About this file

This document is a Request for Information (RFI) issued by the National Geospatial-Intelligence Agency (NGA) to obtain information from industry on providing sustainment, support, software and integration services for the current Foundation Geospatial-Intelligence (FG) system baseline and future integrated capabilities.

The RFI provides background on NGA's mission-critical need to sustain FG capabilities while integrating and managing new capabilities. It outlines the planned 5-7 year IDIQ contract requirements, including use of an agile methodology, hosting in a government cloud environment, work across multiple security domains, and integration of enterprise services. The RFI requests industry feedback on various aspects such as contract structure, pricing, capabilities, and concerns. Responses are due by October 18, 2024 and should be submitted via email. The government may hold discussions with respondents to clarify capabilities, but this RFI does not commit to an actual procurement.

REQUEST FOR INFORMATION

Mapping, Charting and Geodesy (MC&G) Foundation GEOINT Sustainment, Support, Software and Integration (FS3i)

1.0 DESCRIPTION & PURPOSE

1.1The National Geospatial-Intelligence Agency (NGA), in support of the Mapping, Charting and Geodesy (MC&G) Integrated Program Office (IPO), is seeking information on how an interested contractor could provide sustainment, support, software and integration services for the current Foundation Geospatial-Intelligence (FG) system baseline and future integrated capabilities.
1.2The purpose of this Request for Information (RFI) is to obtain information in support of market research efforts and initiate a dialogue with industry to discuss ideas and approaches to shape an overall strategy, methodology, and process for integration, operations and sustainment of multiple systems, domains, applications, and data repositories spanning multiple portfolios on a consolidated contract.
1.3THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
2.0BACKGROUND

NGA has a mission-critical need to sustain FG capabilities while providing governance, acceptance testing, release management, and operations and sustainment of new capabilities to the operational baseline that support evolving FG mission tradecraft in multiple security domains for the National System for Geospatial-Intelligence and Allied System Geospatial Intelligence. This acquisition would provide the means to integrate and sustain FG capabilities supporting the Intelligence Community, Department of Defense, and international allies' key decision makers.

2.1PLANNED ACQUISITION: See attached draft Performance Work Statement (PWS), select associated Task Orders PWSs, and the Bidder’s Library, covering the base contract and the initial domain-specific efforts. The Bidder’s Library is not intended to be comprehensive of all systems or capabilities, but to give the respondents an overview of the work scope involved.
2.2PERFORMANCE:
2.2.1PERIOD (POP): The anticipated IDIQ is five to seven years ordering period.
2.2.2LOCATION(S): On-site at NGA-East, NGA-West, or Contractor Facility as required.
2.3CONSTRAINTS AND LIMITATIONS: The following are anticipated to apply to this acquisition: software development, software maintenance (Adaptive, Corrective, Perfective, and Preventive maintenance), runtime operations support, software security assurance / zero trust implementation, select software procurement, select hardware procurement, and capability integration of previously developed software provided as Government-Furnished Information (GFI).

2.3.1 Apply an agile methodology within the Scaled Agile Framework (SAFe) to efficiently maintain and modernize NGA's FG content and analytic services.

2.3.2 Strong preference is for the future hosting, operations, production, and management of FG data, services, products, and applications to be Government-provided (1) in an Infrastructure Service Provider (ISP) cloud environment and (2) at the lowest possible classification without introducing unacceptable risk to system integration and operation.

2.3.3 Requirement for work to be done in both unclassified and classified environments on multiple security domains.

2.3.4 Requires awardees to have experience in working geospatial-intelligence (GEOINT) software integration, operations, and sustainment.

2.3.5 Require experience in working with GEOINT data, content, products, services, software, production processes, and businesses processes.

2.3.6 This contract effort will provide integration, testing, deployment into operations, and sustainment of software delivered by multiple separate development contractors into the contractor-maintained Development and Operations (DevOps) environment. The required deployment cadence for any given capability varies based upon user need. The vendor must be able to manage across multiple varying cadences, while delivering overall cost, schedule and performance for the aggregate enterprise baseline.

2.3.7 Software must support NSG standards for unclassified and classified production, emphasize use of open source and non-proprietary code, open standards, work in the cloud environment, and be modular and flexible.

2.3.8 Enterprise service applications will be mandated for integration on this project, including but not limited to Jira / Confluence, Microsoft SharePoint, Service Plus, NGA CORE services, NGA cloud services, NGA data center services, NGA Enterprise Services (Enterprise Search, Globe, GEOINT Visualization Services, Enterprise Cross Domain Services, GEOAxIS, etc.), and ACAS (Assured Compliance Assessment Solution).

2.4 SECURITY REQUIREMENTS: The following security requirements are anticipated to apply to this acquisition:

· Classification level for contractor facility TOP SECRET//SCI

· The contractor may require and is authorized to have access to accountable COMSEC information and equipment. Access to COMSEC information requires a final U.S. Government Personnel clearance at the appropriate level. Access to any COMSEC information requires special briefings at the contractor's facility.

· The Director, NGA has security responsibility for SCI released to the contractor.

2.5 ORGANIZATIONAL CONFLICT OF INTEREST: This acquisition is for commercial items and non-developmental items. In accordance with FAR Part 9.5, please discuss any performance which may lead to an OCI and how the Offeror would mitigate, avoid, or neutralize the conflict.
