these. It is recognized that any work completed under the Contract is also unavoidably affected or influenced by governing regulations, natural phenomenon including weather conditions, and other forces outside the contract documents.
III. Objectives
To construct the designed (new) Utilities Systems in Animal Research Areas (Coburn and the Endanger Species Areas) and replace those components which need to be replaced, renovated, or upgraded. Included are domestic water and sewer systems, research water and sewer systems, and storm water systems. The scope will not be limited to those elements listed in the General scope of work “paragraph IV. B” below.

E. Construction Waste Management:
1. The Offeror shall maintain a recycling program to dispose of or recycle construction waste. Recycling construction waste means providing all service necessary to furnish construction materials or wastes to organizations which will employ these materials or wastes in the production of new materials. Recycling includes required labor and equipment necessary to separate individual materials from the assemblies of which they form a part. The program shall cover the following requirements:
a) The contractor shall provide continuous facilities for the recycling of incidental construction waste during initial construction.
b) Products may be excluded from the recycling program when the small quantity of material involved, the extraordinary complex nature or the waste disposal method, or prohibitive expense for recycling would represent a general hardship.
c) Records of construction materials recycled shall be maintained and accessible to the Contracting Officer. Records shall include materials recycled or land filled, quantity, date, and identification of hazardous wastes.
d) If any waste materials encountered during the demolition (construction) phase are found to contain mercury, radioactive materials or other harmful substances, they are to be handled and removed in accordance with State and Federal laws and requirements concerning hazardous waste
