Laughlin AFB requirements are as follows:
• The preferred unit of measure use US Survey Feet but International Feet can be used as long as the surveying and drawings use the same unit of measure and noted in the surveying documentation and drawings.
• All geodetic surveying with Global Positioning System (GPS) or optical total station (electronic distance measuring equipment) will be done in the NAD83(2011) horizontal datum, StatePlane Texas South Central 4204 (US Feet) WKID: 6588 and elevations will be referenced to the NAVD88 vertical datum. Northing and easting coordinates will be carried out three places to the right of the decimal. Latitude and Longitude will be presented as degrees, minutes, and seconds with direction indicators N or W will prefix the value and seconds will be carried out five places to the right of the decimal where accuracy is to approximately .001 feet. If Latitude and Longitude coordinates are presented as decimal degrees for any reason, then they shall have the direction indicators N or W prefix the value and will be carried out ten places to the right of the decimal. The contractor shall identify the unit of measure and type of coordinates (grid, ground/surface, drawing, etc.) used in the surveys and drawings and provide the scale factor used to convert from one coordinate type to the another coordinate type. A table of the survey control points and other important survey points shall be listed with the actual grid coordinate values in applicable sheet.
• An exception to the AEC standard is that “yellow” or other light colors shall not be used in the CAD drawings which are not visible when the CAD drawing is printed to a monochrome (black & white) printer or plotter without having to change colors.
• CAD deliverables shall be provided on a Compact Disc (CD) or Digital Video Disc (DVD) for the deliverables as mention in the Engineering Construction Bulletin to include AutoDesk drawings (DWG format) to include XREF, pictures, etc. to include other files used by or for use by other applications such as Autodesk Architecture, Map, Civil 3D, etc. The CAD drawings shall be compatible to the Autodesk AutoCAD version currently in use by the 47 Civil Engineer Squadron, Laughlin AFB, TX. Portable Document Format (PDF) files shall be provided for each of the drawings. As-Built deliverables are due by the Beneficial Occupancy Date (BOD). Two paper copies shall be provided to the Contracting Officer (CO).
